About the job:
The general purpose of this position is to support the technical implementation of the new energy program of DRB, which is part of the program of response to problems in the field of housing restoration. The Lead Energy Recovery Project Specialist will provide technical support to DRB teams as well as ongoing technical oversight of projects throughout the project cycle. The Lead Energy Recovery Project Specialist will be technically responsible for DRB's energy programs and will travel extensively to DRB's regional offices to support program teams.
Your main responsibilities will be:
Capacity building, training and technical support of housing recovery teams
- Develop technical documents (so-called standard procedures , instructions, tools) and conduct training for teams on their application.
- Conduct briefings and training of field teams
- Ensure compliance of the DRB energy portfolio with relevant technical standards.
- Ensure a consistent approach, methodologies and consistent use of technical tools across regions/teams and programs.
- Evaluate the feasibility of different programming options and the appropriateness of different program activities, ensuring that delivery methods are best suited to needs, context and expected outcomes project.
- Cooperate with the Housing Rehabilitation Coordinator and Program Managers to develop the strategic direction and plans of the sector, in particular the expansion of energy programs based on the needs of target population groups in Ukraine.
- Work closely with the Managers regions, Program ManagerRegions, Housing Recovery Managers at the regional level and technical team leaders to overcome implementation challenges and identify technical support needs. aspects of age, gender and diversity.
- Support field teams in conducting assessments, data collection and analysis
- Coordinate and interact closely with other coordinators and sector specialists to ensure implementation of integrated program delivery.< /li>
Monitoring, evaluation and quality assurance of energy programs
- Coordinate with the Monitoring and Evaluation department to ensure effective monitoring and quality of programs at all stages of energy programs of the DRB, as well as analysis and dissemination of program results.
- Conduct regular field visits to regional offices and program implementation sites, support field teams to ensure smooth and timely implementation of energy infrastructure measures with a high level of program quality.
- Together with the Data Monitoring and Evaluation Team and the Housing Recovery Coordinator, develop assessments that identify the needs of the conflict-affected rural population to ensure that program design is informed by reliable data.
Program development and external representation
- Use primary and secondary data, field-level contextual awareness, and discussions and priorities from various forums and stakeholders to providing quality input to concept notes and proposals.
- Attend relevant energy infrastructure forums and disseminate minutes and key messages/perspectives from these meetings in internal communications.
< strong>About you:
To be successful in this position, we expect you to have at least 3relevant experience implementing energy infrastructure development programs with with an emphasis on solar/renewable energy and hybrid systems.
In addition, we expect you to have:
- Higher education in in electrical or mechanical engineering or related field.
- Experience creating/revising electrical one-line schematics, panels, or wiring diagrams for solar systems using CAD.
- Ability to perform engineering audits for gathering structural, electrical, and related information for solar plant design.
- Demonstrated competency in reviewing financial estimates, timelines, and technical specifications and recommending engineering or manufacturing changes to meet solar plant design goals.
- Demonstrated competence in conducting installation inspection, testing and monitoring of solar energy systems, as well as providing advice on their operation and maintenance. At least 2 years of personnel management experience preferred.
- Proven experience in capacity building and training national staff and local partners.
- Skills for working with cocomputer, including Microsoft Office.
- Fluency in English and Ukrainian at a professional level.
