JOB DESCRIPTION
IRC is seeking a dynamic program implementer for the position of Economic Revitalization and Development (CBN) Specialist. The specialist will support the day-to-day implementation of cash assistance, basic needs and emergency programs in Ukraine.
This position will be based in one of the field offices, with travel to neighboring regions in connection with current activities, after passing a security check, with the possibility of an overnight stay in a hotel or guest house.
KEY DUTIES:
Under the supervision of the ERD Coordinator and CBN Manager, the Specialist will be responsible for:
- Support the effective implementation of the IRC's Basic Needs Assistance programs, including Cash and Voucher Assistance (CVA), in-kind distribution (NFI) for IDPs and local affected population.
- Support partner organizations and staff in the implementation of similar projects, cooperate with capacity building initiatives (possible seconded to local partners for several months as a means of encouraging coordination, equal partnership and effective communication).
- Conduct field visits to facilitate identification and registration of affected persons, document lessons learned during program implementation, and facilitate market monitoring.
- Ensure that gender issues , protection and sustainable use of the environment have been integrated into all programs under direct responsibility.
- Provide support to the CBN Manager and partners in proper documentation, including the use of appropriate technology platforms, customer data and distribution information, in accordance with SOPs (Standard Operating Procedures) and Data Protection Rules.
- Support the CBN Manager in interacting with various inter-agency coordination forums, including the Cash Working Group and identifying strategic partnerships in line with the IRC approach.
- Adjust and adhere to detailed implementation plans to ensure program delivery is on time, on target and within budget, using effective monitoring and evaluation systems and adaptive management principles to achieve desired outcome.
- Ensuring proper data collection and use of management systems information for projects implemented under the MEAL (Monitoring and Evaluation Unit) support.
- Provide CBN support to the manager and staff responsible for working with clients in handling complaints and feedback from clients and partners.
- Provide other administrative support as needed.
POSITION REQUIREMENTS
Education: minimum college degree in international development, business administration, economics, or humanitarian response preferred.
Demonstrated SKILLS AND ABILITIES:
- At least 2 years of relevant work experience in the field of cash and voucher assistance, provision of means of livelihood, social protection and/or other humanitarian and development programs with experience of direct implementationand work with partners.
- Knowledge and experience in implementing humanitarian or development projects, especially in conflict conditions.
- Fluent command of the Ukrainian language. Strong written and oral communication skills in English.
- Proven ability to work well in and facilitate team development, comfortable in a multicultural environment, flexible and able to handle pressure with professional grace.
- Proficiency in Microsoft Office including Word , Excel and Outlook.
