About the organization and the project
UNICEF supports children and families in Ukraine and helps authorities strengthen service systems in the fields of education, social protection, child protection and youth policy.
The role is aimed at strengthening the capacity of communities (hromadas) and regional authorities to apply Public Finance for Children (PF4C) approaches and emergency preparedness principles situations in the planning and financing of services for children and youth.
You will work at the interface of the "field" (Lviv office) and national policy (Country Office), ensuring agreed methodologies, analytics and reporting.
Role
Daily technical and operational support of the UNICEF Social Policy program in the Lviv field office: coordination with authorities, monitoring, analytics, preparation of trainings and support for the implementation of activities related to PF4C and shock-resistant services for families with children.
Responsibilities
Evaluation and improvement of services for children and youth: development of service evaluation/mapping tools, data collection, budget and cost analysis; coverage, efficiency and gap analysis; preparation of analytical briefs and recommendations for planning and budgeting.
Strengthening of integrated referral mechanisms and coordination with child protection: situational assessments, support of provider registers and mapping tools, improvement of referral routes and intersectoral interaction taking into account budgetary opportunities and sustainability.
Documentation and modeling of the “flagship” programs: systematization of data, preparation of replicated models/implementation frameworks, cost and effectiveness analysis, knowledge products for scaling and policy dialogue with PF4C integration.
PF4C support, training and analytical integration: preparation of materials and guides on public finance/budgeting/cost analysis; co-conducting trainings for local actors; coordination of field approaches with national methodologies; consolidation of lessons and data into national products.
Readiness for emergency cash: support for data collection and partnerships for integrated cash & care services for children.
Requirements
Education: master’s degree in social policy / public finance / local governance / social protection or related areas.
Experience: from 3 years of relevant experience (work with local authorities/communities is especially valuable).
Practice in:
evaluation of services for children/youth, cost analysis, analysis of programs in the social/educational/child protection spheres;
development of referral pathways, coordination mechanisms or models of service provision at the local level;
preparation of analytical reports, policy briefs, donor reporting (advantage).
Experience of interaction with hromadas, OVA/RVA and specialized departments (education, social protection, youth policy, protectiont children) is highly desirable. Languages: Ukrainian and English are fluent. USD (entry lump sum).
Medical and life insurance for the duration of the contract.

Full-time, 12 months (extendable).
