The Danish Refugee Council (DRC) is the leading agency for protection, advocacy and the promotion of long-term solutions for populations affected by moving.
DRB has been operating in Ukraine since 2014, currently DRB has more than 800 employees in Ukraine and in 2024 the organization will continue to expand significantly to implement response to emergency situations in the areas of social and legal protection, livelihoods, housing/non-food restoration, humanitarian disarmament and peace building (humanitarian mine action), through direct intervention, support civil society organizations (CSOs) and partnership with CSOs.
DRC is currently looking for a fHousing Rehabilitation Project Manager, to expand activities and meet future needsin construction works and housing restorationin Chernihiv and Chernihiv Region.
This position will report to kerivnikingroups span>housing restoration project of the DRB office in Chernihiv.
General purpose of the role:
Reporting
• Adhere to all relevant project tools, plans and budgets
• Project implementation, reporting and evaluation
Responsibilities of the Housing Rehabilitation Department
• Quality assurance of all activities of the Housing Recovery Department, including day-to-day oversight of partners, contractors and quality control
• Ensuring the quality of the evaluation, procurement documentation and scope of work related to shelter operations
Primary Responsibilities:
• Carry out visits to objects within Chernihiv and Chernihiv region to assess the condition of buildings and draw up technical tasks
• Participate in the development of projects for the repair or new construction of objects (cooperation with project organizations)
• To ensure the quality of planning, implementation and further control of all technical aspects of the objects' activities performed by the DRB
• Calculate the need for work and materials / Details (BoQ)
• Monitor the progress of the department and keep daily records of project progress
• Monitor, collect, compile and update daily the information required for the weekly and monthly reporting system
• Develop and maintain good relationships with stakeholders, relevant stakeholders and other humanitarian actors to support the proper implementation and coordination of sectoral DRB activities
• Control the full cycle of construction of private houses from the initial stages to the final commissioning of the object
• Monitor the performance of repair work and compliance with quality indicators by subcontractors.
Program and operational activities
• Ensure efficient and effective program execution, adhering to budget and work plan
• Provide technical support and input to all housing rehabilitation project activities
Coordination and Representation
• Collaborate with relevant internal and external technical experts on industry issues
• Represent the DRB at meetings and other relevant technical coordination meetings
• Ensure integration with other sectors of the DRB
Logistics and Finance
• Support in monitoring financial commitments and expenditures against budgets and providing timely feedback on budget performance
• Initiate purchases and ensure their execution
Experience and Competencies Required
• Minimum of 3 years of professional experience as an engineer responsible for construction projects or similar
• Preferably 2 years of work experience in the field of humanitarian response and refugee protection in an international non-governmental organization, UN agency, etc.
• Proficiency in English is an advantage
• Excellent working skills with MS Word, Excel, PowerPoint
• Skills in working with GIS software, AutoCAD, ArchiCAD is an advantage

Education Required
A college degree in architecture, construction, or another relevant field. Significant industry experience may substitute for a technical degree.
