COUNTRY: Ukraine 

REPORTS TO:  Protection Project Supervisor 

LOCATION: Mykolaiv 

GENERAL MISSION 

Referral Officer will work daily as part of the protection team dedicated to the identification, assessment, referral and follow-up of needs of beneficiaries, communities, institutions and structures. Under the overall guidance and management of the Protection Supervisor & Protection Manager, in close collaboration with the Social Workers, other operational staff and other HI staffs, the Referral Officer will:  

  • Contribute to implementation of Identification, Assessment & Referrals (IAR) Activity  

  • Provide support in the HI’s multisector field team to understand and respond to the needs of the beneficiaries at individual, institutional and community level.  

  • Establish and uphold relations to the individuals, communities, institutions and structures assessed in a participatory way. 

  • Be accountable for the implementation of the referral process including mapping, assessing, referring, following up and any other action required to connect the needs of beneficiaries, institutions, communities and structures to the actors able to respond with services.  

  • Monitor and contribute to the development of HI referral pathway internally and externally.  

  • Provide capacity building and awareness, on social support, vulnerability and protection.  

  • Participate in operational team and mission meetings and provide contribution about protection issues. 

     

MISSIONS / RESPONSIBILITIES  

1. Mapping and community assessment 

  • Lead the development and regular updates of mapping tools (such as institutions, structures, community services mapping exercise in the areas of intervention, including the public institutions and the available services). 

  • Support the development and the efficiency ofa social and protection services network for referral and partnership building. 

  • Establish and maintain professional relations with the public and private services, including through organizing meetings, consultations and informal communication channels. 

  • Develop and strengthen coordination mechanisms between stakeholders involved in referral process 

  • Visit and assess the availability and accessibility of services including those in the rural areas.  

  • Conduct community/collective assessments with institutions and collective centres to better understand the needs and vulnerability in specific areas. 

  • Bridge the gap between the institutions’ needs and the available services, through providing information, linking stakeholders together and targeting institutions in needs through IAR activity.  

     

2. Identification, Assessment & Protection counselling 

  • Contribute to the identification of needs, selection of beneficiaries and service provision (e.g. through direct field visits in collaboration with Protection and other HI sectors’ teams) 

  • Contribute to the identification, selection and service provision of the multisector project beneficiaries. 

  • Provide guidance on identification of needs stage for other HI sectors’ teams (all HI teams can then identify person in needs to be addressed to the Protection team for assessment) 

  • Conduct assessments in collaboration with social workers and other HI teams (e.g. during another team activity) 

  • Provide protection counselling to persons in need throughout the assessment phase, including through information, advise and analysis of their issues and risks 

  • Enter assessments information in the relevant database prior to proceeding with referrals 

     

3. Referrals 

  • Contribute to the development, monitoring evaluation and improvement of the referral system and tools to ensure their effectiveness. 

  • Oversee implementation of HI referral system,  

  • Be the focal point for receiving and sharing referrals from/to external organisations and HI’s multisector interventions, including follow-up of referrals with relevant stakeholders (external or internal services) in a safe, timely, effective, efficient,equitable, ethic and beneficiaries-centred manner. 

     

4. Follow up and monitoring  

  • Ensure regular and systematic communication with beneficiaries, institutions, communities and other organizations to assess the referrals success and collect feedback.  

  • Close coordination with the Protection team to ensure follow-up and monitoring of referrals. 

  • Contribute to the monitoring and technical quality of the activities and compliance with HI technical guidelines.  

     

5. Database Management 

  • Contribute to the development and update of the database for protection activity/purpose in link with MEAL department and Protection teams (including Protection Specialist) 

  • Ensure confidentiality, adequate and limited access to the database based on HI internal data management process 

  • Extract quantitative and anonymised data for analysis and quality assessment purpose 

     

6. Internal and external reporting 

  • Complete and fill beneficiary data collection forms (such as referral and victim assistance forms) and support the development of relevant and necessary tools. 

  • Collect data and information on referrals to inform the indicators’ monitoring, support the reflexions on the strategy and propose adjustments if needed. 

  • Contribute to periodic reports whenever needed, in particular based on the database analysis. 

       

7. Capacity building and Empowerment  

  • Support the capacity building of institutions, communities and other organizations on social support and protection of vulnerable persons, for referral system implementation 

  • Conduct awareness sessions to the beneficiaries and their caregivers to support their capacity to cope with different situations. 

  • Provide awareness on inclusive humanitarian action, risk exclusion, vulnerability and protection to beneficiaries. 

  • Support the development of materials for information and capacity building of targeted population (leaflets, training materials, etc) 

  • Take part of different workshops and trainings offered 

     

8. Ethics & Conduct 

  • Always observe strict commitment to HI Security & Safety regulations as per procedures in place.  

  • Shows professional ethics and adopt a human rights respectful behaviour.  

  • Respect beneficiaries’ privacy and confidentiality. 

  • Use logistics and materials resources in compliance with HI’s internal regulations and donors’ guidelines. 

  • Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the beneficiaries, teams or partners. 

  • Report any incident or act that causes any harm to beneficiary or to others. 

  • Always interact with children with the presence of their parents or caregivers. 

  • Always respect a refusal of services. 

  • Ensure reporting of problems, challenges, or constraints in project implementation and execution of tasks and responsibilities to direct line manager. 

     

9. Contribute to other activities as requested by the Protection Project manager or Protection Project supervisor  

PROFILE SOUGHT

Qualification(s): 

  • University Degree in social work, protection, community services as preferrence or in disability inclusion, sociology, law, humanitarian action, humanities, social sciences. 

 Preferable: 

  • University Higher Level Degree in social work, protection, community services, as preference or in disability inclusion, sociology, law, humanitarian action, humanities, social sciences 

  • Specialization training diplomas relevant for the assignments. 

Experience:

  • At least 2 years of practical experience in public or private humanitarian services to vulnerablepersons or equivalent experience. 

  • Experience in dealing with authorities and services. 

  • Experience in service mapping. 

  • Experience in coordinating services of public authorities or local NGOs. 

  • Experience in managing and supervising staff. 

  • Experience in humanitarian work  

Skills:

  • Familiarity with humanitarian and protection related technical guidelines and standards, including Minimum Standards for Prevention and Response to Gender Based Violence in Emergencies (GBViE), Child Protection Minimum Standards (CPiE), IASC guidelines, and Prevention of Sexual Exploitation and Abuse (PSEA). 

  • Knowledge of the bureaucratic procedures to access public services, including registration, accessibility, availability, legal issues, etc. 

  • Knowledge of vulnerability, disability and intersectionality of needs. 

  • Social and protection counselling capacities. 

  • Capacity to implement services, institutions, communities mapping, and to develop relevant tools.  

  • Ability to effectively deal with public authorities, organize meetings, manage contacts and provide support to persons in need. 

  • Knowledge of national social policies and capacity to liaise with institutional partners and other organizations. 

  • Capacity to autonomously plan activities, in coordination with relevant stakeholders  

  • Teamwork 

  • Strong humanitarian commitment, sense of responsibility and respect for the confidentiality of beneficiaries’ data 

  • Strong organizational skills and ability to work under pressure  

  • Computer literacy and knowledge of Microsoft Office tools, especially Excel. 

  • High level of diplomacy, cultural sensitivity, security awareness and understanding of sensitiveness of the context. 

  • Good knowledge of English (spoken and written) is a plus. 

  • Capacity to provide capacity building and awareness raising support.

  • Good communication and listening skills. 

  • Flexibility, ability to work with multi-disciplinary and multi-cultural people.

General Responsibilities

    4. Tracking and Control

    • provide regular and systematic interaction with beneficiaries, organizations, communities and other structures for determining the success of the redirements; collect feedback. 

    • work closely with the social protection team for further tracking and control of performed redirements. 

    5. Working with database

    • keep confidential, correct and restricted access to the database in accordance with the intra-organizational processing process of data processing. 

    • make extracts of quantitative and anonymous data for further analysis and quality assessment. 

    6. Internal and External Reporting

    • collect data and information about redirected queries for tracking indicators. If necessary, participate in the strategy view and offer correction. 

    7. Creating Potential and Expanding Opportunities

    • support organizations, communities and other structures aimed at forming social potential protection of vulnerable groups.  

    • Conduct information and explanatory meetings with beneficiaries and guardians to maintain their ability to handle different situations.
