Description for Internal Candidates
The International Organization for Migration is actively supporting the response to the Ukraine crisis through direct provision of health care services using mobile clinics, provision of medical supplies and commodities, supporting health workers' capacity development as well as healthcare system recovery. IOM is a key member of the United Nations Country Team (UNCT) and the Health Cluster in Ukraine and actively participates in the Health Sector Working Group.
Under the overall supervision of the Chief of Mission and the Head of Programmes (Humanitarian) and direct supervision of the National Programme Officer (Emergency Health and Recovery), the Program Associate (Health) will support the IOM Emergency Health and recovery operations towards the successful implementation and monitoring of IOM Ukraine's health, emergency preparedness and response and recovery projects in Ukraine.
Responsibilities for Internal Candidates
1. Assist in the implementation and monitoring of logistics activities for health programmes. This includes but is not limited to PR supporting, invoices, accounting documents, donation agreements, technical evaluations, transportation and distribution of health items to field sites in close cooperation with the National Programme Officer (Medical Supply Chain).
2. Assist in the preparation of situation reports (SitReps) by compiling information on field activities, challenges and needs. Assist in compiling reports for donors, mailing lists and activity summaries.
3. Assist in collecting, analysing, and entering PDM data related to health interventions. Assist in generation of data dashboards, charts, and summaries to support programme reporting.
4. Assist with rapid health needs assessments based on national government and organizational priorities and in coordination with other stakeholders to identify key and urgent health gaps, as needed. Participate in field visits as required.
5. Assist in monitoring of health activities conducted by partners, including but is not limited to maintaining monitoring systems/tables, reviewing of partners reports, and maintaining regular communication with partners regarding needs and challenges related to programme implementation.
6. Liaise with field teams, health partners, and local authorities to support the implementation of health activities. Participate in cluster or sector meetings if assigned by supervisor, including taking minutes and sharing action points. Support administrative tasks such as scheduling meetings, organizing training events, and maintaining programme files. Work closely with the various IOM teams that will be involved in the multisectoral project.
7. Perform such other duties as may be assigned.
Qualifications for Internal Candidates
EDUCATION
• High school diploma with five years of relevant experience; or,
• Bachelor's degree in nursing, medicine, community or public health or a related field from an accredited academic institution with three years of relevant professional experience.
EXPERIENCE
• Operational and field experience supporting the implementation of emergency health activities, reporting and PDM systems, detection and response for migrants, refugees and displaced persons and other vulnerable groups, and early recovery or post-crisis emergency health programming.
• Demonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and familiarity with national, UN and international health agencies and donors.
• Experience working in the regions closed to the frontline is an advantage.
SKILLS
• Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.
Languages
For this position, fluency in English and Ukrainian is required.
