DRB is currently seeking a highly qualified T Kyiv. It is expected that the specialist will travel to places, for example, to Chernihiv, Sumy, Kharkiv, Dnipro and Mykolaiv.

About the job:

Technical advisor for assistance coordination The Victim Assistance Working Group Lead will provide leadership and facilitate processes to ensure a coordinated, strategic, coherent and effective response. The Technical Advisor will be responsible for coordinating the work of the Working Group, facilitating collaboration between stakeholders, and ensuring the development and implementation of key guidelines, standards and processes. The role will also focus on researching, analyzing and advocating for the needs of victims of GNP and people with disabilities in Ukraine. The Technical Advisor will work closely with the Humanitarian Disarmament and Peacebuilding Program Manager and relevant clusters, ministries and other stakeholders to improve the delivery of relief services to victims. 

Your main responsibilities will be:

Coordinating the activities of the Technical Working Group on Assistance to Victims (RGDP)

  • Overall responsibility for the activities of the RGDP, including the determination of priorities and the development of long-term strategic and operational plans in close cooperation with the members and co-chairs of the RGDP, as well as the Humanitarian Disarmament and Peacebuilding Program Manager.
  • Co-chairmanship in the Working group on issues of assistance to victims, including the organization of meetings of the RGDP and coordination round tables on issues of assistance to victims, formation of the agenda, etc.and the preparation of meeting protocols.
  • Ensuring interaction between members and partners in order to strengthen cooperation and exchange of experience, knowledge and best practices, which will contribute to a coordinated and comprehensive response in the field of assistance to victims throughout Ukraine. 
  • Collaborate with the WGDP Co-Chair, as well as working group members and other stakeholders (e.g. WG coordinators, government agencies, etc.) to develop key guidelines (e.g. on cash assistance), standard operating procedures and standards, that will contribute to a standardized response in the field of victim assistance throughout Ukraine.
  • Provide technical guidance and support to RGDP members in implementing standardized processes in the victim assistance sector.
  • Assist in identifying and establishing connections with government agencies and civil society stakeholders relevant to victim assistance to develop and strengthen referral pathways and processes for cases requiring specialized and other services for victims of GNP.
  • Establishment and support close coordination with other relevant clusters and working groups, including humanitarian demining, economic recovery, social justice, housing recovery, psychosocial support (PSS), and health sectors.
  • Identification of service providers across Ukraine and the development of effective mechanisms for monitoring needs, identifying gaps, coordinating the efforts of service providers in the field of assistance to victims. Represent the DRB and RGDP at relevant external meetings and forums related to the field of victim assistance.

Research, analysis and advocacy

    < li>Development of assessments and research, for example, on the needs and stigmatization of victims of VND/VND and people with disabilities in Ukraine, and providing recommendations on the development of programs for DWB and the victim assistance sector as a whole.
  • On based on the results of needs assessment, research and consultations with interested parties of the RGDP to cooperate with the mass media to develop and launch advocacy media campaigns. 
  • Develop advocacy messages and initiatives in consultation with the DRB Advocacy Coordinator and the DRB Legal Aid Team.
  • Ensure that the results of assessments and analyzes that highlight the key needs of victims of VND/VND and gaps in the appropriate response in Ukraine, were used in advocacy activities and measures to attract external partners.
  • Perform other relevant tasks upon request and in agreement with the Humanitarian Disarmament and Peacebuilding Program Manager.

About you:

To be successful in this role, we expect you to have at least 3 years of work experience in the field of assistance to victims of VNP/university, inclusion of people with disabilities, social work, social protection, counselingor related humanitarian sector.

In addition, we expect you to you will have:

  • Higher education in the field of social work, inclusion, psychology, (special) education or a similar professional qualification is mandatory.
  • Work experience in coordination positions, in particular in the leadership of working groups or clusters, is an advantage.
  • Knowledge of International Mine Action Standards (IMAS) and National Mine Action Standards is an advantage. 
  • Excellent coordination, communication and leadership skills; proven ability to work with a wide range of (national and international) stakeholders, including authorities, civil society as well as international organizations.
  • Excellent interpersonal and communication skills.
  • Strong analytical skills with ability to highlight key points in large volumes of information.
  • Excellent organizational and time management skills, ability to prioritize work and handle multiple responsibilities.
  • Strong sense of personal integrity and understanding of privacy and ethics.
  • Professional proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows.
  • Complete professional command of the English language is a must. Fluency in the Ukrainian language is mandatory.
