The international charity fund Caritas of Ukraine is looking for a Sector Lead Expert (UCT)

Main responsibilities:

  • Leads and coordinates the implementation of the UCT-component within the framework of the VNA project in accordance with the approved project logic, budget and plan.
  • Ensures the consistency of the UCT-interventions with the overall architecture of a multi-sectoral project.
  • Acts responsible for achieving the results of the UCT direction at the sector level.
  • Participates in the development, detailing and updating of project documentation with a focus on UCT (goals, indicators, risks, complementarity).
  • Plans UCT activities taking into account the context, needs, CWG rotation mechanism and capacities of local Caritasiv.
  • Accompanies the UCT component at all stages of the project cycle: launch, implementation, adjustment, completion and reporting.
  • Manages the UCT team within the project (UCT Lead Expert, UCT Senior Expert).
  • Ensures a clear division of roles, tasks and responsibilities within the UCT team.
  • Provides methodological and managerial support to team members, provides them involvement in decision-making.
  • Ensures the compliance of the UCT-implementation with the SOP of Caritas of Ukraine, the requirements of BHA, CWG guidance and the principles of CHS.
  • Controls the quality of the implementation of UCT-activities, adherence to schedules and procedures.
  • Identifies and manages risks (operational, programmatic, reputational) in coordination with the Project Manager and Sector Program Manager (UCT).
  • Works in close coordination with the Project Manager of the project (at the project level).
  • Coordinates program and technical solutions with the Sector Program Manager (UCT) (at the program level).
  • Ensures effective interaction with MEAL, finance, procurement, IT and other sectors of the project.
  • Coordinates UCT activities with local Caritas and supports them in their implementation.
  • Coordinates preparation descriptive reporting on the UCT component within the scope of project reporting.
  • Provides high-quality and timely data for internal and donor reports.
  • Informs management about the status of UCT implementation, challenges and needs for adjustments.
  • Conducts field visits to UCT implementation locations for:
    • monitoring the quality of implementation,
    • supporting local teams,
    • participation in key coordination activities.
  • Provides feedback between the field level and management decisions.

Requirements:

  • Higher education.
  • Experience of working in humanitarian or international projects from 1 year, preferably in the field of cash and/or voucher assistance, basic needs.
  • Knowledge in the following professional areas:
  • gumonetary standards and principles (CHS, Sphere)
  • cash and voucher aid (MPCA, sectoral cash, vouchers)
  • Cash Working Group principles and approaches
  • project cycle of humanitarian programs
  • donor requirements and reporting
  • Knowledge of languages: Ukrainian - fluent, English - B2 level.
  • Confident use of programs (MS Office / Google Workspace), online data collection and analysis tools (Kobo or similar).
  • Experience with beneficiary databases and reporting tables.
  • Availability of written recommendations from a previous employer.
