JOB INFORMATION
The Senior Monitoring and Information Officer oversees all IRC activities in monitoring and analyzing protection and providing information in the Odesa and Mykolaiv regions. The Senior Protection Monitoring Officer will work in IRC's Odesa office under the supervision of the Protection and Rule of Law Manager. The Senior Protection Monitoring Officer will act as the key person to conduct protection monitoring along IDP movement routes and provide an information base on the needs of affected populations for program adjustments and advocacy.
KEY RESPONSIBILITIES< /p>
1. Implementation of protection monitoring oversight and performance analysis
- Support the PRoL manager and local partners in the development and implementation of protection monitoring and analysis systems, including data collection tools.
- Collect available secondary data on protection risks and issues in Ukraine (in particular Odesa and Mykolaiv Oblasts) to analyze data and generate weekly reports and collected secondary data to support protection monitoring activities and context analysis.
- Provide support to community mobilizers in data collection, collecting data independently when necessary
- Monitor that data collection for protection monitoring is comprehensive and meets quality requirements< /p>
- Work closely with the Protection Manager and MEAL team to create and update data collection tools in CommCare and dashboards in Excel or PowerBi
- Support PRoL Manager in data analysis and creation of protection monitoring reports and other reporting systems
2. Ensuring constant updating of service cards and referral tracker
- Ensure constant updating of service maps in Odesa region
- Monitor that referrals are made in a safe manner and in accordance with Standard Operating Procedures, as well as that are made referrals are put into action and the referral status tracking system is updated.
- Ensure that the provision of information complements the Rapid Protection Assessment and/or protection monitoring.
3. Oversee Responsive Information Services
- Collaborate with the Protection Manager and the MEAL team to create and update two-way data collection tools;
- Support community mobilizers in providing information and gathering data on information needs using a two-way communication tool;
- Continuously collect information that is or may be useful to displaced persons and war-affected communities, based on information provided by community mobilizers;
- Create weekly and monthly reports on information needs and statistics collected by community mobilizers.
4. Assessment of needs in centers/shelters and hubs - Constantly search for information, and update the appropriate tracker, about centers of collective living, transit centers, shelters and volunteer centers that receive and/or provide assistance to IDPs and war-affected communitiesam in Odesa Oblast
- Constantly search for contacts of authorities and key humanitarian stakeholders and update the relevant tracker.
- Prepare weekly work plans for community mobilizers, in particular, in centers and shelters, as well as protection monitoring activities, and present them to the PRoL manager and the transport department.
