with the support of the relevant technical Experts, project manager will supervise one of the directions of work within the results of the target team FPSU . This work area is focused on evaluating the landscape of strategic communications between Ukraine and the territories held by Russia. It involves studying how Russian isolation efforts have changed information networks, as well as identifying opportunities to strengthen ties with free Ukraine. In this area, the platforms that are trusted, key narratives and moods, as well as the roles of stakeholders to develop approaches that will promote unity, strengthen Ukrainian identity and counteract isolation will be analyzed, paying special attention to the needs of marginalized groups. 

As a result of this task, the FPSU aims to get a clear understanding of its strategic niche in the space of strategic communications for Tot, which will allow the program to effectively interact and achieve a significant impact where its intervention is most necessary. Although the task is limited to the stage of determining the volume of work, at the stage of implementation of the strategic project, this role can go into the status of a full -time employee. 

This role is mainly focused on project management, not technical issues, and the exact name of the position and the level of seniority will be determined during the recruitment. Although this position is initially limited to the phase of determining the volume of work, it can switch to full employment in the strategic phase of the project. <

     Responsibilities 

    Scoping workstream oversight and co-ordination (40% LoE) 

    • Lead planned activities for the strategic communications scoping workstream. 

    • Maintain regular coordination with the two Strategic Communications Experts, ensuring their work aligns with overall scoping project objectives and timelines. 

    • Coordinate with the wider scoping technical team and external partners to support the development of Scopes of Work (SoWs), manage contracts, and oversee deliverables from programmatic activities. 

    • Serve as the primary point of contact for project-related communications and stakeholder engagement for the strategic communications scoping workstream. 

    Scoping research management (40% LoE) 

    • Oversee the implementation of research tasks related to the strategic communications scoping workstream, including scoping, vendor selection, and management of research firms or STTA consultants. 

    • Develop and/or refine SoWs for research activities, ensuring alignment with strategic objectives. 

    • Monitor progress, review interim findings, and ensure the quality and relevance of final research outputs. 

    • Coordinate with the Strategic Communications Experts to integrate research results into the overarching strategic communications framework. 

    Strategic document development (20% LoE) 

    • Coordinate inputs from the scoping phase to inform the development of strategic projects, ensuring alignment with PFRU’s objectives and priorities. 

    • Track lessons learned from scoping research and recommend adjustments or strategies for scaling up during the strategic project phase. 

    • Work with the Strategic Communications Experts to draft key documents, including the overarching strategic communications framework. 

    Deliverables 

    • Regular progress updates on the strategic communications scoping workstream, summarising activities, stakeholder engagement, and alignment with the overall scoping study objectives and the work plan.  

    • Oversee and ensure the production of a comprehensive sentiment and narrative analysis report delivered by the designated partner. This includes developing the SoW, monitoring progress, and quality assure final outputs, ensuring the findings will inform the strategic project.  

    • A document compiling and synthesising inputs from the scoping phase, including research findings, lessons learned, and recommendations, to inform the design and priorities of the strategic project phase. 

    Qualifications 

    • Education: Bachelor’s degree or higher in Humanities, Social Sciences, Communications, Public Relations, International Relations, Project Management, or a related field. 


    Experience: 

    • At least 5 years of project management experience. 

    • Project management experience in strategic communications, advocacy, or media-related sectors is desirable but not mandatory is desirable. 

    • Demonstrated ability to coordinate multidisciplinary teams and manage multiple workstreams. 

    • Familiarity with research processes and contracting procedures. 

    • Experience with donor-funded or international development projects is desirable. 

    Skills: 

    • Strong leadership, organisational, and planning skills. 

    • Excellent English writing and communication abilities. 

    • Proficiency in stakeholder engagement and facilitation of high-level meetings. 

    • Ability to work independently in a dynamic environment and meet deadlines. 

    Reporting  

    The Project Manager will report to the TOT Outcome Lead and coordinate closely with the two Strategic Communications Experts and Scoping Senior Project Manager.  

    Contract terms 

    • Level of Effort: Full-time, with approximately 20-22 days per month for February-April 2025 Location: hybrid with at least 4 days per week of in-office presence (Kyiv downtown)
