VICTIM ASSISTANCE PROJECT MANAGER

GENERAL MISSION:
Reporting to the Area Manager, the Victim Assistance Project Manager contributes to the implementation of HI’s cross-cutting and comprehensive approach to Victim Assistance in operations. He or she is responsible for the implementation of his/her project which aims to address specific needs of vulnerable people. He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance and Human Resources services for a timely and efficient assistance delivery. He/she regularly reports to Area Manager and works closely with the field teams and other technical specialists, especially in the thematic of Protection, Mental Health and Psychosocially Support (MHPSS), Rehabilitation, Inclusive Humanitarian Action IHA and Multi-Purpose Cash Assistance - MPCA and other fields of expertise according to HI’s mandate and evolution of needs). She/he benefits from technical guidance from the Armed Violence Specialist, Protections Specialist and Victim Assistance Technical Officer.
‘Victim Assistance’ (VA), was first a part of a multilateral treaty in the 1997 Anti-Personnel Mine Ban Convention (APMBC) and is one of the five pillars of Humanitarian Mine Action.
Victim Assistance includes broad and specific efforts to address the needs and rights of victims.
VA specific efforts in Mine Action are the efforts undertaken by the mine action sector to contribute to facilitating access to VA services. VA broader efforts are the efforts undertaken by sectors other than the mine action sector, including delivery of VA services, data collection, coordination, laws, and policies. VA services include emergency and continuing medical care, rehabilitation, psychological and psycho-social support, socio-economic inclusion.
Victim Assistance Standard IMAS 13.10 provides a broad overview of VA specific efforts as a pillar of Mine Action.
MISSIONS / RESPONSIBILITIES:
1. Team management:
Line-manages the project’s team members (Victim Assistance team in Kharkiv = 2 project officers): Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
Organizes and leads regular team meetings.
Manages the recruitment and selection of new team members/open positions.
Ensures strict application and respect of the program’s Internal Regulations by the project team.
2. Expertise:
Provides the technical guidance for the project (including tools), with the support of the Technical Specialist.
Data Collection and reporting: Contributes to the reporting of VA activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team
Coordinates with the Protection, Health, and Victim Assistance team the activities linked with Identification, Assessment, and Referral activities (IAR) of EO/EW victims in Kharkiv oblast.
Project Strategy: Identifies strategic priorities for victim assistance interventions in coordination with the Area Manager and VA Technical Officer, Protection Specialist, AVR Specialist, and other HI sector PMs.
Technical Compliance: Ensures compliance with global technical standards and norms by communicating and involving the technical specialists and advisors with expertise in the project themes.
Coordination: Participates in the local sectorial meetings (remote/in-person) and organizes bilateral meetings with other Victim Assistance actors to identify gaps and priorities in the area of implementation.

3. Implementation and Monitoring:
Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures:
a. Ensures the planning of activities and establishes action plans;
b. Ensures that activities are implemented in line with the project proposal and the allocated budget;
c. Manages expenditures and ensures a follow up of budget lines for his/her activities;
d. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;
e. Prepares and monitors partnership agreements with implementing partners and other potential partners;
f. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project;
g. Coordinates and collaborates with relevant shared services, especially logistics, HR, finance and technical specialists.
2. Ensures project data management:
a. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards;
b. Ensures that data related to the project is collected and compiled in the project database;
c. Carries out regular verifications and makes any necessary corrections in the activity database.
3. Ensures project reporting:
a. Monitors the achievement of results and indicators, as per the logical framework
b. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box;
c. Reports regularly to the line manager;
d. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;
e. Guarantees the proper archiving of information and documents.
4. Prepares and steers project evaluation and capitalization:
a. Plans and monitors project evaluations;
b. Produces project capitalization and learning from experience material.
4. Influence & Communication:
Contributes to HI’s external influence by participating in relevant networks;
Communicates on the project to partners, authorities and stakeholders when relevant;
Apply the internal communication guidelines and contribute to the communication Country strategy.
5. Strategy & business development:
Contributes to program or country operational strategy (StratOp).
Drafts new project proposals for the continuity or expansion of the project.
Contributes to the drafting of new proposals for new opportunities.
PROFILE SOUGHT
Qualification(s):
First level degree (Undergraduate degree or equivalent) in international development, humanitarian assistance, human rights, Project Management, or similar or degree in public administration, politic or social science or any other relevant sector.

MAIN TASK:
Reporting to the Regional Manager, the Victim Assistance Project Manager contributes to the implementation of HI's end-to-end and integrated approach to victim assistance. He/she is responsible for the implementation of his/her project aimed at meeting the specific needs of vulnerable population groups. He/she ensures optimal management of the resources allocated to his/her project and coordinates with HI's logistics, finance and HR services for timely and efficient assistance. He/she reports regularly to the regional manager and works closely with field teams and other technical specialists, especially in areas such as public protection, mental health and psychosocial support (MHPSP), rehabilitation, inclusive humanitarian action (IHA) and multi-purpose cash assistance (BGD) as well as in other areas according to the HI mandate and development needs). He/she receives technical guidance from a gun violence specialist, a safeguarding specialist and a victim assistance specialist.
"Victim Assistance" (DP)/ "Victim Assistance" (VA) first became part of a multilateral treaty in the 1997 Landmine Ban Convention (KZPM) and is one of the five pillars of humanitarian mine action.

Victim Assistance (VMA) specific mine action efforts are efforts by the mine action sector to facilitate access to VMA services. Broader efforts to provide DP are efforts undertaken by sectors other than the mine action sector, including the provision of DP services, data collection, coordination, laws and policies. DP services include emergency and permanent medical care, rehabilitation, psychological and psychosocial support, socio-economic integration.
Injury Assistance Standard (IMAS) 13.10 provides a broad overview of specific efforts to provide assistance to victims as part of mine action.

b. Ensures the collection of data related to the project and their compilation in bproject data bases;
c. Performs regular checks and makes any necessary corrections to the activity database.

b. Responsible for preparation of relevant reporting tools: monthly situational report, PM Box;
c. Regularly reports to the line manager;
d. Writes reports for financial institutions when appropriate and monitors donor deadlines (grants, reporting, audits) related to the project;
e. Ensures proper archiving of information and documents.
4. Prepares and manages the assessment, analysis of project work:
a. Plans and monitors project evaluation;
b. Performs analysis of project work and training based on experience gained.
