General description of the position:

In his/her capacity as representative HEKS/EPER, the WASH Officer, manages and supervises the projects being implemented for the office in Sloviansk (including future relocation to Lozova) and provides support to the emergency project(s) being implemented.

S/he is responsible for the implementation of the strategy and the development and managerial coordination of the project teams (WASH). The WASH Officer is working under the supervision of WASH Team Leader. S/he is in charge of the direct implementation and supervision of the WASH sector Projects of HEKS/EPER.

S/he works in close coordination with the governmental and non -governmental agencies, with the cluster system, monitor and guide each project. S/he works with all relevant authorities at district and community level (civil, religious, police and all other services) for a better implementation, acceptance and ownership in improving the living conditions of IDPs / returnees and host communities.

< p>Main tasks and responsibilities

Programme Implementation and support on design:< /p>

  • Support on develop, implement, and monitor monthly activity plans to achieve expected results, including planning activities, budgets, and procurement.
  • Ensure all planned activities are implemented on time, to quality measures, and within budget. Address challenges promptly in coordination with the WASH Team Leader.
  • Assist in the adaptation of hygiene promotion training to the local context for community and school levels.
  • Coordinate and supervise rehabilitation works in health facilities, schools, and communities, ensuring completion within budget and timelines.
  • Support engineers in supervising contractors to ensure work is completed as per specifications and safety standards.

Coordination and Reporting:

  • Collaborate with stakeholders to facilitate activities and identify needs.
  • Work with the MEAL team to ensure that required program data is collected and reported as per MEAL requirements.
  • Report on the progress of WASH activities daily, updating databases and sharing key information with the line manager.
  • Participate in team reviews of results, including outcomes and overall program progress.

Technical Support and Capacity Building:

  • Provide technical guidance to related departments and community members as needed.
  • Develop tools for the WASH program (e.g., drawings, specifications, technical contracts).
  • Build capacity of field staff and community members in technical and administrative areas.

Monitoring and Evaluation:

  • Conduct field monitoring visits to document observations and experiences, sharing them with the Area Manager and WASH Specialist/Advisor.
  • Assist in rapid assessments in emergencies and standard surveys, generating quality assessment reports.
  • Ensure the WASH program mapping plan is updated as needed according to new awards and project requirements.
  • Work with the Accountability lead to ensure an accountability mechanism is in place to collect client feedback regularly.

Representation and Advocacy:

  • Represent the organization and the WASH program with government and non-governmental agencies.
  • Participate in advocacy, media, and communication efforts to promote best practices and lessons learned.
  • Actively engage in quality improvement processes.


Competencies & requirements

  • Bachelor’s degree in Civil Engineering, Construction, Architecture, Planning, Structural Engineering, or equivalent.
  • Minimum 2 years of experience working in Project Management. 
  • Minimum of 2 years in the field of WASH, including design and construction.
  • Experience in humanitarian and developmental responses or/in urban displacement will be considered an advantage. 

Skills

  • Experience in program cycle management in a complex and matrix-managed organization.
  • Knowledge of effective financial and budgetary controls.
  • Solid experience writing comprehensive, high-quality narrative reports for line manager and coordination; experience supporting other staff in reporting.
  • Excellent interpersonal, communication, and presentation skills.
  • Fluency in written and spoken English and Ukrainian. 
  • Self-motivated with the ability to work autonomously in highly stressful and challenging environments.
  • Proven knowledge of MS Office applications and IT literacy; proficiency in CAD software for developing architectural drawings, bills of quantity, and construction specifications.

Additional Skills:

  • Familiarity with legislative and regulatory frameworks for water, sanitation, environment and construction.
  • Knowledge of mobile data collection platforms (e.g., KoboToolbox), and GIS packages (e.g., QGIS).
  • Personal qualities: organization, responsibility, analytical thinking, planning, flexibility, focus on results.
