Assignment
Humanitarian Action through Volunteers, Enablers and Networks (HAVEN) is a Consortium that unites National and International NGOs tending tomore effectively support local entities involved in humanitarian response in frontline areas, creating linkages between humanitarian and early recovery work, and connecting them to other support where needed.
Under the direct supervision of the Partnership and Local Planning Project Manager, the Partnership Project Officer will actively work with one of Acted`s Downstream partner – CSO "Relief Coordination Center" to ensure sufficient mentorship in the grant implementation, aiming to support operationalization and functionality of Coordination Centers as well as to mentor SCO's area-based transition activities in frontline and de-occupied areas of Kharkivska and Zaporizhska oblasts.
He/She will support implementation and reporting of program activities: mini-grants distribution in Kharkivska and Zaporizka oblasts, as well as partner's coordination of evacuation in Kharkivska, Zaporizka and Donetska oblasts, partner's distribution of NFIs, and meeting some winterization needs in the selected hromadas.
Functions:
- Day to day supervision and mentoring the partner of project implementation with the support of the Project Manager.
- Facilitates distribution of mini-grants, including grant approval process and post-award compliance.
- Ensure granting documents are prepared in line with Acted partnership approach.
- Daily monitoring of mini-grants implementation by volunteers.
- Supervision of partner's evacuation activities and distribution of NFIs for evacuees.
- Support with distribution of solid fuel for the selected hromadas.
- Maintenance filling in project trackers.
- Participate in organization of trainings to be conducted for the selected hromadas in 3 PDCs.
- Support with capacity building plan for partner.
- Field visits to implement/monitor project activities on-site.
- Monitor of partner's procurement plan, verify financial reports.
- Participate/ Organize internal/external meetings within the project under the guidance of the Project Manager.
- Support development of local recovery plans by local authorities with the partner of the assigned hromadas.
- Develop internal and external communication materials and ensure their proper presentation / distribution to different stakeholders.
- Monitor the progress of activities according to the work plan and project requirements. Discuss the risks, obstacles, and challenges of project implementation with the Project Manager and team.
- Control all the supporting documents submitted by the partner, in connection with the sub-grant, to ensure that they are adherent to Acted’s FLATS procedures.
- Draft lessons learned and best practises identified from the project implementation.
- Supporting the Project Manager in devising weekly and long-term work plans for the project implementation.
- Excellent liaison with other team members, ensuring consistency and coordination of activities in the team.
- Timely reporting on problems and challenges while working with partners to the Project Manager.
- Support draft of narrative reports / cluster report and contribute to the development of financial reports through regular budgetary follow ups.
- Supporting MEAL activities during monitoring and evaluation activities of project implementation and addressing recommendation of MEAL department to enhance effectiveness of project activities and maximize impacts.
Logistics
- Send accurate and precise order forms in a timely manner if requested by the line manager
- Confirm quality of material selection when applicable
- Ensure a proper management and use of the project assets and stocks
- Plan team movements based on available fleet and applicable policies
Finance
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts
- Support the line manager in forecasting monthly cash requirements of the project and submit to AC
HR
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
- Supervise recruitment of enumerators when needed for data collection
- Train Enumerators
Transparency and Compliance
- Ensuring compliance to Acted internal procedures and donor procedures
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
Others
- Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager
- Perform any additional task as requested by the line manager.
Key Performance Indicators:
- Number of financial and narrative reports submitted on a timely, monthly and quarterly basis
- Visibility of Acted, donors and partners are ensured in all activities, in compliance with Acted Global guidelines
- FLATS procedures are respected
- Best practices are identified and formalized throughout the implementation period of the project
