GENERAL MISSION 

Under the responsibility of the Grants and Partnerships Manager, the Partnerships officer will contribute to the development and quality implementation of strategic local partnerships within the mandate of HI.  Key local partners will include government structures, local non-governmental organizations (LNGOs) and civil society organizations (CSOs). This approach will be implemented in the framework of the aid localization informed and guided by the HI strategy for localization and partnership Ukraine currently under development.  

In addition, The PO will support the program unit and matters liaising communication with HI and local partners.   

The PO will work closely with the Grants and Partnership Manager, Advocacy Specialist, Project Managers and the Finance team.   

MISSIONS / RESPONSIBILITIES  

Mission 1: Local partner identification and selection 

  1. Under the management of Grants & Partnership Manager, provides a local stakeholder mapping and analysis in relevant sectors of intervention (such as health, protection, armed violence reduction etc.) in line with HI StratOp in Ukraine, localization and partnership strategy and Fundraising goals. 

  2. Contributes as applicable to the localization and partnership strategy in development 

  3.  Contributes to the identification of local organizations, (government structures, LNGOs and/or CSO) through building up a robust network of local organizations.  

  4. Initiate initial discussions and meetings with potential local partners and ensure the follow-up  

  5. Conducts local partner capacity assessments to evaluate their willingness and capacities to develop key partnership with HI and to identify key areas for a capacity building plan 

  6. Assist the Grants & Partnership Manager, in conducting due diligence and verification of partner’s registration documents.  

      

Mission 2. Partnerships formalization  

1. Assist the Grants and Advocacy specialist on the drafting of MoU and Partnership Agreement including the relevant annexes.  

3. Assist the Grants and Partnership Manager in the follow up of the signature of MoUs and contracts 

 Mission 3. Partnership implementation and follow-up   

  1. In close collaboration with the Project Manager, regularly liaise with the local partner to ensure successful implementation of the activities as per agreed in the partnership agreement.  

  2. In close collaboration with the Project Manager, organize and schedule partnership review meetings compile the latest project information, identify the areas for improvement, take action, and make the necessary changes in the partnership agreement. 

  3. In close collaboration with the Project Manager, ensure the participation of local partners to lessons learned workshop to capitalize on the project success and collect feedback from the local partner.  

  4. Regularly liaise with the partners to ensure the compliance with donor rules and timely submission during reporting periods  

  5. Assist finance team in checking partners financial reports and payment request  

  6. Keep the grants and partnership manager informed of any partner compliance issues to ensure timely mitigation. 

     

Mission 4. Capacity Building of local partners  

  1. Develop a partner capacity building plan to address the gaps and weaknesses identified during the initial capacity assessment. 

  2. Organize and schedule trainings and capacity building sessions on project management and tools, donor reporting requirements, budget management and donor compliance (in close collaboration with HI finance team) and technical trainings (in close collaboration with HI technical specialists)  

       

PROFILE SOUGHT

Qualification(s): 

  • University degree: International relations, political science, communication, development, Humanitarian aid, law, Social Sciences  

Experience:

  • Between 1 and 3 years of experience in managing partnerships / of being involved in local civil society organisation

Skills:

  • Good knowledge of the Ukrainian civil society with previous experiences in local organization  

  • Working knowledge of English  

  • Good oral communication skills 

Personal qualities: 

  • Ability to work in a multi-cultural environment  

  • Willing to travel frequently  

      

WORKING CONDITIONS:

Contract: Employment contract (according to Ukrainian legislation) Fixed-Term

ЗАГАЛЬНІ ОБОВ'ЯЗКИ  

Фахівець з питань співпраці з партнерами підпорядковується старшому менеджеру (управителю) з грантів і співпраці з партнерами та працює над плануванням і якісною реалізацією стратегічного партнерства на локальному рівні в рамках повноважень HI. До складу ключових місцевих партнерів входитимуть урядові установи, місцеві неурядові організації та громадянські організації. Цей підхід буде впроваджений у формі рамкового документа, що регулюватиме локалізацію процесу надання допомоги; стратегія HI з локалізації та партнерських зв'язків в Україні, яка наразі розроблюється, визначатиме та регулюватиме наповнення цього документу.  

In addition, the Partner Relations Specialist will provide support to the program department and facilitate the establishment and maintenance of communication between HI and local partners.

The specialist will work closely with the Senior Manager (Manager) of Grants and Partnerships, the Outreach Specialist, the Project Manager and the Finance Department.

TASK / SCOPE OF COMPETENCE 

Task 1: Finding and selecting local partners

  1. Under the leadership of the senior manager (manager) of grants and cooperation with partners, the specialist searches and analyzes local decision-making centers in the relevant areas of intervention (health care, protection of civil rights, reduction of the scale of armed violence, etc.) respectively to the needs of the HI strategic operations department in Ukraine, in accordance with the localization and partnership strategy, as well as the goals related to the collection of funds for the needs of the organization style="font-weight: normal; font-style: normal">Participates in development of localization strategy and partnerships where appropriate.

  2.  Contributes to the identification of local organizations (government structures, non-governmental and/or civic organizations), by building a strong network of local organizations.  

  3. Initiates initial discussion and meetings with potential local partners and provides follow-up.  

  4. Conducts a capacity analysis of local partners to assess their readiness and ability to build strong partnerships with HI and identify key areas for capacity building as part of the plan.

  5. Provides support to the Senior Grants and Partnerships Manager (Manager) in the application of due diligence measures and verification of partner registration documents.

Task 2. Formalization of partnership

1. Provides support to the Grants and Outreach Specialist in drafting memorandums of understanding and partnership agreements, including related attachments.

3. Provides support to the senior manager (manager) for grants and partnership relations in the further control of signed memoranda and agreements.

Task 3. Partnership implementation and follow-up 

  1. In close cooperation with the project manager, maintains constant communication with local partners to ensure the successful implementation of activities provided for in the partnership agreement.

  2. In close cooperation with the project manager, organizes and schedules meetings for the analysis of partnership results, collects relevant information about the project, identifies areas that need improvement, and makes necessary amendments to partnership agreements.

  3. In close cooperation with the project manager, ensures the participation of local partners in a debriefing workshop in order to benefit from project successes and receive feedback from local partners.

  4. Maintains constant communication with partners to ensure compliance with rules set by donors and to send interim reports during reporting periods.

  5. Provides support to the finance department in the process of verifying partners' financial reports and payment requests.  

  6. Informs the Senior Grants and Partnerships Manager (Head) of any compliance issues on the part of the partner to ensure a timely response.

     

Task 4. Building the capacity of local partners

  1. Creates a partner capacity development plan to address gaps and deficiencies identified during the initial capacity analysis. 

  2. Organizes and schedules training courses and capacity building sessions in the areas of project management and use of relevant tools, budget management and compliance with donor regulations (in close cooperation with the HI finance department) and technical issues (in close cooperation with technical by HI specialists)   

       

EMPLOYEE CHARACTERISTICS

Qualification: 

  • Higher education: international relations, political science, communication, development assistance, humanitarian aid. law, sociology  

Work experience:

  • 1-3 years of experience in managing partnership relations / participating in the activities of local civic societyorganizations.  

Skills:

  • Good understanding of the specifics of Ukrainian civil society with experience working in a local civil organization

    Working level of English language

  • Oral communication skills

Personal qualities: 

  • Ability to work in a multicultural environment

  • Readiness for frequent business trips
