Job Overview:

The Partnerships Coordinator reports to the Senior Partnerships Coordinator and is responsible for supporting the Ukraine program in the management and oversight of partnerships. The Partnerships Coordinator will technically supervise Partnerships Managers and/or Senior Officers, providing leadership and support on the ground in partnership with Field Coordinators. The position is responsible for facilitating high-quality partnerships with local organizations and will ensure compliance with IRC and donor requirements, as well as alignment with the IRC's partnership management system, Partnership Excellence for Equality and Results. Working with program, grants and operations departments, the Partnerships Coordinator will technically supervise the Partnerships team to oversee all phases of the partnership management lifecycle and ensure partnerships are properly integrated into the overall project cycle management. The Coordinator encourages and promotes attitudes and values ​​that promote partnership across IRC functional departments. This includes fostering long-term, principled partnerships that share power, resources and training and enhance the knowledge and expertise of each partner.

 

Essential Responsibilities links

Strategy and programmatic approach

  • Improve IRC understanding of emergency response actions on places in conflict-affected regions of Ukraine, including new L/NNGOs, volunteer groups and initiatives coordinated by municipalities,
  • To familiarize local rescuers with the IRC, our mission, principles and strategy of humanitarian response in Ukraine, and to identify and develop relationships with groups that have similar objectives,
  • Create and manage, under the supervision of the Partnership Coordinator, a special cross-sectoral program steering committee for grassroots/local initiatives, responsible for setting parameters for IRC engagement with such initiatives,
  • Proactively involve local rescuers in program development and strategy adoption efforts.

 

Promoting effective partnerships

  • Encourage and apply the IRC's Partnership Excellence for Equality and Results (PEERS) framework with particular attention to modalities , available for cooperation with local initiatives. Contribute to the formation of a deep understanding of PEERS within the framework of the IRC program in Ukraine and ensure the application of IRC partnership principles, skills and approaches by staff in programs and projects with partners.
  • Supporting the IRC Ukraine Program in Ukraine to identify and correct implicit institutional biases under while working with initiatives/groups that may not have strategic ambitions of institutionalization while balancing minimum security requirements and protection, protection and other key issues in acute humanitarian response. 
  • Facilitate systematic partner feedback on IRC partnership management, including documenting and responding to partner feedback. 

Partnership Management

  • Provide support to the Partnerships Working Group by facilitating and coordinating all partnership management processes to ensure well-planned, timely, coordinated and aligned partnership management.
  • Manage the overall management of all partnerships in your portfolio and all PEERS processes/documentation.
  • Support of the program team in facilitating the opening, consideration and closing of partnership projects.
  • Coordinate narrative and financial reporting processes, including reviews and feedback.
  • Support Partnership Working Group members in ensuring timely and effective review and reflection (monitoring) of partnership program, finances and compliance .
  • Support the Partnership Working Group members to ensure project support plans are implemented as agreed.
  • Maintain complete and organized partnership files for each partner.
  • Maintain up-to-date Partnership Project Tracker / Monitoring Schedule.
  • Process sub-grant changes in a timely manner, ensuring that relevant IRC units (in-country and headquarters) will provide their suggestions and approve the modification.
  • Provide support to the Partnership Working Group to ensure the smooth completion of partnership projects, if as applicable.
  • Responsible for managing relevant partner email
  • Any other relevant tasks assigned by the Partnership Coordinator.

Partner support and capacity sharing

  • Contribute to the joint development and implementation of a plan to support partner projects, ensuring proper resolution of issues identified in due diligence process, and coordinate with relevant departments for timely and quality plan implementation.
  • Ensure IRC understands partner capacity building priorities and identifies opportunities and plans for IRC to support partner capacity building efforts.

  • Provide support to organizational development support resources where appropriate for partners; coordinate organizational development support with partners.
  • Collaborate with technical coordinators to integrate approaches to sharing technical capacity, including how the IRC can learn from local partners.
  • Encourage and identify pathways for continuous learning between IRC staff and partners.

  • By supported by the Partnership Coordinator, the Senior Partnership Manager will also be a leader in building and promoting a culture, mindset and values ​​conducive to partnership across the team, based on a clear and shared understanding of the IRC's role and approach, and core partnership principles. 

POSITION REQUIREMENTS

Required:

  • Degree Bachelor's degree or equivalent in international development or relations, finance, business or related field; Degree: a plus - or equivalent work experience
  • Minimum 5 years of work experience in I/NDO
  • Preference is given toexperience with IRC PEERS
  • Demonstrated successful experience working with partners
  • Demonstrated understanding of project planning and management cycles and strong program development skills
  • In-depth knowledge of key policies and donor regulations (in particular, the US Government, Sida and ECHO)
  • High organization, close attention to detail and the ability to effectively prioritize tasks in a changing environment environment
  • Ability to work well independently as well as coordinate partner workloads of staff not under your direct supervision
  • Team leadership and supervisory experience and skills
  • Experience training internal staff and partner staff.
  • Willingness to travel frequently to field offices and partner locations
  • Professional command of spoken and written English and Ukrainian/Russian languages; able to communicate concisely.
  • Very strong writing and editing skills in English; strong computer skills.

Position reports to: Senior Partnership Coordinator

Position directly supervises: Senior Partnership Manager

Technical Reporting (Management in Partnership with Field Coordinator):Partnership Managers

Others Internal and/or External Contacts: The position regularly corresponds and attends meetings with external and internal audiences, so a strong ability to communicate and maintain positive working relationships is highly desirable for this position.
