General information about the role of the employee

Under the supervision of a direct manager The Safeguards and Complaints Investigation Specialist will support the mission in Ukraine in maintaining and implementing a safeguards mechanism across all PIN operations and activities, and promote and enforce safeguards and accountability standards by PIN staff and partners, and support a safeguards culture.

The Safeguarding and Complaints Investigation Specialist will participate in internal administrative investigations to prevent and respond to safeguarding breaches using a victim-centred approach. This will be carried out under the supervision of the immediate supervisor and in accordance with the Instructions for conducting investigations of the PIN organization.

Specific duties and responsibilities

Administrative investigations< /strong>

  • Supports the conduct of administrative investigations under the direction of a direct supervisor, ensuring that all investigations comply with PIN guidelines, including documentation, interviews and reporting.
  • Serves as a point of contact Protection and Investigations person, facilitating effective coordination between line manager, HR, M&E and other relevant departments.
  • Develops investigative plan and ensures timely updates; reviews documentation related to the investigation (eg, organizational charts, personnel files, meeting minutes, etc.).
  • Works with the investigation committee to assess risks related to the protection of investigation participants and facilitates the implementation of appropriate response strategies.
  • Identifies, collects, and analyzes documentary evidence and materials related to investigations, while ensuring accurate and complete documentation of findings and recommendations. Assists in the analysis of investigative reports to identify trends and areas for improvement.
  • Coordinates interactions with the complainant, witnesses, victims and the subject of the complaint to set up interviews, ensuring a safe and compliant means of communication.< /li>
  • Responsible for ppreparing documentation of interviews, maintaining records, compiling investigative reports and presenting findings to the investigative committee for decision-making and follow-up, ensuring confidentiality and integrity. Consults with the committee throughout the process as needed.
  • Cooperates with the compliance department to ensure compliance of investigations with applicable law.
  • Act as a liaison between the investigation committee and other units of the organization (including external stakeholders as appropriate).
  • Ensures that all investigations comply with PIN case management guidelines and apply a victim-centred approach.
  • Helps identify trends and lessons learned under during investigations, to improve protection policies and procedures and their integration into PIN programs.

Review and monitoring of complaints

  • Under archives and keeps records under the direction of the direct manager; submits incident reports to the PIN online case register and ensures that all investigative documents are properly archived in accordance with the PIN Privacy and Data Protection Policy.

Protection >

  • Monitors compliance with key humanitarian standards and international best practices on protection, including protection from sexual exploitation, violence and harassment, and gender-based violence.
  • Helps monitor implementation protection policies and tools in the PIN mission and promotes integration of protection approaches into all aspects of operations.

Capacity development

  • Supports Training Initiatives: Assists in organizing and conducting safeguarding and investigative training for PIN staff, partners and contractors. Ensures that training materials are accessible and up-to-date.
  • Mentoring: Provides ongoing support for staff, particularly those involved in investigations or acting as safeguarding contacts.
  • Distribution and translation of materials : Ensures that security policies, procedures and materials are disseminated and available in all PIN offices.
  • Performs other tasks as assigned by immediate supervisor as appropriate to current mission, program and project needs.

    Required experience and qualifications

    • Bachelor degree in psychology, law, social sciences, international development or other relevant field;
    • Up to 2 years of experience in the humanitarian sector/civil society with responsibilities in one of the following areas: project/programme management, policy compliance risk management, legal affairs, HR management, protection and Protection from Sexual Exploitation, Violence and Harassment (PSEAH), integrating safeguarding approaches, conducting internal administrative investigations, case management;
    • High research, writing and analytical skills;
    • Ability to identify and use relevant evidence, objectively analyze information and produce timely, concise and comprehensive reports;
    • Excellent communication skillscations, ability to share knowledge and conduct trainings;
    • Experience conducting internal administrative investigations using a survivor-centered approach is desirable;
    • Knowledge and understanding of humanitarian principles and ethical standards, core humanitarian standards as well as international standards related to protection, PSEAH, gender-based violence (GBV) and integration of protection approaches;
    • Ability to make informed decisions;
    • Ability cope with stress and difficult situations;
    • Ability to work together in different teams and solve cross-industry issues.
