Proliska NGO announces a tender for the conclusion of an agreement on the provision of security services (Security Officer) in the city of Uzhgorod.
Proliska public organization is a non-commercial, non-political humanitarian organization, which since 2014 has been providing comprehensive assistance and protection to the population affected by military operations in Ukraine.
Currently, our organization works in 13 regions of Ukraine and provides: social support for the most vulnerable persons affected by military operations; provision of psychological assistance to victims; consulting on social issues; provision of humanitarian aid and materials for emergency repairs of housing damaged as a result of hostilities; providing assistance to institutions and establishments where IDPs have found refuge; assistance in the evacuation of the population from the war zone and social transportation of residents of settlements along the line of hostilities and in de-occupied territories where regular transport does not operate. in the implementation of the project "Vital services for the protection and support of the civilian population affected by military operations in Ukraine", which is implemented by a consortium of Ukrainian and international organizations, each of which is responsible for its own area and applies unique expertise.
Financed with the support of UK aid from the government of Great Britain, implemented within the boundaries of the National Consortium PULSE under the coordination of the BF "Right to Protection". Support for this project in Ukraine from the UK government is provided through the SHARP component of its Humanitarian Aid, Rehabilitation and Protection Program.
From October 2025 to March 2028, the NGO "Proliska" will implement measures to support the affected population in eight regions of Ukraine - Donetsk, Kharkiv, Kherson, Mykolaiv, Zaporizhzhya, Dnipropetrovsk, Sumy and Chernihiv. It is planned to provide psychological support, provision of non-food products, organization of social transportation and development of capacity of local communities. The team works taking into account the security situation and implements measures to minimize risks for personnel.
I. Requirements for the competitor:
- Higher education in the field of security, civil protection, risk management, law, international relations, public administration or related areas.
- Practical experience in the field of security management, including conducting risk assessments, preparing security plans, analytical reports and incident reports (experience in humanitarian organizations will be a significant advantage).
- Understanding the principles of Duty of Care, working in high-risk and conflict environments.
- A confident user of MS Office (Word, Excell, PowerPoint); experience with databases, mapping tools, or safety monitoring systems would be an advantage.
- Experience or willingness to conduct training and staff training (first aid, fire safety, use of personal protective equipment, basic safety procedures).
- High communication and coordination skills, ability to clearly communicate recommendations and work under pressure in a fast-paced environment.
- Readiness to business trips within the borders of Ukraine, including front-line areas, to conduct assessments and monitor the security situation.
- Fluent command of the Ukrainian language; working knowledge of English will be a significant advantage.
- Responsibility in making decisions.
- Ability to work with teams: motivate staff, delegate tasks effectively, monitor performance and analyze results with the aim of increasing overall work efficiency.
II. Key functions and responsibilities:
Security analytics
- Continuous monitoring of the security situation in the assigned regions.
- Analysis of risks to personnel, beneficiaries and activities of the organization.
- Preparation of recommendations regarding expediency / impracticality of carrying out activities.
Internal control of compliance with safety rules
- Control of staff compliance with safety protocols (in particular, the use of bulletproof vests, helmets and other PPE).
- Identification of violations and provision of mandatory recommendations.
Consulting function
- Providing advice to heads of offices and focal points (including field staff) when making decisions about trips.
Consulting regarding:
- safe departure time after shelling / arrivals;
- permissible interval between the incident and the beginning of assistance;
- level of residual risks
Coordination with power structures
- Maintaining constant working contact with:
- military structures;
- Receiving and transmitting relevant security information.
Ensuring access and permissions
- Coordinating and securing necessary tolerances through existing control systems. Support of admission processes: humanitarian teams; transport of the organization to the places of handouts after shelling.
Conducting security trainings
- From to medical care
- Fire safety
- Use of PPE
