Introduction:< /p>
In 2024, Ukraine announced a mandatory evacuation due to increased shelling and air attacks by Russian forces on the frontline regions. Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.
Project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk areas. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.
Team4UA Description:
Team4UA is a Ukrainian charitable organization established in March 2022, with experience in the field of emergency aid , restoration and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian aid to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.
Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to solve the most important long-term needs of Ukraine. The organization has extensive experience working in frontline regions and areas most affected by hostilities, including near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach areas, as well as those with the highest concentrations of internally displaced persons or people returning home.
Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.
General summary of the position:
The primary responsibility of the Security Officer is to ensure protection and reduce risks for Team employees< /span>4UA, resourcesin, assets, objects, projects and programs in all places where the country office can be represented. Ensuring that security maintenance and security risk management are integrated at all levels of programmatic and operational activities.
Ensuring proper security and protection measures at all Team facilities>< span style="font-weight: 400; font-style: normal; text-decoration: none">4UAaccording to current risk assessments and policies and procedures.
Providing the best possible protection for Team employees, dependent persons, assets and objects respectively to policies and procedures.
< span style="font-weight: 700; font-style: normal; text-decoration: none">Duties and responsibilities:
The SO reports to the Director of Operations, who in turn reports to the Executive Director. The SO is also expected to work closely with the Driver Coordinator, drivers and other employees. Specific duties and responsibilities of the SO include, but are not limited to :
Threat and risk assessment
Assess threats and risks for operations in the districts and regions of Ukraine, in particular in front-line areas where programs and projects of the Team4UA organization are implemented, determine and implement appropriate measures to reduce risks.
Assess threats and risks for operations in other regions of Ukraine or in border areas where Team4UA may have a presence, determine and implement appropriate measures to reduce risks.
Security Plan and Operational Security Standards
Formulation of the security plan for Team4UA, including measures for personnel.
Provide information and assistance in creating, maintaining and updating the security policy, Team4UA standard operating procedures and emergency action plans in accordance with the above documents.
Managing the employee tracking system and ensuring that security clearances are submitted in accordance with policies and procedures.
Ensure safety and security planning and monitoring of personnel traveling to front-line regions, with convoy tracking and regular communications verified.
Ensures that Team4UA employees have the necessary safety equipment, including communication equipment, emergency vehicle equipment, and personal safety precautions that are necessary for field work.
Providing advice on the selection and purchase of appropriate safety equipment.
Employee training on safety guidelines, communication procedures, travel safety precautions, emergency procedures and existing movement restrictions such as curfews, restricted and hazardous areas.
Programming
Evaluation of the impact of security factors on Team4UA projects, as well as the potential impact of programs on stability and security (both positive and negative), providing recommendations on possible needs for support and improvements.
Providing advice and assistance to program and project managers regarding the integration of security risk management at all project stages.
Information sharing and reporting
Providing timely and accurate security advice and information to Team4UA management (Director, Program Manager and Operations Manager).
Immediate reporting of all security-related incidents involving Team4UA employees, dependents, resources, assets, facilities, programs and projects to Team4UA top management.
Providing project staff with situation reports and other relevant security information as needed.
Ensure proper professional interaction with local authorities responsible for security, law and order and urban/civilian/religious and traditional leaders.
Conducting incident investigations upon request.
Participation in security coordination efforts among TERA consortium partners.
Maintaining security contacts with participants operating in the mission area - other NGOs, local security structures, CIMIC, the UN and others.
Participate in all regular security-related meetings.
Security of the office and residential premises
Conducting periodic security assessments of Team4UA premises and equipment; providing recommendations on security preparedness gaps with suggestions for improvements and solutions.
Periodic review and updating existing facility security plans, safety and emergency instructions.
Ensuring that that existing premises security plans and emergency instructions are followed.

Ensuring compliance of premises and residential premises with safety requirements.

Required skills and experienceEducation
Higher education or formal multi-year education in security management, such as military or police training at command and staff level
Work experience
Minimum of 3 years of relevant security and development experience, a significant portion of which is security management experience at the middle management level.
Previous work experience in humanitarian organizations is a big advantage.
Previous experience of working in conflict is an advantage.
Language requirements
Proficiency in English is mandatory (B1/B2).
