The IMPACT Project provides rapid multisectoral humanitarian assistance to conflict-affected populations in frontline areas and to newly displaced people. The project focuses on life-saving support within the 0-50 km frontline zone, including emergency cash assistance, in-kind distributions, health support, and evacuation services.
Due to the high-risk operational context and the multi-partner implementation model, strong project management and monitoring systems are essential to ensure coordination, accountability, and compliance with donor requirements.
2. Purpose of the Assignment
The Project Manager is responsible for the overall coordination, implementation oversight, and performance monitoring of the IMPACT project. Working under the governance of the Project Board and reporting to the Head of Projects & Mine Action Sector, the Project Manager ensures effective coordination between consortium partners, monitors project performance across sectors, manages operational risks, and provides analytical reporting to support strategic decision-making.
3. Key Responsibilities
A. Project Management & Coordination
- Coordinate implementation of the project across consortium partners and operational teams.
- Ensure alignment of activities with project objectives, donor requirements, and humanitarian standards.
- Support coordination meetings and facilitate communication between partners and internal teams.
B. Monitoring & Implementation Oversight
- Develop and maintain project monitoring systems and tracking tools.
- Oversee monitoring of project activities including cash assistance, in-kind distributions, health support, and evacuation services.
- Conduct monitoring visits and verify implementation data where security conditions permit.
C. Partner Management
- Ensure harmonized monitoring tools and reporting processes across consortium partners.
- Review partner performance and validate projectoutputs and documentation.
- Support partner compliance with work plans, budgets, and reporting requirements.
D. Risk Management
- Identify operational risks related to access, aid diversion, duplication of beneficiaries, or data integrity.
- Maintain the project risk register and recommend mitigation measures.
- Escalate critical incidents or compliance concerns to senior management.
E. Quality Assurance & Standards
- Ensure compliance with humanitarian principles, Sphere standards, and protection mainstreaming.
- Conduct spot checks and review monitoring results to ensure quality delivery of assistance.
F. Reporting & Documentation
- Prepare monitoring and performance reports for internal management and donors.
- Maintain project tracking tools covering activities, risks, and geographic coverage.
- Ensure documentation is accurate, timely, and audit-ready.
G. Accountability & Feedback
- Work with protection and accountability teams to integrate community feedback into monitoring systems.
- Review beneficiary complaints trends and support improvements to accountability mechanisms.

- Operational monitoring framework established.
- Monthly consolidated monitoring and performance reports.

5. Qualifications and Experience
Education:
- Master’s degree in international development, public administration, economics, monitoring & evaluation, or related field.
Experience:
- Minimum 7-10 years of experience in humanitarian programming.
- At least 5 years of experience in project management, monitoring, or compliance oversight.
- Experience working with consortium partners and in high-risk operational environments.
Skills:
- Strong project cycle management and analytical skills.
- Experience with monitoring systems and risk management.
- Ability to translate strategy into operational field implementation.
Languages
- Fluency in Ukrainian and professional English required.
6. Supervision and Reporting
The Project Manager reports to the Head of Projects & Mine Action Sector and works in close coordination with the Projects & Consortium Unit Manager, consortium partners, and internal departments.
7. Duration and Duty Station
Duration: 6 months (project-based)Duty Station: Dnipro, Ukraine, with travel to project locations where security conditions allow.

Team4UA — українська благодійна організація, створена у березні 2022 року, яка реалізує гуманітарні, відновлювальні та соціальні проєкти по всій Україні у співпраці з міжнародними партнерами, агенціями ООН та громадськими організаціями.
Проєкт IMPACT (Immediate Multisectoral Priority Assistance for Conflict-affected Territories) спрямований на надання термінової мультисекторальної допомоги населенню, яке постраждало від бойових дій або вимушеного переміщення.
Допомога надається переважно у зоні до 50 км від лінії фронту, а також новопереміщеним особам та громадам, що постраждали від обстрілів. Проєкт реалізується через партнерів консорціуму та спеціалізовані організації. З огляду на складні безпекові умови та мультипартнерську модель реалізації, ефективне управління проєктом і системний моніторинг є критично важливими.
2. Мета посади
- Менеджер проєкту відповідає за загальну координацію реалізації проєкту IMPACT, моніторинг результатів діяльності та управління ризиками.
- Посада передбачає координацію роботи партнерів консорціуму, контроль виконання проєктних заходів, підготовку аналітичної інформації та звітнbones to support management decisions.
3. Main duties
A. Project management and coordination
- Coordination of project implementation between consortium partners.
- Ensuring compliance of activities with project goals and donor requirements.
- Organization of coordination meetings and support of communication between teams.
B. Project implementation monitoring
- Development and support of project activity monitoring systems.
- Control of activities in the areas of monetary aid, humanitarian distributions, medical aid and evacuation measures.
- Conducting monitoring visits if possible.
B. Working with partners
- Ensuring the use of uniform monitoring tools among partners.
- Analyzing the results of partners' activities and checking reporting documentation.
- Supporting partners in meeting reporting requirements and implementing activity plans.
G. Risk management
- Identifying operational risks and keeping a register of project risks.
- Developing recommendations for their minimization.
- Informing management about critical incidents.
D. Quality assurance
- Control of compliance of activities with humanitarian standards and principles.
- Sample checks of implementation results.
E. Reporting and documentation
- Preparation of regular reports on project implementation.
- Maintenance of the activity, risk and geography accounting system.
Zh. Accountability to beneficiaries
- Analysis of appeals and complaints of beneficiaries.
- Integration of feedback mechanisms into the monitoring system.
Z. Other duties
- Performance of other tasks on the instructions of the manager.
4. Expected work results
- Functioning project monitoring system.

5. Requirements for the candidate
Education:
- Master's degree in the field of international development, economics, public administration or related areas.
Experience:
- 7-10 years of experience in humanitarian programs.
- At least 5 years of project management or program monitoring experience.
- Experience with partner consortia will be an advantage.

6. Reporting and Reporting
The Project Manager reports to theDirector of Project and Mine Action and works in close coordination with the Project and Consortium Division Manager, consortium partners and internal divisions organizations.
