General information about the role of the employee:
Under the general direction of the coordinator MEAL The MEAL Fellow develops, implements and closely monitors the MEAL system within the BHA Dovira 2 Special Project and/or sectoral programs for which he/she acts as the MEAL Coordinator. He/she provides technical support and guidance to assigned project teams. The MEAL Officer also plays an important role in improving program information management and data quality, as well as strengthening knowledge sharing and learning within the organization and communities. The MEAL Officer is responsible for the full cycle monitoring of assigned programs and the implementation of appropriate MEAL activities.
Relationships and reporting interdependencies with other functions:
Internal Communications:
The MEAL Specialist works with the MEAL department and relevant program and operations team members to support timely and high-quality implementation of MEAL measures. The MEAL Specialist reports directly to the MEAL Coordinator, depending on the current structure of the PIN program in the country.
External Liaison:
May coordinate with external parties, such as partner implementing organization, consortium partners, subgrantees and other stakeholders, as needed and upon request.
Essential Job Responsibilities:
Collaborates with program staff to ensure timely delivery of assigned MEAL activities as well as seamless team collaborationby MEAL and project team;
Analyzes information and monitoring results, ensures the preparation of MEAL-related reports, including field, baseline, post-intervention monitoring (PIM/post-distribution monitoring) and evaluation results reports, analyzes monitoring information and results, and provides recommendations necessary for project planning, performance management and reporting.
- Ensures sharing of findings and recommendations with relevant Project Managers (PMs) and project team; The process includes:
- preparing MEAL data collection tools;
- facilitating the conduct of surveys by providing clear instructions, coordination and other necessary support;
- planning data collection activities in collaboration with the relevant project team, civil society organization and/or by sub-grantee(s)/implementation partner(s);
- providing technical means for conducting surveys (including preparation and provision of smartphones, tablets);
- providing daily updates on progress and issues for the MEAL coordinator;
- analysis data obtained during data collection activities and review of secondary data, as well as compilation of monitoring reports;
- ensuring appropriate dissemination of findings and recommendations arising from MEAL activities, including organizing feedback sessions/workshops with project teams;
- follow-up on the implementation of recommendations given to the project team or based on the team hierarchy, communicating recommendations to senior MEAL colleagues for further interaction with the project team;
- Supports conducting data quality assessments, including cross-validation of verification tools to ensure evidence-based programming;
- Supports project staff in needs assessment studies; supports the development of needs assessment tools and conducts quantitative and qualitative data collection activities;
- Provides support to the MEAL Coordinator in analyzing existing tools and procedures and developing new tools for MEAL-related activities as requested. Critically evaluates data collection tools, methods, and practices in day-to-day field work to improve existing methodologies; Provides MEAL-related information to project proposals and verifies that donor requirements are taken into account;
- Maintains organized storage of collected data and ensures that all project-related data is updated and archived in an internal archive systemPIN (ELO) in accordance with the PIN data protection policy; uses SharePoint to store work documentation;
- Identifies potential risks in MEAL activities and takes proactive measures to reduce these risks. Project progress monitoring and reporting:
- Provides regular technical support to the project team in conducting planned and effective monitoring, including interpretation of findings, formulation of recommendations and meaningful reporting on indicators;
- Conducts and organizes field monitoring visits to assess the progress of project implementation using standard monitoring and evaluation tools and methodologies, including surveys, interviews with key informants, focus group discussions, etc.;
- Prepares and submits monitoring reports to the project team and other relevant team members for follow-up on key findings and recommendations. Ensures consistency in the use of feedback by the project team.
- Organizational training and capacity building:
- Promotes and strengthens understanding of the importance of MEAL among other PIN staff in the national program;
- Supports and integrates training efforts in the national PIN program: a) identifies key training areas for current and new projects, b) integrates training aspects into existing frameworks MEAL, research, analysis, reporting and learning activities, c) facilitate reflective workshops to ensure adaptation and integration of results into current and future projects. The MEAL staff member contributes to the program-level lessons learned;
- Participates in supporting the review of lessons learned in MEAL, promotes best practices and identifies ways to strengthen the planning, monitoring and evaluation processes within the project(s);
- Participates in the preparation of a presentation of MEAL evaluation(s)/other activities and findings for internal sharing and a brief information letter for external use;
- Gives special attention and organizes capacity building of the staff of public organizations/PIN subgrantees in the field of MEAL; contributes to the improvement of the MEAL quality of partner public organizations.
- Accountability, use and dissemination of results:
- Supports project teams in strengthening accountability mechanisms at the project level, including performing the beneficiary verification process such as initial data collection, eligibility assessment, identity verification, data verification and cross-validation, etc.
- Works closely with proct team and the CFRM team to ensure proper inclusion of CFRM in all projects;
- When participating as a CFRM Coordinator, participates in gathering feedback from beneficiaries through the PIN community feedback and response mechanism, as well as through observation and direct interaction with beneficiaries during site visits.
- Maintains receipt of feedback and responds to complaints and feedback from beneficiaries and other interested parties; as needed and if he/she is not the CFRM Coordinator, replaces the CFRM Hotline Operator/CFRM Assistant in his/her duties.
Personnel Management:
- Recruits or participates in the recruitment of personnel (e.g., MEAL Assistants, Enumerators) assigned for field data collection; she/he directly supervises (as needed) MEAL assistants.
- Conducts regular performance review sessions to ensure continuous professional development and performance of his/her team members.
- Considers the capacity development needs of his/her team members and seeks appropriate internal/external skill development training.
- Education:
Master's degree in sociology, social sciences, statistics, economics or a related field
Experience:
2-3 years of work in an NGO.
Professional/technical competencies:
Proficiency in MS Office, Kobo and ActivityInfo; preparation of tools for data collection; planning and coordinating data collection activities in collaboration with the relevant project team, civil society organizations and/or sub-grantees/implementing partners; facilitating data collection processes with account teams; analysis of data obtained during primary data collection and secondary data review; and writing monitoring reports based on the results obtained.
Specific behavioral (personal) competencies:
Self-organization, flexibility and openness to change, approach to solving problems and tasks, ability to work in a team, adapt to a fast-moving humanitarian environment and maintain composure under stress, result orientation.
Knowledge of English is an advantage.
