Assignment
Under the direct supervision of the Partnerships Coordinator, and in coordination with Senior Capacity Building Officer, the Capacity Building Officer will work across partner organizations, such as local Civil Society Organizations (CSOs), charitable funds, government entities, volunteer groups, and self-help groups to manage capacity development initiatives. This will involve providing expertise in the conceptualization / development / provision of training/orientation modules needed for capacity assessment and capacity development activities of the project.
He or she will facilitate communication and coordination between local SCOs and Acted Program/FLAT personnel regarding capacity-building activities, including organizing workshops and training sessions.
Functions:
Project management and reporting
- Identify and analyze the needs and gaps in organizational and operational capacity of local CSOs using the ACTED Global CATALYST Tool, the RFU methodology, and other instruments.
- Facilitate communication and coordination between local SCOs and Acted Program/FLAT personnel regarding capacity-building activities, including organizing workshops and training sessions
- Ensure all partners have access to training and professional development resources appropriate to their skill gaps/needs.
- conduct and facilitate capacity building events / actions (trainings, information sessions, instructions, recommendations, material dissemination) and give feedback to the program teams, maintain clear records and data on all trainings and capacity building sessions.
- Prepare and conduct pre- and post-assessments of the capacity building trainings to assess the average knowledge increase among the trainings’ participants.
- Provide guidance on development and implementation partners 'organizational development strategies, plans, and activities, including assessment, action planning, implementation, and evaluation.
- Collaborate with the Partnerships Coordinator and Monitoring, Evaluation, and Learning (MEAL) Specialists to ensure capacity development activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed).
- Work collaboratively with local Civil Society Organizations (CSOs), charitable funds, government entities, volunteer groups, and self-help groups to suggest improvements and programmatic adjustments based on research findings.
- Provide support to aspects of securing additional project funding and strategic communication including information gathering, positioning, proposal development, etc.
- Ensure effective project collaboration, coordination to build synergies across programs for maximum impact.
Logistics
- Send accurate and precise order forms in a timely manner if requested by the line manager,
- Confirm quality of material selection when applicable,
- Ensure a proper management and use of the project assets and stocks,
- Plan team movements based on available fleet and applicable policies.
Finance
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts,
- Support the line manager in forecasting monthly cash requirements of the project and submit to AC.
HR
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
- Supervise recruitment of partnership Officers and assistants Officers, together with Program Coordinator & HR Department
Transparency and Compliance
- Ensuring compliance to ACTED internal procedures and donor procedures,
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy.
- Communicate systematically to the Partnership Coordinator / Program Coordinators, on grants progress and CSOs documentation & compliance.
Others
- Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon request of the line manager
- Perform any additional task as requested by the line manager.
