The Foundation is an executive partner of the UNHCR and monitors the situation of protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal framework. bringing it into line with international standards in the field of human rights.

The project "Providing protection and assistance services with asylum for IDPs, returnees and the population affected by the war in Ukraine" is looking for a Specialist (position) in monitoring the situation of IDPs in the city of Kharkiv (Kharkiv region).

Duties and tasks

Under the direct supervision of the Senior Monitoring Officer, and the overall direction of the Protection Coordinator and Regional Team Leader, the employee shall:

  • monitor compliance with the rights and freedoms of internally displaced persons (hereinafter referred to as IDPs) and persons injured as a result of hostilities, on an ongoing basis in given locations in accordance with the existing methodology;
  • visit state bodies that provide services to IDPs, places of compact settlement of IDPs, events aimed at IDPs, etc.;
  • communicate with IDPs, persons affected by hostilities, representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation as a whole;
  • provide reports in a timely manner on a daily basis based on the results of monitoring visits;
  • if necessary conduct emergency monitoring visits to military incident sites within the region (this may also apply to weekends)
  • prepare reports on a specific incident and/or the humanitarian situation in general;
  • identify the most vulnerable IDPs and their needs;
  • explain legal norms for IDPs and persons affected by hostilities, counseling on other issues;
  • provide other individual assistance to IDPs;
  • timely and fully display information in the IDPs CRM system;
  • identify potential beneficiaries for participation in the IPA cash program;
  • perform other duties as needed;
  • understanding and compliance with the Code of Conduct and other Foundation policies;
  • preference is given to candidates who have their own car.

Professional requirements

  • higher education (preferably: sociology, jurisprudence, journalism);
  • preferred knowledge of human rights;
  • willingness to work significantly in the "fields" (outside the office);
  • willingness for a large number of trips and beyond normal working hours;
  • knowledge and understanding of the legislation regarding IDPs and the territory of the OOC;
  • ability to collect information in accordance with the goals and objectives of the project;
  • skills to prepare reports (analytical, regarding a separate incident);
  • understanding of humanitarian principles;
  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);
  • preference is given to IDPs who lost their jobs due to displacement;
  • self-motivation;
  • flexibility.

Residence in the specified location and awareness of the local situation will be significant advantages.
