General Position Information
Under the overall direction of the Emergency Care Manager, the Program Specialist is responsible for timely and effective planning, implementation and monitoring of early recovery activities in the response area, including supporting implementation activities related to youth empowerment, community empowerment (community-based initiatives) and protection, and archiving all assigned and received documents in the proper order.
Description of general duties
- Ensuring timely and effective implementation of project activities in the assigned territory, including supporting youth empowerment initiatives, public initiatives (community-oriented) and protection activities.
- Provide prompt and accurate information to the line manager and the Director of Program Implementation on all aspects of the project .
- Informing the line manager about any emergency situations, conflicts, duplication of activities with other actors represented in the region, or identified gaps in activities, as well as proposing possible solutions based on own observations.

- Coordination of evaluations and selection processes in target locations of the region together with the program department and the monitoring and evaluation department.
- Support in the preparation of information for the development of project proposals based on the results of regional evaluations, ensuring communication with the line manager and by the grants and reports department.
- Organization of meetings with local stakeholders, including representatives of local authorities, communities and other partners.
- Regular visits to project implementation sites, monitoring the progress of activities and timely informing the line manager about results and possible problems.
- Ensuring correct and careful maintenance of project documentation, if necessary, entering data into the beneficiary database, checking compliance with donor requirements.
- Ensuring close cooperation and support of partners in implementation planning after granting grants, responsibility for monitoring quality, efficiency and reportingpartners.
- Tracking the impact of activities on the overall quality and success of the PIN program, responsibility for achieving project goals and participating in their monitoring.
- Analysis and mapping of needs and gaps in the project.
>- If necessary, travel to other locations to assess needs, distribute assistance or implement measures.
- Observe all established PIN security rules.
- Responsibility for the accuracy and completeness of the information provided.
Experience and Qualifications Required
- Higher Education (Bachelor or higher);
- At least two years experience in the implementation and monitoring of early recovery activities in the area of operation, including supporting implementation activities related to youth, protection and community-based initiatives, as well as archiving all commissioned and received documents in the proper order;
- Strong experience in administration and/or data management, experience of working with social/humanitarian projects in NGOs/MNGOs;
- Experience of working with large and small groups of people, as well as in the organization of distributions for the population;
- Experience of interaction with local authorities (business correspondence, coordination).
- Ability to work independently and manage time effectively;
- Ability to work under pressure and complete tasks under tight deadlines.

- Knowledge of humanitarian work and understanding of context;
- Experience working with large and small groups of people;
- Skills use Excel and Word;
- Reliability, flexibility, attentiveness, accuracy and high organization;
- Experience in communication with local authorities will be an advantage.
