Senior Manager for Compliance with Environmental Requirements for the USAID Program for Agrarian and Rural Development (AGRO) in Programa USAID z agrarnogo i silskogo rozvitku (AGRO)

General information:

USAID Program on Agrarian and Rural Development (AGRO ) is a seven-year international technical assistance project implemented by Kimonix International Inc. within the scope of the Cooperation Agreement with the United States Agency for International Development (USAID) starting from November 15, 2019.

The purpose of the Program is to accelerate economic development rural communities of Ukraine, which need the most support, by improving management in the agricultural sector, which contributes to the development of more productive, modern and profitable micro, small and medium-sized agricultural enterprises (MSMEs), which are successfully integrated into competitive Ukrainian and international markets.

The objectives of the programs coincide with the three elements of the market system: value added chains, support functions, regulatory framework.

In order to ensuring a rapid response to the food crisis unfolding in Ukraine and the world in connection with the war unleashed by Russia, AGRO works for the restoration of the agricultural sector, in particular its modernization, increase in efficiency and diversification, which in turn will contribute to the long-term economic recovery of Ukraine and the improvement of global food security .

In 2023, the estimated cost of the project was increased to 205 million dollars. USA, the implementation period has been extended until November 13, 2026, to date, the Project employs about 80 full-time Ukrainian employees.

Senior Environmental Compliance Manager under the leadership The Director of Environmental Compliance will ensure that the AGRO Program complies with relevant environmental protection requirements within all program tasks. Responsibilities include environmental risk assessment of planned projects, advising on environmental requirements during the selection of partners, developing solutions that meet the requirements for activities under sub-grants and contracts, initiating and monitoring partners' compliance with the AGRO environmental monitoring system for subrecipients and contractors. To fulfill these responsibilities, the candidate must demonstrate the ability to identify environmental, health and safety hazards, as well as climateзики в Україні. Старший менеджер з дотримання природоохоронних вимог співпрацюватиме зі Фондом стратегічних інвестицій (SIF) і командою технічних експертів Програми АГРО та допомагатиме Директору з дотримання природоохоронних вимог у проведенні необхідних попередніх екологічних перевірок при реалізації запланованої проєктної діяльності АГРО, у тому числі будівельних проєктів та субгрантів. Він/вона забезпечуватиме розробку та виконання Планів пом’якшення впливу на довкілля та екологічного моніторингу (ПЗПМ) для всіх напрямків  проєктної діяльності АГРО, де це вимагається, з метою визначення та оцінки потенційного впливу від такої діяльності на довкілля, щоб запобігти або послабити такий вплив за допомогою відповідних способів пом’якшення негативних наслідків та протоколів моніторингу; забезпечить отримання даних моніторингу від субреципієнтів у рамках всіх проєктів АГРО (за потреби). Він/вона забезпечуватиме дотримання  встановлених Частиною 216 Розділу 22 Кодексу федеральних правил США (CFR), схвалених USAID рекомендацій Первинного екологічного огляду (ПЕО) Програми АГРО, а також українських законів і положень щодо захисту довкілля.

Основні обов’язки та зобов’язання (основні функції):

• Підпорядковується Директору з дотримання природоохоронних вимог та є головною контактною особою щодо дотримання регуляцій з природоохоронних вимог між призначеними партнерами та AGRO.
• Демонструє технічні експертні знання та підтримує персонал проекту у визначенні впливу на навколишнє середовище та кліматичних ризиків, а також у розробці відповідних заходів пом’якшення навколишнього середовища, заходів реагування та адаптації до змін клімату та відповідних заходів моніторингу.
• У тісній співпраці з Директором з дотримання природоохоронних вимог розробляє інструменти для вдосконалення системи моніторингу екологічної відповідності AGRO та керівні документи для партнерів.
• Забезпечує управління системою екологічного моніторингу АГРОАГРО з метою встановлення запобіжних заходів для виключення можливості негативного впливу проєктів АГРО (в т.ч. будівельних) на довкілля;
• Виконує екологічні оцінки планованих проектів відповідно до контрольного переліку дотримання природоохоронних вимог і ПЕО Програми АГРО та розробка ПЗПМ, де це вимагається, згідно зі стандартами та вимогами щодо захисту довкілля України та USAID; отримує та реагує на питання USAID, вносить правки у такі документи та ін.;
• Постійна підтримка членів команди екологічної відповідності, готовність надати допомогу у виконанні завдань, навчання та наставництво для нових співробітників і сприяння ефективній командній роботі
• В координації із Директором з дотримання природоохоронних вимог, співпрацює з SIF і командою технічних експертів проєкту АГРО для підготовки необхідної документації із дотриmeeting environmental protection requirements during the implementation of the planned project activities of AGRO, including sub-grants and construction projects;
• If necessary, carries out training and consulting of employees of the AGRO Program to ensure proper knowledge of environmental standards, procedures and documentation, as well as their correct preparation and application;
• Studies the reports of subrecipient organizations of the AGRO Program to ensure their compliance with the requirements outlined in the relevant CPPEO/PZPM, including the application of recommended measures to reduce negative impact, and providing the subrecipient with appropriate tools and training;
• Prepares sections of reports, plans, success stories and similar documents upon request;
• Participates in regular AGRO discussions on Cooperation, Learning and Adaptation (CLA);
• li>Follows the principles of business ethics of the Kimonix company;
• Performs other relevant tasks upon request.

Terms and conditions terms of work andsubordination:

In order to attract to this position, it is assumed to conclude an annual employment contract with a possible annual extension until the end of the implementation period of the Project (November 13, 2026) - depending on the tasks that will be included in the next Annual Work Plans of the Project.

Senior manager for compliance with environmental requirements works as part of the department team subgrants and contracts under the direct supervision of the Environmental Compliance Director.

Designated place of work: Kyiv office of the Project (Kyiv, Ukraine, if necessary - remote work).

The employee may periodically go on business trips to other regions of Ukraine.

Necessary skills and professional qualifications :

Employee must be able to satisfactorily perform all essential duties, obligations and responsibilities listed below reflect the qualifications knowledge, skills and/or abilities necessary to perform essential duties.

• Bachelor's degree in natural resource management, environmental protection, biology or related field is required, higher than bachelor's degree is preferred. Relevant professional experience can replace a scientific degree.
• In-depth knowledge of USAID's basic environmental standards and requirements, including experience in preparing USAID's CPPEO/PZPM.
• Experience working with subrecipients USAID or other international donors; good knowledge of USAID environmental protection standards is mandatory; good knowledge of EU environmental protection legislation is desirable.
• Experience in following Ukrainian procedures for environmental impact assessment and technical compliance of construction activities; desirable experience in the development of EIA and OVD.
• Good knowledge of Ukrainian environmental legislation and regulatory documents.
• Demonstrated ability to use program tools in workOffice 365 (Word, Excel, Outlook, PowerPoint, OneNote, Power BI, etc.).
• Professional knowledge of written and spoken English and Ukrainian.
