Duties andResponsibilities
1. Project planning
- Make a technical contribution to the development of Shelter's strategy, project proposals and provide information on needs and gaps;
- Promote and share ideas for improvement and making necessary changes in the activity;
- Together with the Shelter Deputy Project Manager / Senior Engineer plan the technical stages of project implementation and establish directions for further work by determining priorities, as well as organizing activities and resources in order to achieve project goals.
2. Implementation of projects and control over their implementation
- Participate directly in project implementation, ensuring consideration and compliance with technical quality and standards during the implementation of the project(s) in accordance with ACTED technical guidelines and standards ;
- Prepare technical specifications, create estimates, projects and assist in the preparation of tender documentation;
- Coordinate and implement Shelter's technical measures, including rehabilitation of private households and public institutions;

- Participate in the development of needs assessment in target areas;
- Ensure the participation of a wide range of interested parties (non-governmental organizations, public organizations, local communities, etc.) in the process of implementing a systemic approach aimed at housing restoration;
- Ensure that Shelter projects target the most vulnerable population groups and that beneficiaries are selected in accordance with the targeting criteria of Shelter programs, in accordance with ACTED requirements and donor recommendations;
- Conduct an emergency needs assessment on the ground when requested. • Based on the results of the assessments, help identify specific project locations, develop and implement appropriate measures in coordination with the Shelter Deputy Project Manager / Shelter Project Manager;
- Coordinate and monitor the execution of works, including the management of construction contracts;
- Anticipate and reduce risks and resolve any unforeseen situations during project implementation;
- Together with the Shelter Deputy Project Manager / Senior Engineer, regularly update the work plan, track results, conduct product market compliance studies and other documents relevant to effective project management.

3. Administration and operational managementment of project implementation3.1. Logistics
- Provide timely information on planned and ongoing works to support the development and updating of procurement plans and budget forecats
- Develop reliable and accurate order forms in a timely manner;
- Ensure proper management and use of project property and its project stocks.
4. External relations
- Collaborate with the Deputy Shelter Project Manager / Senior Engineer to facilitate communication and liaison activities to proactively consult and engage beneficiaries, key informants, partners and stakeholders at all stages of project design and implementation;
5. Quality control
- Evaluate technical activities and ensure effective use of resources; • Ensure that lessons learned are documented, shared and reflected in project planning and decision-making;
- Collaborate with the Deputy Shelter Project Manager / Shelter Project Manager to advise and assist in project reviews conducted by AMEL;
- Provide quality control, impact analysis, identification and capitalization of best practices and lessons learned, and provide appropriate feedback for new project development;
- Identify and analyze gaps, beneficial impacts of ACTED, interactions and opportunities in the areas in which the project(s) are being implemented and report relevant information to the Senior Shelter Engineer and Deputy Project Manager.
5. Reporting
- Prepare technical decomentation required to track the implementation of the project and facilitate internal processes (such as Certificates of Completion)
- Regularly and timely inform managers and other team members about progress and existing problems;
- Contribute to the preparation of (internal and external) reports on the development of implementation
Experience and skills required
• 5 years of work experience in Shelter (housing restoration), knowledge of the structure of local authorities and governments;
• At least 1 years of experience in the humanitarian and/or development sector.
• Good knowledge of local self-government systems;
• Experience in developing strategies/plans, community involvement, communication with local authorities;
• Fluency in Russian and Ukrainian languages;
• Computer skills, ability to use Microsoft Office software (MS Word, Excel, PowerPoint, etc.);
• Ability to work independently and in a team, actively propose own ideas;
• Stress resistance and multitasking.
