This position will be based in any IRC office (Kyiv, Dnipro, Kharkiv or Odesa).
Overview of tasks/resume
Health care program support officer I will be responsible for coordinating procurement activities, including evaluating program requests, managing the procurement process, and ensuring compliance of goods received. Will provide logistics, inventory management and inventory support for both the program and partner organizations. Will work with operations teams to ensure seamless project support, assist with travel and event arrangements, and perform various administrative and planning tasks. In addition, will represent the team in intra-departmental projects, working closely with operational managers from other divisions.
Main Responsibilities
- Coordinate and evaluate program requests from all field offices for the purchase of materials and goods necessary for the implementation of projects.
- Manage the entire life cycle of the procurement process: maintain procurement plans, develop specifications, conduct comparative analysis of goods, prepare requests for procurement and supervise procurement procedures. Assess the conformity of the received goods.
- Preparation of vouchers for receiving cash and covering expenses.
- Support in the delivery of goods, distribution planning, preparation of write-off documentation and support in the transfer of goods with relevant documents .
- Support in conducting inventories within the framework of the program and partner organizations.
- Monitoring inventory levels, forecasting supply needs and expediting supply orders to maintain adequate inventory levels.
- Collaborate with Operations Officers to ensure smooth running of the project.
REPORTATION
- Reports to Health Unit Coordinator I.
- Technically reports to the manager of the procurement department
- Closely cooperates with the Senior Primary Health Manager, MHPSS Manager, Pharmaceutical Manager, and the entire Health team
Skills and Qualifications
- Bachelor's degree in Business Administration, Finance, Supply Chain or related field.
- Minimum of two years of previous work experience, particularly in a similar support function.
- Experience with Integra financial and operational software and conducting procurement operations through such databases would be an advantage.
- Fluency in the Ukrainian language, as well as knowledge of English at an intermediate level.
- Possession of IT skills is important , including Excel, Word and PowerPoint, and experience with financial and procurement systems.
