The Recovery and Reform Support Team (RST) at the Ministry of Economy, Environment and Agriculture of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

Main Duties / Responsibilities / Deliverables

The SE is expected to assist in the following:

  • Conduct economic and cost-benefit analyses of public investment projects, including projects implemented through public-private partnership (PPP) mechanisms, with assessment of capital and operational expenditures and socio-economic impacts.
  • Collect, verify, systematize, and analyze data on public investment projects included in the Single Project Pipeline at national, regional, and local levels, including data from the DREAM information system.
  • Support the development, prioritization, and monitoring of the Single Project Pipeline and assess progress in the implementation of the Medium-Term Plan of Priority Public Investments, including identification of risks and bottlenecks.
  • Contribute to the development and improvement of methodologies, tools, and analytical approaches for project appraisal, prioritization, and monitoring within the public investment management framework.
  • Provide analytical input to investment policy documents, sectoral strategies, and reform initiatives, including analysis of macroeconomic and sectoral trends relevant to public investment priorities.
  • Support the identification, assessment, and development of a pipeline of potential public investment and PPP projects.
  • Engage with line ministries and other stakeholders at central, regional, and local levels to identify capacity gaps and training needs in public investment management and PPPs, and participate in the design and delivery of training workshops to enhance institutional knowledge on investment analysis.
  • Contribute to the preparation of analytical reports, policy briefs, analytical notes, and presentations for decision-makers and development partners, and support coordination with key stakeholders.

The SE will be expected to provide the following deliverables:

  • Analytical reports, policy briefs, and white papers supporting priority reforms and projects in public investment management and PPPs.
  • Economic and cost-benefit analyses of public investment and PPP projects included in the Single Project Pipeline.
  • Reports on the implementation status of the Medium-Term Plan of Priority Public Investments, including risk assessments and recommendations to accelerate project implementation.
  • Stakeholder engagement reports summarizing consultations, analytical findings, and recommendations for improving legislation and institutional frameworks in public investment management.
  • Methodological documents, tools, and recommendations for project appraisal, prioritization, and monitoring.
  • Training materials and capacity-building toolkits for ministries and other stakeholders.
  • Regular packages of materials, including analytical notes, summaries of stakeholder engagement, reports on events, workshops, and conferences.


Qualifications, Skills, and Experience

Qualifications and skills:

  • Master’s degree in economics, mathematics, finance, project management or public policy.
  • Strong analytical, communication, and presentation skills.
  • Experience in working with large data sets and evidence-based policymaking and evaluation.
  • Experience in working with open sources of information, including statistical data.
  • Ability to create summary tables, reports, and infographics based on a data set.
  • Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
  • Fluency in Ukrainian and English.


?Professional experience:

  • Minimum 7 years of general professional experience.
  • Minimum 5 years of experience in economics and/or finance. Additional experience in economic/financial analysis and economic research, project management, public or business administration, and financial consulting is an advantage.
  • Knowledge of public investment management and PPP frameworks.


?Other experience:

  • Proven knowledge and skills in financial analysis and economic research.
  • Experience in analyzing investment policies and methodologies in line with EU accession requirements, pan-European standards, and impact assessments framed by the acquis.
  • Experience working with EU programmes/projects is an asset.
  • Experience in working with multidisciplinary teams is an asset.
  • Strong understanding of economic reforms, economic regulation, governance, public administration and political economy issues in the transition region and knowledge of economics/finance.
  • Ability to operate independently in political and business environments.
