NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war.
As an advisory member of the CMG and head of the CO's risk and compliance function, the risk and compliance manager is responsible for: leading the CO's effective risk management activities; promotion of risk management culture; ensuring CO compliance in high risk areas and non-function specific regulations (ie SSD, COTER, sanctions, YouControl); and responding to any issues or questions arising in connection with the CO's work in relation to PSEA, DPR, legal matters, the Code of Conduct and complaints management. normal">
General duties:
1. Provide support to the CMG and Country Director (CD) by ensuring:
i) effective identification, assessment and control of risks in CO activities; and
ii) CO compliance in high-risk areas/issues by:
· identifying such high-risk areas/issues;
· conducting regular compliance audits in the specified areas/ issues (e.g. spot checks);
· regular reporting to the CD and CMG on compliance issues; and
· leading the implementation of measures to improve compliance across the CO.
2. Ensure CO registers related to risk management and compliance, namely the CO Risk Register, Deviation Register, Recommendation Register and Standard Operating Procedures (SOP) Register are complete and up-to-date.
3. Provide advice and support to Country Functional Heads (Help Desk Manager, Regional Managers, Program Manager, Operations Manager, Health, Safety and Security Manager) in implementing compliance improvement measures in high risk areas/issues.
4. To ensure the compliance of SOP in KO to politicians andnorms, consistency with other SOPs in the KO and NRK, as well as compliance with the main principles of quality.
5. Ensure that mechanisms for reporting, handling and responding to complaints about staff conduct from internal stakeholders (whistleblowing) are implemented in the CO and meet existing NRC requirements.
6. Provide advice, training and support to representative staff on: i) areas of competence of the R&C function at HQ (risk management, compliance, anti-corruption, data protection, code of conduct, legal and complaints management) and ii) non-function specific compliance (eg SSD, COTER, sanctions).
7. Contribute to the development of the NRC's risk management system by documenting lessons learned and best practices in the office.
8. Management of personnel and resources of the R&C function in the representative office.
