OBJECTIVE OF THE POSITION: 

The Monitoring, Evaluation, Reporting and Training Expert provides strategic oversight and technical leadership for the MEAL project in the regional office. He will work on the line management and capacity building of the MEAL team (Officer, Assistants) in this position, provide strategic vision and advise and support a selected portfolio of projects in the region to ensure a quality data management process adapted to new technologies and facilitate learning and the accumulation of data for the improvement of programs.

Main duties:  

  • Ensure that MEAL, Regional Operations and Project staff understand the various steps and tools of the MEAL system and that they are used consistently across projects/areas;
  • Support MEAL field teams in quality monitoring in accordance with international standards through participatory methodologies (including child-friendly methodologies);
  • Provide technical support and participate, as appropriate, in all other aspects on at the local level, e.g. in surveys, assessments, baselines, evaluations, joint project reviews/workshops/learning events.
  • Direct MEAL team actions according to SOP procedures (in emergency situations, monitoring, evaluation , training and accountability) and develop adaptations of these procedures according to their local context.
  • Provide managerial/leadership and technical support to SCI staff and MEAL partner organizations in designated regional offices to ensure the MEAL system is operational in all related projects;
  • Contribute at local level to the creation of an organizational culture that supports the implementation of MEAL and understands its relationship with quality and accountable programming for specific thematic areas or projects;
  • Help SCI staff and partner organizations working in the field of MEAL in the field to form a strong team identity within the regional office and create cohesion between team members working in different areas and on different projects;  
  • Conducting trainings and capacity building for personnel on the ground in accordance with requirements;  
  • Ensure that regular monitoring and accountability reports (e.g. CRM database) are received and effectively communicated to the MEAL Regional Manager and thematic program teams in the field.
  • As requested by the MEAL Regional Manager and MEAL thematic groups on the ground to provide support in the development and implementation of standardized toolstives and monitoring methodologies. Provide technical assistance and develop the capacity of staff to use and maximize the use of tools and methodologies.
  • Ensuring that periodic reports at the local level contain accurate summaries of key data and a summary of achievements/problems of the previous period and planned activities in the relevant spheres for the future period;  
  • Be an integral part of the MEAL response team and liaise closely with the program implementation strategy team, ensuring communication from the field to HQ level;
  • To lead the process of data quality assurance at project sites and the application of quality criteria within the framework of all projects.

To be successful, you need to have:

  • Minimum 3 years of experience in monitoring, evaluation and reporting.  
  • Professional proficiency in MS Office.
  • Proven experience in designing and conducting quantitative household surveys and qualitative research, including calculation of sample sizes, selection of sampling methodology, development of data collection tools and training of enumerators.
  • Proven experience in quantitative and qualitative data analysis and interpretation of results, as well as experience in using statistical software provision.
  • Experience using KoBo Toolbox, ODK, CommCare or other mobile data collection software.
  • Experience implementing and operating child-friendly and inclusive accountability systems to children and communities, including feedback and reporting systems.
  • Willingness and ability to travel in emergency situations.
  • Highly developed interpersonal and communication skills, including influencing, leadership negotiations and coaching.
  • Highly developed cultural awareness and the ability to work well in an international environment with people of different backgrounds and cultures.
