Project Planning p>
- Contribute inputs to Shelter related strategy development, project proposals and provide input on needs and gaps.
- Promote and share ideas for improvement and necessary changes in the activities.
- Jointly with Shelter Deputy Project Coordinator update overall project implementation strategy, systems, approaches, tools, and materials.
- Jointly with Shelter Deputy Project Coordinator plan technical stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives .
- Jointly with Senior Shelter Engineers plan stages of project implementation in the Areas and set direction by prioritizing and organizing activities and resources to achieve project objectives.
- Participate in planning and conducting activities for communication, coordination and implementation of the project in certain Areas, provide support in meetings with external participants to improve coordination between local authorities, humanitarian organizations and UN agencies in the project implementation.

Project Implementation Follow-up- Technical guidance to team of Shelter Officers who will be responsible for creating and managing technical team databases.
- Line management of capital-based assistants who will be responsible for managing databases.
- Designing and maintaining the individual beneficiary assessment database templates for key technical areas.
- Jointly with MEAL to ensure harmonized datasets across projects and program teams.
- Supporting ACTED Shelter teams as necessary in data cleaning, data processing, data analysis and data visualization.
- Jointly with MEAL to Lead in dashboard design and other data visualization with relevant data.
- Engage with Area AME Teams on learning activities through data visualization and analysis.
- Designing questionnaires and tools for data collection including mobile data collection tools in Kobo toolbox.
- Providing other support to assigned Shelter teams in the Areas as necessary.
- Support in mainstreaming geospatial analysis in project databases.
- Jointly with Senior Shelter Engineers in Areas to ensure that implementation of Shelter activities is effective and align with planned.
- Track progress of activities in line with workplan, project indicators and take appropriate steps with Shelter Deputy PM, AC/BM to adjust project activities if needed.
- Coordination in Capital level with humanitarian actors and ensuring that duplication and possible referral mechanism are included in implementation process.
- Lead on organizing awareness sessions and relationships with local authorities.
- Ensure appropriate beneficiary documentation is collected and retained.
- Lead in the identification and verification process for beneficiary selection.
- Lead on the accountability and adaptability mainstreaming with particular focus as a primary interlocutor with affected population and beneficiaries applying listening strategies and mindfulness in behaviour.
- Identify cases for referral to other agencies/service providers.
- Respond to beneficiary complaints in accordance with the accountability complaints and feedback mechanism.
- Work with MEAL team, oversee beneficiary selection process and provide feedbacks.
- Work with MEAL team, ensure PDM activities are implemented in a timely way.
- Participate in the baseline and end line surveys.
- Jointly with Senior Shelter Engineer lead on the development of Shelter Risk Assessment including collecting information in targeted areas.
- Proactive planning and coordination with logistics and field teams.
- Ensure that Shelter projects target the most vulnerable and that beneficiaries are selected in line with the Shelter programs targeting criteria, ACTED criteria and donor guidelines.
- As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate Shelter interventions with coordination with Deputy Shelter Coordinator.
- Participate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
- Jointly with Deputy Shelter Manager regular update the work plan, output tracker, PMF and other documents relevant for effective project management
- Carry out other duties as requested by Shelter Deputy PC.
- Monitor the use of budgeted funds and resources at all stages of the projects, tracking actual expenses against planned costs to optimize resource allocation.
- Develop and implement technical solutions and tools that will ease the routine work of teams in the regions, as well as conduct training sessions to enhance the efficiency of their work.
External Relations
- Jointly with Shelter Deputy Project Coordinator facilitate communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
- Jointly with Shelter Deputy Project Coordinator cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.
Administration/HR
- Manage Shelter Officers in the Areas for Shelter related activities in cooperation with Shelter Deputy Project Manager
- Participate in the recruitment of Area based Shelter Officers and Shelter Assistants (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews, etc)
- Ensure that Shelter Officers in the Areas understand and are able to perform their roles and responsibilities.
- Ensure that each member is aware of security issues, policies, SOPs and they follow them accordingly.
- Follow-up the work plans and day-to-day activities.
- Ensure capacity building of project staff and transfer key skills.
- Ensure a positive working environment and good team dynamics.
- Undertake regular appraisals of staff and follow career management.
- Manage interpersonal conflicts.
- Develop and conduct training sessions for staff and partners on key aspects of project management and technical skills for effective task implementation.
Quality Control
- Ensure lessons learned are documented, shared and reflected in project planning and decision making.
- Jointly with Shelter Deputy Project Coordinator advise on, and assist with, project reviews conducted by AMEU.
- Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development.
- Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to Deputy Shelter Coordinator / Area Coordinator
- Develop standards and procedures for verifying and controlling data quality, ensuring the accuracy and completeness of all project documentation.
- Analysis of Operational Efficiency and Process Improvement
- Analyze external factors that may affect the progress of the project
Reporting
- Prepare project data reports and assist Shelter Deputy Project Coordinator in project proposals and periodic reports.
- • Provide regular and timely updates on progress and challenges to supervisors and other team members.
- Contribute to drafting of (internal and external) project progress reports, ensuring the quality and accuracy of information provided.
Experience and skills
- Bachelor’s degree in business administration / economics / similar field or relevant practical experience.
- Experience in the use of computer and office software packages (MS Word, Excel, etc.)
- Good knowledge of use of Excel spreadsheets.
- Commitment to high quality adaptive and accountable humanitarian programming
- Working level English and fluent Ukrainian
Preferred requirements:
- Prior experience in Shelter /MEAL/ Cash programmes
- Experience in the use of database packages (e.g. Access)
