The Partnership for a Strong Ukraine - Phase 2 (PFRU-2) program is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth Affairs and Development of Great Britain (MFA of Great Britain).
The goal of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. This should contribute to the development of a more stable, socially cohesive, inclusive, democratic, sovereign and prosperous Ukraine. PFRU-2 provides funding to Ukrainian and international implementing partners and implements projects based on research results and the evidence base.
The Project Operations Specialist will provide support in project management, regulatory compliance, budgeting and other related processes, ensuring the effective implementation of projects and project activities PFRU-2.
Responsibilities:
Support in the development and management of project management processes and project activities, including:
- support of project management in effective and efficient implementation of activities and achievement of results;
- support of project personnel in the use of project management tools and IT systems;
- development and/or improvement of instructions, tools/templates and training related to the cycles of implementation of projects and activities PFRU-2;
- maintenance of software trackers and tools;
- ensuring compliance of all project closure documentation with internal policies and requirements of the British Foreign Ministry.
Ensuring compliance of project activities with internal policies and requirements of the British Foreign Ministry by:
- performing the functions of the main contact person regarding the internal policies and requirements of the British Foreign Office, ensuring that the project staff adhere to the established processes and procedures;
- conducting an initial analysis of documents, including memorandums of understanding, before signing;
- conducting a check in Visual Compliance and other relevant checks (due diligence);
- conducting an initial analysis of proposed deviations to templates;
- assistance in the investigation of issues and problems in the field of business conduct (if necessary).
Support in budget management and preparation of financial statements of PFRU-2 projects, including:
- Executing the functions of the contact person of the project activity unit and providing assistance to its employees, in particular on administrative issues. Maintaining registers and databases of the project activity unit;
- Other tasks upon request.
Qualification requirements:
- Bachelor's degree in public administration, international relations, business, finance or related field.
- Three years of work experience in projects funded by the Ministry of Foreign Affairs of Great Britain or other donors.
- In-depth knowledge of regulatory compliance requirements, especially related to donor-funded projects
- Adaptability. It is critical to be able to perform a wide range of tasks related to project activities and compliance with rules and regulations.
- Experience with a project management platform/system is desirable.
- Excellent oral and written and communication skills.
- Confirmed versatility and honesty.
- Must have proven experience in developing new organizational systems and tools, a high level of proficiency in Microsoft Office (especially Microsoft Excel, the ability to use advanced Excel functions).
- Proven experience in developing or assisting in the development of new organizational systems and tools.
- Ability to work professionally with colleagues, visitors and the public.
- Must be fluent in Ukrainian and English
Term of employment/LOE:
This position is full-time on a one-year contract (extendable subject to successful achievement of personal SMART goals).
Position location:
The main place of work for this position is Kyiv (Ukraine).
Subordination:
The Project Activity Specialist will report to the Project Activity Manager.

Background
The Partnership Fund for a Resilient Ukraine (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO).
The aim of PFRU-2 is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU-2 provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.
The Project Implementation Officer will support PFRU-2’s project management, compliance, budgeting, and other implementation-related processes, ensuring effective delivery of PFRU-2 projects and activities.
Responsibilities:
- Support the development and maintenance of project and activity management processes, including:
- Supporting project management in carrying out their activities and delivering outcomes efficiently and effectively
- Supporting project management teams in usage of the project management tools and IT systems
- Developing and/or improving guidance, tools/templates, and trainings related to the PFRU-2 project and activity cycles
- Maintaining programme trackers and tools
- Ensure that all project closeout documentation complies with internal policies and FCDO requirements
- Ensure project implementation proceeds in compliance with internal policies and FCDO regulations through the following:
- Act as the primary point of contact for internal policies and FCDO requirements, ensuring that project management staff adhere to established processes and procedures
- Conducting initial review of documents, including memoranda of understanding, prior to signature
- Conducting Visual Compliance and other related due diligence checks
- Conducting initial review of proposed deviations to templates
- Assisting with investigations into business conduct issues and concerns, when necessary
- Support budget management and financial reporting for PFRU-2 projects:
- Act as a team POC and provide support, including administrative, to Implementation Team. Maintain Implementation Team registers and databases.
- Other tasks upon request.
Qualifications:
- Bachelor's degree in public administration, international relations, business, finance or relevant field.
- Three years of experience in working for a FCDO or other donor-funded projects preferred.
- Solid knowledge of compliance requirements, especially those specific to donor-funded projects
- The ability to handle a wide range of implementation and compliance-related tasks is essential.
- Experience operating project management platform/system preferred.
- Excellent verbal and written and communication
- Demonstrated versatility and
- Proven experience developing new organizational systems and tools, with a strong command of Microsoft Office (particularly Microsoft Excel with ability to utilize advanced Excel functions) required.
- Proven experience developing or assisting with development of new organizational systems and tools.
- Ability to work in a professional manner with fellow staff members, visitors, and the public.
- Fluency in Ukrainian, English is required.
