 Policy Sector Analyst (part-time, Kyiv)

The transitional development assistance project “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing” (SUR) focuses on the rehabilitation of municipal critical supply infrastructure, including water, electricity, and heating services, as well as social facilities in regions heavily affected by the war. It aims to rehabilitate and create housing for vulnerable groups.

 Together with partner cities, the project strengthens the urban resilience by developing resilient, integrated solutions for urban development and disaster risk management. It enhances digital and planning competencies in local administrations for efficient damage assessment and urban planning.

 The project is implemented through an advisory and a construction component. An internal project unit supports the strategic alignment of the project and streamlines the monitoring and evaluation (M&E) and communication processes across the components, supporting cohesive and efficient project management.

Key responsibilities and tasks:

  • Reviewing, analysing, and synthesising urban development, housing, and recovery-related policies, strategies, programmes, and initiatives in the Ukrainian context.
  • Preparing analytical reports, background papers, and policy briefs in the field of urban development and recovery for internal use.
  • Conducting stakeholder mapping and stakeholder analyses with a focus on local communities, public institutions, civil society actors, and international partners at national, regional, and local level.
  • Monitoring political and institutional developments relevant to urban development, housing, and recovery processes and assessing their implications for the project.
  • Advising project management on strategic orientation, positioning, and further development of the project approach in relation to urban resilience.
  • Providing content-related support to coordination and exchange with partners, commissioning parties, and other relevant stakeholders across research, policy, and practice.

 Required qualifications, professional experience and personal competences:

 Education 

  • Master’s degree in urban studies, architecture, social/political sciences, or an equivalent qualification with a strong focus on analytical and methodological skills.

 Experience

  • At least 5 years of work experience in urban development in Ukraine.
  • Proven experience in conducting sector and policy analysis in urban development, housing, and urban recovery-related topics.
  • Work experience in research institutions, public administration, and/or international organizations.

Knowledge 

  • In-depth understanding of relevant Ukrainian policies in the field of urban development.

 Skills

  • Strong analytical thinking and the ability to present complex issues concisely.
  • Ability to deliver high-quality work under tight deadlines.
  • Excellent teamwork, social and intercultural competence, organizational skills, and strong communication abilities.
  • High political sensitivity and the ability to collaborate and network at national and international levels.

 Language Proficiency

  • Professional proficiency in English and Ukrainian.

Employment conditions:

 Part-time position with 20-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
