GENERAL INFORMATION

BF "Right to Defense" (hereinafter - the Foundation) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), victims of war, refugees and stateless persons. The Fund is an executive partner of the UNHCR and monitors the situation of the protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal base, bringing it into line with international standards in the field of human rights. population and improving the resilience skills of first responders" aims to protect and support the rights of internally displaced persons, war-affected populations, stateless persons, as well as veterans and their families at the national, local and individual levels. In 2026, the Fund, as part of the project, will monitor the protection of the rights of IDPs and provide free legal assistance to internally displaced persons, stateless persons, veterans and their families in the regions of Ukraine.

The geography of activity includes Sumy, Chernihiv, Kharkiv, Zaporizhia, Donetsk, Dnipropetrovsk, Mykolaiv, Kherson, Odesa, Poltava and Kirovohrad regions. The territory of implementation may change depending on the security situation and the needs of the project.

Within the current project, the Foundation is working on improving the living conditions of people in compact housing. The project involves monitoring the condition of the premises to determine priority repair works, drawing up defect reports, holding tenders for selecting contractors and performing repair works, which will be accepted by the relevant institutions in terms of quantity and quality. The goal of the project is not only to improve physical living conditions, but also to provide greater stability and security for vulnerable population groups, supporting their right to a dignified life.

Purpose of the position

Ensuring daily technical control of repair works and representing the Fund at the facilities, as well as timely informing the coordinator about all problems, risks and deviations. The construction engineer provides full technical support of projects from the initial inspection of the object to the final acceptance of the works. This position is combinedprovides technical expertise with responsibility for quality, safety, efficiency of resource use and compliance with humanitarian principles. The engineer acts as a representative of the fund on the ground and builds trust in the organization through professionalism and transparency of decisions.

Key responsibilities:

  • Make regular and unscheduled visits to the facilities.
  • Control the compliance of the completed works with the project documentation and state construction regulations.

  • Check the quality and certification of building materials, request supporting documents regarding their compliance with established standards.

  • Conduct hidden works and require the elimination of defects.

  • Provide mandatory notices to contractors and recommendations.

  • Initiate the suspension of work in case of detection of technology violations, deviations from the project or security threats.

  • Approve or reject works in case of non-conformity of the actual volumes.

  • Make suggestions for optimizing technical solutions without compromising quality and security.

  • Initiate the adjustment of project documentation in case of justified need for changes.

    Professional knowledge:

    • The legal framework in the field of construction, in particular the national standards and technical regulations in the field of urban planning activities, rules for the technical operation of buildings and structures, norms for labor protection, safety and fire safety.
