Main duties:
Leadership and management WASH is a direction in the project
- Ensures overall management and coordination of the implementation of the WASH component of the project in accordance with the project documentation, Caritas Ukraine standards, donor requirements and Ukrainian legislation.
- Ensures a complementary approach to the implementation of the multisectoral project.
- Works in close coordination with the WASH Program Manager in order to ensure compliance of interventions with the program strategy and methodological approaches.
- Acts as a sectoral WASH leader, responsible for the integrity, logic, quality and consistency of all WASH activities in the project.
- Works under dual reporting: to the National Project Manager – at the project level; to the WASH Program Manager - at the program level, ensuring the implementation of program activities in accordance with the approved program strategy, SOPs and program approaches.
Planning and support of the project cycle (WASH)
- Participates in the development and updating of project documentation with a focus on the WASH direction (logic of interventions, indicators, risks, sustainability).
- Coordinates the involvement of local Caritas organizations in the planning and detailing of WASH activities taking into account the context and capacities.
- Accompanies the WASH component at all stages of the project cycle: launch, implementation, adjustment, completion and reporting.
Control of implementation, quality and results
- Responsible for monitoring compliance schedules, plans and progress of implementation of WASH activities based on quantitative, qualitative and financial indicators provided by local organizations.
- Ensures risk management of WASH activities (technical, operational, managerial) and initiates corrective actions in coordination with the project and program team.
Coordination of teams and internal interaction
- Ensures support for the internal and external communication system of the project: coordination between project specialists, technical advisors, MEAL, finance, procurement and other structural units.
- Participates in forming the composition of the WASH team at the national level; at the local level - provides a professional assessment of candidates for the leadership of local organizations.
- Plans and supports specialized training and team activities for WASH teams within the project.
- Provides a comprehensive approach to monitoring implementation and decision-making with the involvement of local teams and specialized project specialists.
Reporting and interaction with by donors
- Coordinates the preparation of descriptive reports on the WASH component, ensures their consistency with the general project reporting.
- Works in texisting coordination with the National Project Manager regarding communication with donors and partner organizations on WASH issues.
- Ensures timely information of the project management on the status of implementation of the WASH area in accordance with internal procedures.
- Participates in the preparation of reports at the request of the project management.
Field visits and support implementation
- Performs regular field visits to locations of implementation of WASH activities with the aim of: monitoring implementation; participation in key events; accompanying representatives of donors and partners.
- Provides feedback between the field level and strategic management of the WASH area.
Requirements:
- Higher education in the field of management or related industries.
- Additional education or certification in the field of project management, humanitarian aid - will be an advantage.
- At least 2 years of work experience in the field of infrastructure projects, humanitarian or development programs; experience in the field of WASH will be an advantage.
- Has an understanding of key aspects of project activities, in particular:
- principles of planning, implementation and control of interventions in a humanitarian and early recovery context;
- project life cycle, logic of results, indicators, risk management and ensuring sustainability;
- approaches to quality management, risks and complementarity of activities in multisectoral projects;
- principles of operation and maintenance (O&M – operation & maintenance) of infrastructure and factors affecting the long-term functionality of systems.
Necessary knowledge and professional skills:
- Project planning, coordination and control of the implementation of activities.
- Analysis of progress based on quantitative, qualitative and financial data.
- Preparation of descriptive and analytical reporting.
- Coordination of the work of teams in a matrix structure (program/project/local organizations).
- Confidence of working meetings, including with partners and donors.
- Fluency in the Ukrainian language; English - level not lower than B2 (oral and written) for work with donors, reporting and internal coordination.
