GENERAL MISSION 

The Recruitment Officer implements sourcing, recruitment and mobility activities for national staff members in Ukraine. S/he ensures that recruitment and mobility are consistent with HI's HR policies and frameworks and with local law and practices. S/he advises managers on the Recruitment policies, procedures and tools to be rolled out in these fields. S/he represents the organization externally in order to reach out to future team members, and to this end ensures some employer visibility via the communication channels used. 

MISSIONS / RESPONSIBILITIES 

Mission 1. External sourcing:

  • Implements sourcing processes in his/her geographical area (e.g. interventions in training centers, trade fairs, professional social networks etc.). 
  • Identifies the relevant job websites to announce HI vacancies to reach to the relevant target audience. 
  • Reports the numbers of vacancies per month and monthly usage for the job advertisement costs, and annual summary reports on it.   

Mission 2. Implements the recruitment process for national positions in his/her geographical area; supports the manager at every stage:  

  • Is responsible for the HR part of the recruitment process in compliance with HI’s policies. 
  • Assists managers on recruitment processes and ensures the process' quality and compliance with HI policies, procedures and tools/templates 
  • Gives support and coaching on recruitment process to hiring managers and Field HR teams 
  • Organizes technical test and/or interview as per demand of the hiring manager, and support in reference checks of the potential candidates. 
  • Ensure all the recruitment filings/archives are standardized and complete. 
  • Ensuring high quality and transparent recruitment processes are in place within the mission. 
  • Ensure all JDs, interview notes received from hiring managers are complete and in correct templates. 
  • Updates regularly the recruitment tracking sheet and report to HR manager. 
  • With his/her HR manager, establishes the salary level of the candidate for the job in compliance with the current pay policy. 
  • Ensures the recruitment process and procedures follow HI safeguarding policies. 
  • Be knowledgeable about HI’s current activities and HI HR Terms&Conditions to be able to answer the questions from the candidates during the interview. 
  • Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool. 
  • Helps to identify training needs, and to draft and monitor the training plan.  

Mission 3. Assists the HR Team: 

  • Assists the HR Team with the Email Creation of the new staff 
  • Assists the HR Team with the contract preparation and induction of the new staff. 
  • Ensures all relevant HR staffs and hiring managers are up to date with the recruitment updates for the positions opened. 
  • Assists in audit preparation related to the recruitment process and staff recruitment folders. 
  • Informs HR Manager on the update relevant local labor practices related to the recruitments and selection. 
  • Supports HR Manager in preparing the presentation/induction to the hiring managers on HI recruitment process and procedures. 

Mission 4. Assisting with the internal mobility of HI employees (if relevant): 

  • Conducts follow-up interviews allowing an employee to express a request for personal development. 
  • Ensures the smooth human and administrative integration of employees working in-house, draws the manager's attention to any skills development requirements and monitors the implementation of appropriate development plans. 

 Mission 5. Emergency preparedness and response: 

Contributes to the program's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI. 

PROFILE SOUGHT 

Qualification(s): 

  • Bachelor degree in the relevant fields of HR; 
  • Proven knowledge in Recruitment, Personnel Administration, HR Management. 

 Experience:

  • More than 2 years’ experience in the recruitment field;   
  • Previous experience working in humanitarian programs. 
  • Previous experience with HI. 

Skills: 

  • Excellent communication and writing capacities in English; 
  • Proficient: Microsoft Word, Excel, PowerPoint; 
  • Knowing how to simplify and prioritise; 
  • Professional skills: personal administration recruitment processes.  

Personal qualities: 

  • Excellent communication skills and diplomacy; 
  • Ability to follow instructions and to be a member of a team;

ЗАГАЛЬНІ ОБОВ’ЯЗКИ 

Фахівець з питань зайнятості (хедхантер) займається пошуком, прийомом на роботу та питаннями мобільності місцевих працівників в Україні. Він/вона забезпечує відповідність процесів найму на роботу та мобільності персоналу політиці керування кадрами компанії НІ а також вимогами місцевого законодавства та методів роботи. Він/вона надає рекомендації керівникам щодо політики прийому на роботу, процедур та інструментів, які слід використовувати в їх сферах. Він/вона виступає зовнішнім представником компанії та знаходить майбутніх працівників та забезпечує представлення роботодавця за допомогою обраних каналів комунікації. 

 ЗАВДАННЯ / СФЕРА КОМПЕТЕНЦІЙ

 Завдання 1. Пошук позаштатних працівників:

  • Впроваджує процеси пошуку в своєму регіоні (наприклад, зустрічі в центах професійної підготовки, на ярмарках, у професійних соцмережах, тощо). 
  • Розповідає про політики поточного роботодавця внутрішнім і зовнішнім агентам. 
  • Визначає відповідні веб-сторінки для пошуку роботи, розміщує оголошення про вакансії компанії HI для охоплення цільоyour audience. 
  • Notifies about the number of vacancies per month and the cost of their placement per month, prepares the final annual report.  

Task 2. Implements local staff recruitment processes in its region; supports the manager's actions at all stages of work:

  • Gives recommendations to managers on the application of recruitment processes, personnel mobility and ensures the quality of processes and their compliance with the requirements of company policies. 
  • Responsible for the hiring process by the HR department in accordance with the requirements of the company's policies NO. 
  • Conducts technical checks and/or interviews as requested by the hiring manager, assists in screening potential candidates. 
  • Ensures standardization of documentation/archiving of documents related to employment. 
  • Checks the correctness of filling out all job descriptions, interview notes received from hiring managers. 
  • Regularly update the data in the recruitment tracking sheet and report this to the head of the HR department. 
  • Together with the head of the personnel department, he sets the salary level for the candidate for the performance of work in accordance with the current salary policy. 
  • Verifies that the hiring process and procedures are in compliance with the Company's Privacy Policy NO. 
  • Know about the current activities of the HI company, as well as the terms of employment and answer the questions of candidates during interviews. 
  • Sets up and coordinates the pool of local candidates and their profiles, regularly updates it. Special attention is paid to rare profiles, as well as to the database of saved resumes. 
  • Helps determine training needs, makes a training plan, monitors its implementation. 

Task 3. Help the HR team:

  • Help HR employees prepare contracts and conduct induction training for new employees. 
  • Informs about the opening of new vacancies for relevant employees of the personnel department and heads of relevant departments. 
  • Helps prepare for the audit of hiring processes and employee hiring documents. 
  • Informs the head of the HR department about updates to local labor conditions related to selection and hiring issues. 
  • Assists HR Manager in preparing presentations/introductions to sourcing managers on hiring processes and procedures.

Task 4. Assist in matters of internal mobility of HI company employees (if necessary):

  • Conducts repeat interviews, accepts requests from employees regarding their further professional development. 
  • Ensures interpersonal and administrative coordination of employees working in the organization, draws the manager's attention to requests for the development of employee skills and monitors the implementation of development plans. 

Task 5. Emergency preparedness:

Contributes to the emergency preparedness action planin unusual situations and in the event of an emergency, adapts its actions to ensure the effective implementation of the humanitarian approach of the NI company.

Work experience:

  • More than 2 years of work experience in the field of recruitment.

Skills:

  • Good command of the English language (oral and written);
