TASKS AND RESPONSIBILITIES
The Senior Emergency Response Project Specialist is responsible for implementing emergency response activities directly PUI and partner organizations by monitoring project implementation, monitoring the activities of the emergency response team, ensuring logistical and administrative processes. The duties of this position include providing support to the multi-sectoral project manager during project representation to partners, ensuring compliance with safety rules at the bases and involvement in the development of new project activities, based on a preliminary assessment of needs.
1. Implementation of the Rapid Response Mechanism (RSM) program and monitoring of results.
- Monitor the development of the humanitarian environment and inform the multi-sectoral project manager about potential areas of activity, and expand existing initiatives and networks.
- Provide support to the Monitoring, Evaluation, Accountability and Learning (MEAL) team in developing data collection tools and methodologies and tracking the results of emergency response projects, including multi-sector needs assessment.
- Together with the emergency response team, assist in the collection and analysis of emergency response project data and participate in the writing of reports and management of performance indicators tracking tool (PMT).
- Send internal and external reports to direct management, following internal (sitrep, Project Monitoring Tool, OFU) and external (project reports) deadlines.
- Monitor the activities of the Emergency Response Team on the ground and ensure its effectiveness.
- Provide support in the development of Standardized Operating Procedures procedures (SOP) for responding to emergency situations. Under the leadership of the multi-sectoral project manager, communicate with representatives of clusters and working groups in order to coordinate activities and implement projects.
- Approve technical aspects of the project and ensure the existence of an exit strategy before implementing any activity.
- Cooperate with support departments and external parties for the timely implementation of cash, voucher and NPT programs.
- Provide supportimku in the development of measures to respond to emergency situations and to inform the multisectoral project manager about new needs and ways to meet them through the program strategy of the PUI.
- According to the needs identified by the immediate supervisor and Managers of administrative and program activities, provide technical support in the implementation of other programs.
2. Management of personnel resources.
- Monitor the activities of his/her emergency response specialists and implement coordination mechanisms in the team.
- Develop job descriptions for team members and approve them with line manager, actively participate in recruiting processes (interview, test assignment, etc.) and termination decisions the employment contract of his/her team members.
- Conduct induction training for new subordinates and evaluate the performance of team members.
- Organize trainings for the Emergency Response Team according to previously identified organizational and training needs.
- Try to strengthen cooperation within the team, as well as between his/her team and employees of other departments.
3. Contribute to project development and ensure high-quality project implementation.
- Inform the Logistics and Procurement Specialist about program needs, taking into account the available budget, time and logistical constraints, as well as procurement procedures for the specified program in order to submit a realistic request and avoid procurement delays.
- Participate in the analysis of proposals from suppliers.
- Participate in calls for tenders together with the Logistics Team as needed.
- Together with the Logistics and Procurement Specialist, ensure proper storage of equipment required to implement the program.< /li>
- Inform the Logistics and Procurement Specialist on a weekly basis about the needs for vehicles and communication equipment necessary for the implementation of the program. logistics managers to organize the logistical aspects of program implementation (supply, distribution, storage, etc.).
- Regularly provide the Administrative Manager with all information necessary to prepare a financial forecast for the program.
- Ensure constant monitoring of the budget of the program(s) each month, participate in the analysis and identified discrepancies, and propose changes to the Manager of administrative activities.
4. Representation.
- Conduct external representation activities with regional/state authorities, partners, representatives of clusters/working groups, etc. and establish relations with them .
- To represent the organization at the level of local organizations, international NGOs involved in the implementation of emergency response programs.
- By agreement with the direct manager, participate in meetings regarding further steps in the implementation of the project and provide support to the multi-sectoral project manager in represeentation of the activities carried out.
- Participate in coordination meetings on basic needs, cash assistance/vouchers and NRT, actively monitor contextual changes and adhere to principles.
5. Safety of people and property.
- Ensure that the Emergency Response Team familiarizes itself with the security plan and complies with the security rules.
- Guarantee the safe collection of information on the territory of project implementation and its provision to the multi-sectoral project manager and the Head of administrative and program activities.
- Ensure compliance of project activities, methodology and selection criteria with the guiding principles and humanitarian standards, as well as the local environment.
6. Development of emergency response measures.
- Identify new areas of activity and prepare project proposals together with the immediate supervisor.
- Support expansion program activities, identifying new opportunities (for example, vouchers for NPT) together with the multi-sectoral project manager and under the general supervision of the Administrative and Program Manager activities.
QUALIFICATION REQUIREMENTS
Education:Bachelor's degree in Social Sciences or related field. Specialization in emergency response programs is an advantage.
Experience:At least 1 year working in an NGO. At least 6 months of experience in emergency assessment and follow-up. Experience in team management. Experience in project management and working under the direction of a multi-sector Project Manager will be an advantage.
Knowledge of languages: Fluency in Ukrainian and English.
Knowledge and skills:Experience external coordination; Understanding the project cycle; Representation experience; Knowledge of donor procedures (BHA, ECHO); Ability to independently perform tasks, initiative and responsibility; Stress resistance; Diplomacy and openness; Communication skills; Analytical skills; Organization, thoroughness and priority management; Finding solutions; Ability to integrate environment into current political, economic, cultural and historical aspects.

GENERAL OBJECTIVE
Deputy Project Manager Emergency is responsible for implementing the Emergency activities for direct PUI activities and indirect partner activities by monitoring project implementation, supervising the Emergency team and ensuring the logistical and administrative follow-up on the project. This role stipulates supporting the Multi Sectoral Project Manager in representation with partners, ensuring compliance with the security rules on the basis and contributing to the new interventions based on identified needs.
TASKS AND DUTIES
1. Implementation and Monitoring of the RRM Program
- Follow the development of the humanitarian context and inform the Multisectoral PM on the potential interventions and scope as well as building on existing initiatives and networks.
- Support the MEAL team in preparing the tools and methodologies for data collection and monitoring of the Emergency activities, including MSNAs for Emergency activities.
- Support data collection and analysis of the Emergency activities in collaboration with the Emergency team as well as contribute to the PMT and report writing;
- Forward internal and external reports to the line manager, respecting internal validation deadlines (sitrep, Project Monitoring Tool, OFU) and external contractual deadlines (project reports/sec).
- Oversee the field interventions of the Emergency teams and guarantee their smooth running.
- Support in the drafting of Emergency Intervention SoPs. Liaise with cluster and working groups for the coordination and proper implementation of Emergency projects under the supervision of the Multisectoral PM.
- Validate the technical choices of the project and ensure that an exit strategy is in place before any intervention.
- Cooperate with support departments and external actors for the timely implementation of cash, voucher and NFI activities.
- Support the designing and planning of the Emergency Activities and inform the Multisectoral PM on the newly emerging needs and its implication on the PUI programming strategy.
- Depending on the needs identified by the line manager andthe Field Coordinators, provide technical expertise of other programs as ad hoc support.

3. Logistical and Administrative Monitoring of the RRM Program
- Addresses program needs to the Logistics & Procurement Officer and in accordance with available budgets, taking into account the time and logistical constraints of the mission and the procurement procedures specific to the programs in order to ensure that this demand is realistic in the light of procurement delays.
- Contribute to the analysis of supplier offers.
- Take an active part in the implementation of calls for tenders, where appropriate, in conjunction with the Logistics team.
- Ensure, in coordination with the Logistics & Procurement Officer, that the storage of the equipment specific to the program is appropriate.
- Communicate to the Logistics & Procurement Officer on a weekly basis the needs for vehicles and communication equipment for the implementation of the program.
- In coordination with the logistics manager, organize the logistics component of the program (delivery, distribution, on-site storage, etc.).
- Regularly provide the Administrative Manager with all the information necessary for the preparation of the cash forecast for the program.
- Ensure the up-to-date budget monitoring of the program(s) under his/her responsibility every month, and participate in the analysis, detect any discrepancies and propose adjustments to the Administrative Manager.

- Ensure that the security plan is known to the Emergency team and that the security rules are respected.
- Contribute to the collection of safety information on the area of intervention as informed by project teams and share it with the Multisectorial PM and Field Co as relevant.
- Ensure that the project/s, methodology, selection criteria are in line with the guidelines and humanitarian standards and is compatible with the local context.
5. Development of Emergency Activities
- Define new operations and contribute to the preparation of project proposals in collaboration with the line manager.
- Support the expansion of the programming by identifying new opportunities (such as voucher for NFI) in collaboration with the Multisectorial PM and under the overall guidance of the Field Coordinator.
QUALIFICATIONS
Education Degree: Bachelor’s degree in Social Sciences of other relevant field. Specialization in the field of emergency programming is an asset
Work experience: NGO experience of 1 year minimum. Minimum 6 months experience in follow-up and emergency assessment. Experience in team management. Experience with project management and working under the overall guidance of the Multisectorial Project Manager is preferred.
