Position Overview< /strong>


 
Under the technical supervision of the Senior Child Protection Manager, the Child Protection Grants Officer will be responsible for supporting the Child Protection team in all aspects of related to the provision of monetary assistance for protection. The cash component is seen as a protective measure to increase the resilience of vulnerable children and their families, especially those at high risk of abuse, neglect or exploitation. Cash assistance can provide immediate relief by providing access to essential services or meeting urgent needs that might otherwise be unavailable due to financial constraints. This position reports to the Senior Child Protection Manager and is based in one of IRC's program implementation locations, including Kyiv, Dnipro, Odesa and Kharkiv, ensuring effective program delivery and coordination with key contact persons.

Essential Responsibilities responsibilities:

  1. Database management and reporting
     • 
    Development and maintenance of a comprehensive, up-to-date database for tracking registrations, client statistics and financial assistance provided as part of safeguarding efforts.
     • Preparing regular data analysis and reports to assess effectiveness, coverage and trends in the provision of care for vulnerable children and their families.
     • Ensuring adequate archiving project documentation in hard and digital copies, taking into account confidentiality standards.
  2. Technical supervision of money transfers
     
    • Coordination of technical aspects of money transfer mechanisms , ensuring timely and secure payments to beneficiaries.
     • Regular evaluation and adaptation of remittance methods according to new technologies and best practices.
  3. Identification and compliance of clients< br/> • Support staff in identifying children and families who are eligible for assistance.
     • Collaborate with teams to ensure an inclusive approach that takes into account the needs of diverse groups.
  4. Development and adaptation of standard operating procedures (SOP) and tools
     
    • Participate in the development, revision and adaptationtation of standard procedures to ensure compliance with IRC strategies.
  5. Compliance with cash disbursements
     • 
    Ensuring documentation of cash disbursements and adherence to technical quality standards .

  7. Monitoring and evaluation
     • 
    Develop and implement monitoring frameworks to assess the effectiveness and protection outcomes of the grant in collaboration with the MEAL team.< /li>

• Track lessons learned, challenges and opportunities for program improvement by documenting and sharing best practices across teams.

Additional Responsibilities:< /p>

Interagency Coordination:

Interact with the Protection, Rule of Law (PRoL), Women's Protection and Support (WPE) teams, Economic Recovery and Development (ERD) and MEAL to conduct joint evaluations, gather evidence of the effectiveness of cash assistance and explore opportunities for integration with other protection programs.

Advocacy and Representation:

• Represent the child protection team at internal and external coordination meetings on cash for protection issues, advocating for the inclusion of the specific needs of vulnerable children and families in wider cash assistance strategies.

• Collaborate with local and international stakeholders parties to promote effective cash interventions as an important tool in child protection responses.

Adapting to New Needs:

Continuously review the approach to cash assistance for protection, ensuring it is sensitive to emerging trends in child protection, including new risks or obstacles faced by children and families (eg during displacement, conflict escalation or community change).

Documentation and Learning:

• Lead efforts to document lessons learned, success stories and challenges within cash-for-protection interventions, facilitating overall learning within the child protection team and in the humanitarian sector.

Requirements for candidates:

Candidate for the position of Financial Officer Child Protection Grants must meet the following requirements:

  • Higher education in social work, social sciences, business, international relations, human rights or other related field preferred, or equivalent work experience.
  • At least 2-3 years of experience working in NGOs and/or private organizations engaged in development or humanitarian aid.
  • Experience working with children who are experiencing violence, abuse, neglect or exploitation will be preferred.
  • Experience with case management programs would be an advantage.
  • Demonstrated understanding and ability to maintain confidentiality and respect client/beneficiary rights.
  • Excellent communication skills.< /li>
  • High level of flexibility, strong work organization skills, abilitycomplete tasks on time, remain calm, prioritize work under pressure, coordinate multiple tasks simultaneously and pay attention to detail.
  • Computer literacy, including Microsoft Word and Excel.
  • Additional qualities: ability to multitask, ability to work under pressure, ability to improvise, flexibility, ability to adapt to changes.
  • Good oral and written English skills; fluency in Ukrainian and/or Russian.

This position will be based in IRC field offices in Odesa, Kharkiv or Dnipro, with regular travel to field locations.< /p>
