JOB OVERVIEW:
Accountable and technically supported by the Monitoring and Evaluation Manager and the MEAL Coordinator, the Monitoring and Evaluation Specialist works closely with the Economic Revitalization and Development (ERD) team< /p>
to optimize the monitoring, evaluation, accountability and training processes of the International Rescue Committee (IRC) mission in Ukraine to ensure high-quality programs for the clients we serve and support the global ambitions of Strategy 100 and the country's Strategic Action Plan. The Monitoring and Evaluation Specialist oversees, leads and implements MEAL activities within the ERD program within the country MEAL team.
KEY RESPONSIBILITIES
- Support all MEAL technical aspects and activities related to Economic Revitalization and Development (ERD) programming; maintain high standards and practices of quality data collection, analysis and reporting. Including accountability to clients, partners and donors
- Represent MEAL at technical meetings, forums and other events and establish partnerships within the IRC
- Ensure the functioning of the MEAL system of the Department of Economic Revitalization and Development (ERD ) and programming processes in line with MEAL's global strategies throughout the project cycle, which include:
- Collaborate with MEAL and non-MEAL staff to ensure the collection, processing, and verification of data quality and completeness in accordance with IRC standards and donors on data quality.
- Document and share experiences and data from previous projects to inform project applications, including holding regular meetings to discuss lessons learned.
- Conduct regular post-distribution monitoring (PDM) surveys, customer satisfaction surveys and other data collection activities and generate reports. Provide technical support for conducting baseline and end line surveys, as well as external independent monitoring.
- Implement M&E/MEAL plans, review (digital) data collection tools, monitor online data management processes, quality checks and audits, and update data visualizations.
- Conduct regular analysis monitoring data and work closely with program leaders and managers to facilitate real-time program adaptation decisions.
- Prepare quality reports and update dashboards with key findings that support learning and decision-making, and share them in project cycle management meetings and team meetings.
- Identify, document and share customer feedback to improve services and results for our customers.
- Support the use of standard mobile data collection technologies and online panels to improve the timeliness and quality of data collection, analysis and visualization.
POSITION REQUIREMENTS
Education:
- Bachelor's/Master's degree in monitoring and evaluation, economics, anthropology, sociology, statistics, development or related social science field .
Experience:
- Minimum 2 years of work experience in international organizations or non-governmental organizations or in a related field.
Presentskills and abilities:< /strong>
- Fluency in Ukrainian and English, Russian is a plus.
- Have basic technical knowledge of M&E approaches and methods in some or all of the following areas: indicators , monitoring results; Theory of Change, Data Collection, Basic Data Analysis, Accountability, Customer Feedback Mechanisms;
- Proficiency in MS Office software, including Word, Excel, PowerPoint and Outlook, and experience with databases and /or other systems.
- Basic skills and experience with data collection software such as Kobo, CommCare, ODK Collect, knowledge of Tableau, PowerBi or GIS software is an added advantage;
- A clear understanding of accountabilities and the ability to create customer feedback systems.
- Self-motivated and proactive attitude with good organizational, planning and analytical skills, including work prioritization, multi-tasking and attention to detail;
