General information

The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. 400">The PFRU-2 Policy Research Consultant will be responsible for developing, conducting and supporting high-quality research and analytical activities, the results of which will form the basis of work and strategic planning within the framework of the Strategic Studies (WS1) strand of the Research project. In particular, the consultant will be engaged in the design of qualitative and quantitative research, data collection and analysis, stakeholder and context analysis, quality assurance and the preparation of knowledge products.

The political research consultant will form the basis for making strategic decisions in the form of reliable data, contextually relevant analytical conclusions, and informed understanding political, social and institutional dynamics in Ukraine. This requires excellent analytical skills, knowledge of the regional and local political landscape in Ukraine, as well as the ability to synthesize complex conclusions into clear, practical products that can be used by program specialists, specialized government bodies, and international partners. The PFRU-2 Policy Research Consultant will work closely with the Senior Policy Advisor responsible for Strategic Research (WS1).

Specific responsibilities of this position:

  • Conduct qualitative analysis, in particular desk research, legislation analysis, creating a map of stakeholders, contextual analysis of regional and local political and social dynamics in Ukraine.
  • Providing support to the research department in the development of high-quality information products, in particular analytical reports, digests, political briefs, memoranda and summaries of the evidence base, adapted to the needs of various stakeholders.
  • Management of the process of analysis and synthesis of transcripts of interviews and materials from open sources in order to provide informational support for decision-making in the framework of project activities and the formation of public policies.
  • Development of data collection tools, templates and analytical frameworks taking into account the operational needs of the PFRU, data processing and validation procedures, as well as with complianceethical standards of research.
  • Checking and ensuring the quality of analytical results obtained by internal or external researchers, providing editing support and ensuring compliance with PFRU requirements.
  • Conducting political risk assessment, stakeholder analysis, participating in real-time evaluation in order to support the implementation of the WS1 “Strategic Research” direction.
  • Assisting in the design and formatting of reports, dashboards and knowledge products.
  • Performance of other analytical, research or coordination tasks on the instructions of the manager in order to ensure timely and effective implementation of project activities PFRU-2, activities within the direction of "Strategic research" WS1 and other program activities.

Qualifications:

  • Master's degree or higher in social, political science, public policy, international relations, humanitarian studies, or related field.
  • Minimum of 7 years of experience in applied research, monitoring, or analytical functions, preferably in stabilization, humanitarian assistance, or development programs.
  • Proven experience in mixed methods research, social and policy analysis, rapid assessment, stakeholder analysis, and risks.
  • Confirmed, strong skills in the field of analytical and research work, writing texts; knowledge of various data visualization tools (PowerBI, ArcGIS, Figma, etc.);
  • Deep understanding of the local social and political context in Ukraine.
  • Knowledge of the principles of integrating issues of gender equality, people with disabilities and social inclusion (GEDSI) and ethical data collection into humanitarian or stabilization activities.
  • Strong skills in effectively presenting complex research findings to professional and non-professional audiences, strong cross-cultural communication and sensitivity skills.
  • Experience of working on projects funded by the UK Foreign Office (or other donors) would be an advantage.
  • Proven ability to manage multiple priorities, coordinate activities with other departments, adheremeeting tight deadlines, maintaining the quality of work under pressure.
  • Fluency in English and Ukrainian (written and spoken) is a must.

Subordination:    

Policy Research Consultant will report to the Senior Policy Advisor.

Length of engagement (LOE):

Work in this position involves part-time employment, based on the FOP contract. The engagement period is from March 2026 to September 2026.

PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Principal Services and Responsibilities (Essential Functions):

The Political Research Consultant at PFRU-2 will be responsible for designing, conducting and supporting high-quality research and analysis activitiesto inform the work and strategic planning under the Strategic Research Workstream (WS1) of the Research Project. This includes qualitative and quantitative research design, data collection and analysis, stakeholder and contextual analysis, quality assurance and the production of knowledge outputs.

The Political Research Consultant will ensure that strategic decisions are grounded in sound data, contextually relevant insights, and evidence-informed understanding of political, social, and institutional dynamics in Ukraine. This requires excellent analytical skills, knowledge of Ukraine’s regional and local political landscape, and the ability to synthesise complex findings into clear, actionable products for use by technical teams, government stakeholders, and international partners. The Political Research Consultant at PFRU-2 will collaborate closely with the Senior Political Advisor responsible for the Strategic Research Workstream (WS1).

  • Assist in layout and formatting of reports, dashboards, and knowledge products.
  • Perform other analytical, research or coordination tasks as assigned by the Supervisor to ensure the timely and effective implementation of PFRU-2 project activities, activities under the WS1 Strategic Research, and other programmatic activities.

Management of the Assignment: 

Political Research Consultant will report to the Senior Political Advisor.
