BF "Right to Defense" (hereinafter - the Fund) is a recognized leader of the human rights movement in Ukraine. The Foundation has strong positions in the field of protection of the rights of internally displaced persons (IDPs), refugees and stateless persons. Since the beginning of the military invasion in Eastern Ukraine, the Fund has been monitoring the situation of the protection of the rights of IDPs, providing legal and psychosocial assistance and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipropetrovsk, and Zaporizhzhia regions. 

Today the Fund works in almost all regional centers and communities within the respective regions. The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights. 

PROJECT DESCRIPTION

ProjectHOPE (Humanitarian Outreach to Protect and Enhance) provides for the provision of psychological, legal assistance, as well as social support services to vulnerable sections of the population affected by the war in Zhytomyr, Kyiv, Chernihiv, Sumy, as well as Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kherson and Mykolaiv regions. Including, the project provides support for building the capacity of state and humanitarian institutions in these areas with the aim of improving the quality of providing support and assistance to the population in crisis and post-crisis situations.

. The project will place special emphasis on helping such vulnerable population groups as the elderly and people with disabilities.

Support will be provided by mobile teams consisting of a psychotherapist/crisis consultant, a social worker, a lawyer and a monitoring specialist, deployed to the most vulnerable communities.

In addition, within the framework of the project, the Foundation will conduct, in particular, educational, integration measures and trainings, will provide legal, psychological consultations and social services, support during the receivedbasic social services to persons affected by the conflict and IDPs, and will also support the creation of sustainable mechanisms for the provision of social services at the mobile and community levels. 

OBLIGATIONS AND RESPONSIBILITIES

monitoring specialists will be:

  • Perform constant monitoring of the situation and new events (including through official channels and social networks) and informing the coordinator of mobile groups and the senior specialist for rapid response ;

  • As part of the mobile team, promptly visit the locations where the incidents took place, in order to quickly assess the situation and develop a response plan;

  • Establish and maintain relations with representatives of state bodies and local self-government bodies to ensure high-quality and timely implementation of rapid response measures;

  • Coordinate with national and international organizations, volunteer groups, cluster and authorities;

  • In accordance with the approved methodology and available tools, conduct surveys of representatives of local self-government bodies and the affected population;

  • Identify potential beneficiaries and refer them to legal, social and psychological support specialists;

  • If necessary, provide non-legal consultations for IDPs and the population affected by hostilities;

  • Provide comprehensive support in organizing the work of other specialists of the mobile group;

  • Regularly inform the coordinator of mobile groups and the senior monitoring specialist about the development of the situation with the help of periodic reports provided to the coordinator of the management of rapid response;

  • Submit reports on the results of monitoring visits in a timely manner;

  • Timely and fully display information about individual and group work with beneficiaries in the IDPs CRM system;

  • Perform other tasks as needed;

  • Comply with the Code of Conduct and Foundation Policies.

PROFESSIONAL REQUIREMENTS

  • higher education (preferably: sociology, law, journalism);

  • preferred knowledge of human rights;

  • willingness to work in the "fields" (outside the office);

  • willingness to travel a lot and work overtime;

  • knowledge and understanding of the legislation regarding IDPs and the territory of the OOC;

  • ability to collect information in accordance with the goals and objectives of the project;

  • reporting skills (analytical, incident-specific, etc.);

  • understanding humanitarian principles;

  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions, etc.);

  • self-motivation;

  • flexibility.

Residence in the specified location and awareness of the local situation will be significant advantages. Preference will be given to IDPs who have lost their jobs due to displacement.
