Competition for the search of a project manager for the Global GovTech Center (GGTC)
The Eastern Europe Foundation within the Swiss-Ukrainian Program "Electronic governance for government accountability and community participation" (EGAP) announces a competition for the search for a project manager for the Global GovTech Center (GGTC) GovTech is an innovation piloting mechanism designed to create, test and scale digital and GovTech solutions in cooperation with public sector institutions.
Purpose of the assignment
The manager should ensure the management of GovTech Lab projects, ensure timely, high-quality and well-coordinated execution of GovTech pilot projects and related activities in accordance with agreed goals, deadlines and stakeholder expectations.
Scope of work
The project manager will be responsible for the overall coordination and implementation of GovTech Lab projects, including pilot projects, along with, but not limited to, the following directions:
1. Project planning and implementation
? Define detailed project plans, timelines, milestones and deliverables for GovTech Lab pilot projects and initiatives and monitor implementation.
? Coordinate the full life cycle of pilot projects: from adaptation and scoping to implementation, evaluation and closure.
? Ensure timely implementation of pilot projects, their compliance with agreed success criteria and established requirements.
2. Coordination with stakeholders
? Coordinate interaction between startups / solution providers, public sector partners, mentors, experts and international partners.
? Organize and hold regular project meetings, check and update the status of tasks.
? Ensure alignment between technical, political, legal and operational stakeholders involved in each pilot project.
3. Operational Management
? Support adaptation of pilot project participants (startups, government teams, mentors).
? Track progress against key performance indicators (KPIs), risks, dependencies and mitigations.
? Maintain project documentation, including meeting notes, risk and decision logs, pilot project reports.
4. Monitoring, evaluation and reporting
? Support the definition and tracking of pilot project success rates and learning objectives.
? Prepare regular progress reports, summaries and dashboards for internal and external stakeholders.
? Contribute to post-pilot evaluations, take into account lessons learned and provide recommendations for policy scaling or adjustment.
5. Continuous improvement of knowledge and its management
? Ensure improvement of GovTech Lab methodology, templates and processes based on pilot project experience.
? Support the documentation of best practices and case studies for knowledge sharing and international visibility.
Results
The project manager is expected to:
? Will approve project plans and timelines for assigned pilot projects and initiatives.
? Will provide regular (for example, bi-weekly or monthly) task and status reports.
? Will keep a log of risks and issues, describing mitigation measures.
? Will create consolidated and final reports on the implementation of pilot projects.
? Will analyze lessons learned and create recommendations for future pilot projects or scale-up.
Qualifications and experience
? Higher education in public administration, project management, business, technology, international development or a related field.
? Minimum of 3-5 years of project management experience, preferably in GovTech, digital transformation, innovation or public sector projects.
? Proven experience in project management involving multiple stakeholders, including public sector institutions.
? Experience with startups, technology providers or innovative programs is a strong advantage.
? Developed project planning and organizational skills.
? Excellent stakeholder management and communication skills.
? Ability to work in complex, dynamic and changing environments.
? Ability to solve problems and manage risks.
? Knowledge of Agile, Scrum, or other adaptive implementation approaches is a plus.
? Fluency in Ukrainian and English (written and spoken) is mandatory.
