Ukrainian Red Cross Society (URCS) is seeking a PMER Coordinator to oversee PMER related actions in the successful delivery of an integrated, multisectoral project funded by the United States Bureau of Humanitarian Affairs (BHA), which is providing critical MPCA, and water, sanitation, and hygiene (WASH), mine risk awareness, MHPSS and Protection services to affected communities across the Zaporizhzhia, Dnipro, Odesa and Kherson oblasts of Ukraine. 

The PMER Coordinator’s role is to ensure high-quality PMER deliverables and provides technical support on assessment, data collection and analysis, monitoring, reporting, and review/evaluation. The PMER Coordinator also plays a critical role in ensuring program learning is in place throughout project’s cycle. 

The post-holder will be a member of the PMER team in Kyiv, directly reports to the Head of PMER Unit, but their role will include coordination of PMER activities with the Manager and team of the project.

Essential Tasks:

•           Manage the project PMER Plan in alignment with BHA PMER guidelines; proactively identify any risks or issues, and collaboratively problem solve them with project’s teams and stakeholders. 

•           Ensure that findings coming out of PMER activities (e.g., updating of ITT, findings of monitoring, Lessons Learnt workshops) are analysed and communicated to PMO in a timely and accessible manner to inform program adaptation. 

•           Ensure that all PMER activities uphold the strictest safeguarding principles, including data protection. 

•           Work closely with IM teams to make sure that relevant project-specific data (e.g., people reached, findings of data collection) are adequately visualized to facilitate data/evidence-based decision-making. 

•           Ensure that the PMER budget lines are adequately planned and executed.

•           Manage the Indicator Tracking Table (ITT) based on theBHA indicator definitions and provide regular technical support to project teams to ensure clean, valid data in the ITT.

•           Design in coordination with Project Manager and team effective monitoring, tracking &reporting systems, tools and templates and ensure their systematic application to (a) enable and enhance regular monitoring of outputs and programme quality across the project, (b) generate quality evidence at various programme levels.

•           Lead post distribution monitoring activities, ensuring that tools and processes are consistent to allow collation of data for program monitoring, learning, course-correction and improvement. 

•           Perform regular joint field visits to support high quality data collection and to verify the accuracy of reported data.

•           Lead the commissioning and management of project-level internal/ external reviews, evaluations, real-time reviews, needs assessments and lessons learned exercises through the development of Terms of Reference and building local participatory evaluation capacity. Ensure that the findings coming out of these exercises are disseminated in a timely and accessible manner to inform project-level decision-making.

•           Oversee project data collection, collation, storage, analysis, and reporting, ensuring that data is adequately disaggregate, of high quality, audit worthy and in compliance with URCS’s Data Protection Policy.

•           Be responsible for the data analysis, writing, and review of the results and learning sections of project reports in collaboration with Project Manager and team, before submission to donor and ensure compliance with internal data quality requirements and timely submissions for reporting.

•           Work closely with the National Committee (NC) PMER team in updating the output tracker, people reach and other NC exercises.

•           Lead the process of outcome indicator measurement, which involves the definition of the appropriate study design (e.g., data collection methods and tools), the design of data collection tools, data analysis and report writing (all with the thematic support of sectoral leads). 

•           Lead the development and facilitation of Lessons Learned workshops and implement a systematic way of documenting, disseminating and using learning to course correct and improve ongoing and future interventions.

•           In collaboration with the communications team, identify data analysis and learning that can be promoted in briefers and case studies for external sharing.

•           Provide quality (reliable and valid) quantitative and qualitative inputs into internal and donor reporting, including monthly, semi-annual, and annual reporting.

•           Lead on the development and distribution of the PMER dashboard for relevant coordination and working groups.

Position Requirements

•           Education: A graduate university degree (bachelor’s degree) in Social/Behavioural Sciences (i.e. Demography, Economics, Political Science, Sociology, Anthropology, Psychology or Health Education) or other equivalent field in Monitoring and Evaluation, Social Work, etc, 

•           Experience: 

  • 3-5 years relevant professional experience including experience providing technical MEAL support to external partners or stakeholders 
  • Experience managing complex data in multisectoral projects
  • Experience in managing US Government funding (e.g. USAID, BHA)
  • Demonstrable experience leading quantitative and qualitative research, including quantitative and qualitative data analysis and reporting. 
  • Experience using quantitative statistical software (e.g., SPSS, STATA, advanced Excel).
  • Highly developed interpersonal and communication skills including building relationships, influencing, negotiating, and problem solving
  • Demonstrable success in self-directed and results-driven initiatives with a strong focus on supporting others
  • Demonstrable success in handling multiple competing priorities and working well within tight timelines
  • Flexibility and the ability to effectively adjust expectations to on-the ground realities, while adhering to humanitarian principles and standards.
  • Fluent oral and written communication skills in Ukrainian and good command of English.

The Red Cross Society of Ukraine (TCHU) seeks a PMER Coordinator to oversee PMER-related activities to successfully implement an integrated multi-sectoral project funded by the United States Bureau of Humanitarian Affairs (BHA) that provides critical MPCA, water, sanitation and hygiene (WASH) services, increased mine risk awareness, MHPSS and protection to affected communities in Zaporizhzhia, Dnipro, Odesa and Kherson regions of Ukraine.

The role of the PMER Coordinator is to ensure high-quality PMER results and provide technical support in the field of assessment, data collection and analysis, monitoring, reporting and review/evaluation. The PMER Coordinator also plays an important role in ensuring the learning process throughout the project cycle.

This position involves participation in the PMER team in Kyiv, reporting directly to the Head of the PMER Unit, but also includes coordinating PMER activities with the Project Manager and team.

Responsibilities:

  • Manage the project's PMER plan in accordance with BHA guidelines; timely identification of risks or issues and collaborative resolution with project teams and stakeholders.
  • Ensuring analysis and timely communication of PMER results (e.g. ITT updates, monitoring results, lessons learned workshops) to the PMO to inform program adaptation.
  • Ensuring that all PMER activities adhere to the strictest security principles, including data protection.
  • Working closely with IM teams to ensure adequate visualization of relevant project data (e.g. number of persons reached, results of data collection) to facilitate data/evidence-based decision-making.
  • Ensure adequate planning and execution of PMER budget lines.
  • Manage the Indicator Tracking Table (ITT) based definitions of BHA indicators and providing regular technical support to the project teams to ensure clean and reliable data in the ITT.
  • Development in coordination with the project manager and the team of effective monitoring systems,відстеження та звітування, інструментів і шаблонів та забезпечення їх систематичного застосування для (a) забезпечення та покращення регулярного моніторингу результатів і якості програми по всьому проєкту, (b) створення якісних доказів на різних рівнях програми.
  • Керівництво діяльністю з моніторингу після розподілу, забезпечення узгодженості інструментів і процесів для збору даних для моніторингу програми, навчання, корекції курсу та покращення.
  • Виконання регулярних спільних виїздів для підтримки високоякісного збору даних та перевірки точності звітних даних.
  • Керівництво комісіонуванням та управлінням внутрішніми/зовнішніми оглядами проєкту, оцінками, оглядами в режимі реального часу, оцінками потреб і вправами з вивчення уроків через розробку термінів та розвиток місцевих навичок участі в оцінці. Забезпечення, що результати цих вправ розповсюджуються вчасно та у доступній формі для інформування про прийняття рішень на рівні проєкту.
  • Нагляд за збором, збором, зберіганням, аналізом та звітуванням даних проєкту, забезпечення, що дані достатньо дисагреговані, високої якості, підлягають аудиту та відповідають Політиці захисту даних URCS.
  • Відповідальність за аналіз даних, написання та перегляд розділів про результати та навчання у звітах проєкту у співпраці з менеджером проєкту та командою, перед поданням донору, а також забезпечення відповідності внутрішнім вимогам до якості даних та своєчасного подання звітів.
  • Тісна співпраця з командою PMER Національного комітету (NC) у оновленні трекера результатів, досягнень людей та інших вправ NC.
  • Керівництво процесом вимірювання результатів, що включає визначення відповідного дизайну дослідження (наприклад, методи збору даних та інструменти), розробку інструментів збору даних, аналіз даних та написання звітів (усе це з тематичною підтримкою від керівників секторів).
  • Керівництво розробкою та проведенням воркшопів з вивчених уроків та впровадженням системного способу документування, поширення та використання навчання для корекції курсу та покращення поточних та майбутніх заходів.
  • У співпраці з командою комунікацій, виявлення аналізу даних та навчання, які можна використати в брифах і кейс-стадіях для зовнішнього поширення.
  • Надання якісних (надійних та достовірних) кількісних та якісних даних для внутрішнього та донорського звітування, включаючи щомісячні, піврічні та річні звіти.
  • Керівництво розробкою та розповсюдженням інформаційної панелі PMER для відповідних координаційних та робочих груп.

Вимоги до посади:

  • Освіта: диплом бакалавра університету в галузі соціальних/поведінкових наук (наприклад, демографія, економіка, політологія, соціологія, антропологія, психологія або здоров'я) або інша еквівалентна сфера у моніторингу та оцінці, соціальній роботі тощо.
  • Досвід:
    • 3-5 років відповідного професійного досвіду, включаючи досвід надання технічної підтримки MEAL зовнішнім партнерам або зацікавленим сторонам.
    • Досвід управління складними даними в багатосекторальних проєктах.
    • Досвід управління фінансуванням уряду США (наприклад, USAID, BHA).
    • Доказовий experience leading quantitative and qualitative research, including quantitative and qualitative data analysis and reporting.
    • Experience using quantitative statistical software (eg SPSS, STATA, advanced Excel).
  • Highly developed interpersonal and communication skills, including relationship building, influencing, negotiation and problem solving.
  • Proven skills in independent and effective initiatives with an emphasis on supporting others.
  • Proven skills in managing multiple competing priorities and working effectively under tight deadlines.
  • Flexibility and ability to adapt effectively to realities on the ground while adhering to humanitarian principles and standards.
  • Fluency in verbal and written communication in Ukrainian and a good level of English.
