The Fund is an executive partner of the UNHCR and implements programs of providing direct legal assistance throughout Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.

PROJECT DESCRIPTION

The position will operate withinproject "Comprehensive protection services for the affected civilian population and strengthening of resilience for those working on the first line of response", which is implemented with the support of the USAID Bureau of Humanitarian Assistance (BHA). Within the framework of the project, comprehensive protection services are provided for victims, vulnerable groups of the population in the cities and regions of Chernihiv, Sumy, Kharkiv, and Zaporizhzhia. Among the project's activities, in particular, legal , psychological support, social services, working with communities and building resilience for first-line services.The project will focus on helping vulnerable populations such as IDPs, the elderly and people with disabilities, those whose homes have been damaged or destroyed and who have suffered as a result of the fighting actions.

In order to help victims in high-risk areas, the Charitable Foundation "Right to Protection" creates crisis response groups that will carry out their activities within the framework of separate projects in high-risk locations located at a distance from 0 to 40 km from front line or border. In some cases, it is possible to go to the zone of the highest risk, which is from 0 to 15 km, in which there is indiscriminate shelling from artillery, which has an additional risk to the life and health of the Foundation team. 

Gcrisis response team are selected specialists who are part of the Foundation's team and have volunteered for trips to locations with high and highest risk to provide assistance to affected persons, and are fully aware of the risks to their life and health during the planned trips and the performance of their official duties.

The successful candidate for this position will necessarily be involved in completion of 4-day HEAT training, during which the skills of pre-medical and tactical first aid, evacuation, mine danger, and response to risks in a dangerous environment will be taught. One of the days will be spent at the training ground, where there will be practical exercises of the acquired knowledge with explosions of training grenades and shots, which has a certain stressful nature.

All crisis response team members will be provided personal protective equipment, which include: a bulletproof vest, a helmet and a tactical first aid kit, which will be mandatory during the entire working period time, and it will also be recommended to carry a tactical first aid kit with you on a permanent basis. PPE can be removed only in basements or shelters without windows and after approval from a security officer.

DUTIES AND TASKS

Under the direct supervision of the head of the regional team, mobile team coordinator and the general direction of the protection coordinator, the employee must:

  • As part of a mobile group, carry out visits to territories with an increased and high level of danger, in order to monitor the observance of the rights and freedoms of internally displaced persons and the local population living in communities and affected in one way or another as a result of hostilities, on a permanent basis in the specified locations according to with existing methodology;

  • Visit state authorities and local self-government bodies that ensure the realization of the rights of IDPs and the local population, places of compact settlement of IDPs and evacuees, measures aimed at IDPs, etc.;

  • Establish cooperation with local self-government bodies and non-governmental organizations for the purpose of organization works of mobile group specialists;

  • Conduct interviews with IDPs and local population living in communities affected by hostilities by representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation in general;

  • Make a "Passport" of settlements located in a zone with an increased level of danger;

  • Carry out mapping of services provided to residents of settlements with an increased level of danger. Including collecting information on possible ways to evacuate the population and places of temporary stay of evacuees;

  • Provide monitoring reports on the situation in the relevant locality on a daily basis;

  • In the event of an emergency, take part in an urgent needs assessment;

  • In the event of an emergency in other regions, be ready to travel to respond to the situation;

  • Prepare reports on a specific incident and/or humanitarian situation in general;

  • Explain legal norms for IDPs and persons affected by hostilities, advise on other issues;

  • Provide another individualdual assistance to IDPs and the local population affected by hostilities;

  • < p style="font-weight: 400">Timely and fully reflect your work with beneficiaries in the IDPs system CRM;

  • Identify vulnerable population groups and potential beneficiaries for participation in the multisectoral humanitarian assistance program;

  • Perform other duties as needed;

  • Participate in the distribution of humanitarian aid, namely:

- identify previously registered beneficiaries, contact them for further assistance;

- check the criteria of the beneficiaries according to the requirements of the project in case of distribution without prior registration;

- fill in distribution information in accordance with the requirements of the program and project;

- digitize handwritten information according to program and project standards;

- establish relations with local authorities and volunteers in order to involve them in ensuring a quick and safe process of unloading, storing and issuing charitable aid in commodity form;

- be responsible for primary documentation, timely transfer original documents according to program and project standards;

  • Take any other responsibility deemed necessary or delegated by the manager to ensure the level of service required by the Foundation and/or donor;

  • Understand and adhere to the Code of Conduct and other Foundation policies;

  • Unquestionably follow the rules and security policies of the Fund. 

PROFESSIONAL REQUIREMENTS

  • higher education (preferably: sociology, jurisprudence, journalism);

  • knowledge of human rights;

  • ready to significant work in the "fields" (ex office);

  • readiness for a large number of trips and over the normal working hours;

  • knowledge and understanding of legislation on IDPs;

  • ability to collect information in accordance with the goals and objectives of the project;

  • skills to prepare reports (analytical, regarding a separate incident);

  • understanding humanitarian principles;

  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);

  • self-motivation;

  • flexibility;

  • study and compliance with PnZ policies, in particular - security; 

  • Awareness of the situation in the area where the project is implemented will be significant advantages;

  • Be in good physical shape and have remarkable stress resistance.
