JOB DESCRIPTION

Under the leadership of the WASH-Shelter Program Manager, the Shelter Officer< /strong> will be in charge and monitor work projects, meeting deadlines and technical requirements.

Responsibilities include:

Installation and operational monitoring:

• Under the supervision of the program manager, participate in the logistical and administrative organization, planning and preparation of work sites.
• Ensure construction and/or support of construction works, using, in particular, tools of "International Solidarity":

1. Participate in determining the areas where work will be carried out.

2. Compile and check estimates (BoQ) for the execution of construction works. Most of the works are light and medium repairs of private houses or sanitary facilities.

3. Control and coordinate rof the contractor. 

4. Accept jobs. 

5. Hire and train temporary workers.

6. Allocation of manpower at the facility according to instructions provided by the program manager.

7. Perform work in accordance with technical instructions and estimates. 

8. Follow deadlines set by his/her Program Manager.

10. Supervise working groups, contractors and communities, and to ensure the best use of existing ones resources.
11. Organize, plan and monitor community participation.
12. Anticipate any problems related to related to the management of his/her activities, and propose solutions to avoid them.
13. Manage the supply of materials to the construction site, cooperating with the logistics department.
14. Report to the project manager and/or team leader on the status of decentralized stocks ("field" stocks) in their areas.
15. Brothers participation in the evaluation of the technical competence of contractors.
16. Respect the administrative procedures of "Solidarity" before, during and after each work project.
17. Implement occupational health and safety measures for each type of activity and ensure compliance with these rules by employees under his/her supervision, as well as the public.

Reporting/Communication/Representation:

• Keep your monitoring tools and files in an archive in the office. "Solidarity" accessible to his/her team leader and/or project manager.< /li>
• Participate in the preparation of project progress reports under the supervision of your team leader.
• Participate in seminars and trainings related to the implementation of activities and project goals.
• Report to the program manager about the development of activities and specific tasks assigned to him/her, about any problems encountered and the quality of the relationship with the beneficiaries
• Report all information or problems related to his/her activities "Solidarity" or security issues.
• Analyze the humanitarian situation, taking into account the issue of protecting/not harming the population.
• Cooperate with local authorities and administration.
• Braparticipation in meetings and clusters.

REQUIREMENTS FOR CANDIDATES:

Education: Higher education in civil engineering or equivalent.

Experience: Work experience from 5 years in a construction company or in repair/reconstruction, or as an estimator of construction projects.

Qualification: Excellent knowledge of national building standards for residential, general and civil construction.

Language: English - intermediate level (B1).

IT: Proficiency in MS Office required, ability to create drawings (AutoCAD, Revit, etc.) will be an advantage.

Personal qualities: ability to work in a team, motivation and proactivity, good organizational skills and ability to analyze the situation. Flexibility, ability to adapt to changing contexts/situations.

TERMS OF WORK

Place of work: this vacancy is based in Kharkiv, possible business trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions.

DESCRIPTION OF THE POSITION 

Under the supervision of the WASH-Shelter Program Manager, the WASH-Shelter Officer will lead and supervise work projects, respecting deadlines and technical requirements.

Key responsibilities: 

Set-up and operational monitoring

• Under the supervision of the Program Manager take part in logistical and administrative organization and the planning and preparation of job sites.
• Ensure the construction and/or the maintenance of construction work using Solidarites International tools (in particular):

1. Take part in the identification of sites where work is to be carried out. 

2. Prepare and review estimates (BoQs) for construction work. Most of the works are light and medium repairs of private houses or arrangement of sanitary facilities.

3. Supervise and coordinate the work of the contractor. 

4. Accept work.

5. Recruit and train the workforce and Temporary Worker.

6. Allocate the on-site workforce according to instructions given by the Program Manager.

7. Carry out work according to technical guidelines and estimates.

8. Respect deadlines established with his/her Program Manager.

• Supervise operational teams, contractors and communities, and ensure the best use of available resources.
• Organize, plan and supervise community participation.
• Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them.
• Manage the supply of worksite materials by collaborating with the logistics department.
• Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites.
• Take part to the evaluation of the technical competence of contractors.
• Respect Solidarites administrative procedures before, during and after each work project.
• Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population.

Reporting/Communication

• Take part in seminars and workshops related to the carrying-out of activities and to project objectives.

• Report back all information or problems linked to his/her activity, Solidarites programs or safety issues.
• Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarites.
• Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population.
• Collaborate with local authorities and administration.
• Take part in restitution meetings and clusters on request.

PROFILE FORSAKEN

Studies: The highest education in civil engineering or equivalent.

Experience: Work experience from 5 years in a Building Company or Repair/Renovation or Building Cost Estimator. 

Qualification: Excellent knowledge of national construction standards for residential construction, general construction, civil engineering.

Language: English – Intermediate level (B1).

IT: MS Office proficiency mandatory, ability to create blueprints (AutoCAD, Revit, ect.) would be a plus.

Soft skills: we expect team spirit, motivation, and proactivity. Strong organizational and situational analysis skills are essential. Flexibility and the ability to adapt to changing contexts and situations are also required.

WORKING CONDITIONS
