The Eastern Europe Foundation within the framework of the project "Support for Digital Transformation" (DTA), in accordance with the request of the Ministry of Digital Transformation of Ukraine, announces a tender for the search of a contractor for the provision of expert services operational manager of the project of customs reform.

Term of service:9 months with possible extension.

Collaboration format: mixed (online / offline). Preference is given to candidates who will be able to work in Kyiv.

Involvement in the provision of services: complete.

Main tasks and responsibilities in boundaries contract:

  • formation together with the leader of the reform (by the Government Commissioner for Customs Reform) goals, directions and success criteria of the reform, in particular taking into account the experience of other countries in the implementation of digital reform projects of customs bodies;
  • ensure overall project coordination between the reform leader, stakeholders and project team to achieve its key objectives and expected results;
  • project management: definition together with the leader of the reform approaches to its planning and implementation; development of architecture and design; development of a detailed project implementation plan and its constant updating; monitoring and evaluation of implementation of the implementation plan; maintenance of project documentation; drawing up regular reports for key stakeholders on the status of tasks; project risk management, defining, together with the leader of the reform, strategies for working with risks and appropriate response;
  • formation of the project team, including analysis of needs and justification of hiring / involvement of specialists / contractors / external teams for effective implementation and achievement of project goals;
  • establishment of effective and effective interaction and further coordination of the work of the project team, including with external contractors and implementation partners: definition and prioritization of tasks, formation of OKRs / KPIs for the work of the project team;
  • development of a stakeholder map, definition, validation and processing of requests and demands of stakeholders in order to carry out the reform and achieve the project goals; analysis of available resources and opportunities of stakeholders; holding meetings with interested parties and presentations for them to synchronize the movement of the project;
  • estimating the amount of capitaland operating expenses, in particular the expenses for the development and maintenance of the software product;
  • active participation in the development of technical requirements, tasks, specifications for finding contractors for providing consulting services, development of software products, etc. and their coordination; beneficiaries and stakeholders.

Requirements for contestants:

  • higher education in the field of business or public administration, economics, finance, law;
  • more than five years of experience in the field of project management, including management of teams of 10 people or more;
  • experience of working with government bodies (clarification of requirements, conducting negotiations, presentations);
  • knowledge of the English language at a level sufficient for technical communication with foreign contractors and partners (minimum level B1);
  • advanced use of standard office (Word, Excel, Powerpoint, Outlook, etc. and their analogues) and specialized programs for conducting and managing project activities, as well as setting, monitoring and tracking tasks within the project (Microsoft Project, Jira , Confluence, Trello Notion, etc.);
  • basic knowledge in the field of business analysis, in particular, the ability to model business processes using BPMN.

Would be an advantage:

  • availability of certificates according to international project management standards or a diploma of completion of studies according to the relevant training programs;
  • experience of implementing projects involving international technical assistance projects (international donors);
  • work experience and theoretical knowledge in the field of public finance, in particular in the customs and tax fields.
