Rig HSSE Field Officer, Turkmenistan in YuG-NEFTEGAZ, TOV

We are looking for a competent and experienced OH&S and OHS specialist to ensure and develop an occupational safety, industrial and environmental safety culture on the rig.

The successful candidate will be responsible for implementing HSSE policies and procedures, monitoring compliance, conducting risk assessment and ensuring compliance with safety standards by all employees for the safe and efficient operation of drilling operations.

The ideal candidate must be proactive, disciplined and well versed in regulatory requirements and rig safety protocols.

1. Compliance controlHSSE

• Ensuring strict compliance with corporate HSSE policies, international standards and regulatory requirements.
• Conducting regular inspections, audits and safety rounds at the drilling site installation.
• Control of compliance with safe work methods and immediate elimination of unsafe actions or conditions.

2. Planning and management of actions to eliminate the consequences of incidents (adventures) security.

• Conducting Job Safety Assessment (JSA), Hazard Identification (HAZID) and Risk Assessment works.
• Ensuring the implementation and compliance with the system of orders-permissions for the execution of works (PTW).
• Participation in the development of emergency response plans and conducting exercises.

4. Training and awareness raising

• Conducting introductory safety briefings for new employees.
• Conducting industrial safety meetings (toolbox talks), meetings, emergency drills and refresher training sessions.
• Promoting safety culture through active interaction with peopleonalom of the drilling rig.

6. Documentation and Reporting HSSE, Safety Records, Material Safety Data Sheets (MSDS) and all related documentation.

• Higher education in the field of engineering, ecology or related specialty.
• 3 to 5 years experience as a Rig HSSE Field Officer on an offshore or onshore drilling rig (experience in Turkmenistan and/or neighboring countries would be an advantage).
• Current certifications: NEBOSH, IOSH, OSHA (would be an advantage).
• Knowledge of drilling operations, rig safety systems and response procedures for emergency situations.
• Deep understanding of local (Turkmenistan) and international legislation and standards in the field of HSSE (ISO, OSHA, IADC).

The ideal candidate should be proactive, disciplined, and possess a strong understanding of regulatory requirements and rig safety protocols.

Key Responsibilities:

1. HSSE Compliance Monitoring

• Ensure strict compliance with corporate HSSE policies, international standards, and regulatory requirements.
• Conduct regular inspections, audits, and safety walkthroughs on the rig.
• Monitor safe work practices and immediately address unsafe acts or conditions.

2. Incident Management and Corrective Actions

• Lead incident investigations and prepare detailed reports including root cause analysis.
• Monitor the implementation of corrective and preventive actions until full closure.
• Maintain up-to-date incident documentation and safety statistics.

3. Risk Assessment and Control

• Conduct Job Safety Analyzes (JSA), Hazard Identification (HAZID), and risk assessments prior to work commencement.
• Ensure implementation and compliance with the Permit to Work (PTW) system.
• Participate in the development of emergency response plans and drills.

4. Training and Awareness 700">5. Environmental Management

• Monitor compliance with environmental standards, including waste management and spill prevention.
• Track environmental performance and promptly report any deviations.
• Support environmental audits.

6. Documentation and Reporting

• Maintain HSSE logs, safety records, Material Safety Data Sheets (MSDS), and related documentation.
• Prepare daily, weekly, and monthly HSSE reports for management.
• Ensure availability and proper condition of Personal Protective Equipment (PPE), firefighting equipment, safety signage, and other safety tools.

Qualifications and Experience:

• Higher education degree in Engineering, Environmental Science, or a related field.
• 3-5 years of experience as a Rig HSSE Field Officer on offshore or onshore drilling rigs (experience in Turkmenistan and/or neighboring countries is an advantage).
• Valid certifications: NEBOSH, IOSH, OSHA (preferred).
• Strong knowledge of drilling operations, rig safety systems, and emergency response procedures.
• In-depth understanding of local (Turkmenistan) and international HSSE legislation and standards (ISO, OSHA, IADC).
