Under the direct management of Field Operations Manager / Area Manager / Field Coordinator and technical supervision of the Livelihood Manager, the Livelihood Team Leader Shelter is responsible for the achievement of Livelihood shelter activities with respect to deadlines, standard operating procedures and quality requirements.
Main tasks and responsibilities
- Support the MEAL department and Area Manager in creating assessment tools (questionnaires, databases) and providing needs analysis.< /li>
- Support the Livelihood Manager in creating SOPs and Activity Forms for Livelihood activities.
- Participate to field visits and supervise the progress of the activities.
- Provide technical guidance to the Field Officers.
- Carrying out inspections and assessment of damaged property to determine the scope of work.
- Development of detailed reconstruction plans, taking into account the budget and deadlines.
- With the support of the MEAL department, analyze the results of vulnerability assessments and prioritize beneficiaries
- With support from the logistic Department, contribute to the identification and selection of Financial Service Providers in capacity to propose cash transfers, and of food suppliers in capacity to quickly deliver food assistance.
- Ensuring timely purchase and supply of construction materials.
- Collaborate with stakeholders in the area of intervention in order to facilitate activities and identify needs.
- Coordinate the work of Livelihood Field Officers and partners dedicated to these activities (weekly/daily planning explained during weekly/daily team meetings, daily planning).
- In close collaboration with Area Manager, Field Operations Manager, Field Coordinator, Logistics and Finance department, ensure that the required means are available to complete activities based on workplan.
- Recruit Field Officers when needed
- Ontribute to the elaboration of the procurement plan, share on-time procurement requests with Area Manager, verify the conformity of deliveries with orders, ensure the follow-up and proper use of materials and tools used during on-site works and trainings.
- In collaboration with Area Manager, Field Operations Manager, Field Coordinator and Finance department, check the availability of funds.
- Be the focal point of the team for visibility and communication aspects.
- Report immediately any delay, problem, or any relevant information to Area Manager and Livelihood Manager.
- Participate in the mapping and liaison with local authorities, NGOs and other stakeholders under delegation from the Area Manager
- Ensure daily coordination with implementing partners.
- Participate to Livelihood Shelter Working Group in the Area of Intervention and other relevant coordination meetings.
- Contribute to methodology harmonization and lessons learnt in livelihoods and cash for work activities.
- Coordinate with all stakeholders involved: local authorities, coordination agencies and other iNGOs operating in the area of intervention.
- Promotes safety awareness and environmental consciousness and complies with all applicable safety and environmental procedures and regulations.
- Promotes and takes an active part in quality improvement processes.
- Complies with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
Competencies & requirements
- Solid use of the MS office software (including Word, Excel, Outlook, construction software’s such as eg AutoCAD, Revit).
- Understanding of local, national and international building codes and standards.
- Knowledge of safety and compliance standards.
- Knowledge of modern materials and their properties.
- Understanding of the latest construction technologies and restoration methods.
- Basics of architectural design.
- Knowledge of ergonomics and functionality of reconstructed objects.
- Knowledge of project management including planning, budgeting, risk management and quality control.
- Ability to read and analyze geodetic maps and plans.
- Understanding of the basics of engineering systems such as water supply, drainage, electrical supply and HVAC (heating, ventilation and air conditioning).
- Knowledge of legal requirements for reconstruction and rehabilitation of property.
- Understanding the procedures for obtaining the necessary permits and licenses.
- Knowledge of mobile data collection platforms (e.g., KoboToolbox or other ODK-based including XLS form coding and troubleshooting).
- Knowledge of managing data protection, including data encryption, user and group management, views, and security modes.
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygienerules.
