PROJECT INFORMATION
The USAID project "Economic Support to Ukraine" (hereinafter - the USAID Project) is adaptive and flexible a mechanism that meets the urgent needs of Ukraine's development and supports general economic stability. Ukraine seeks to win a full-scale war against Russia and be ready to accelerate its development as a sovereign, independent, democratic and prosperous state. These aspirations require a dynamic and inclusive economic recovery.

BUSINESS STABILIZATION AND RECOVERY

The USAID project is involved in the development of a sustainable and inclusive economic growth model in hard-hit regions. The USAID project enables Ukrainians to create and develop micro, small and medium-sized enterprises (MSMEs) in promising sectors of the economy, implement innovations and enter new markets in Ukraine, the European Union (EU) and other regions. The USAID project emphasizes the inclusion of internally displaced persons (IDPs), women, youth, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region's economy.

Starting from 2025, the USAID Project resumes its activities in the field of business stabilization and revival in 4 eastern regions (Luhansk, Donetsk, Zaporizhia, Kherson) and 3 adjacent regions (Kharkiv, Dnipropetrovsk, Mykolaiv); and to a lesser extent in 4 regions affected by the war (Sum, Poltava, Chernihiv, Odesa). The program "Stabilization and revival of business" is aimed at increasing the economic stability of eastern Ukraine by performing the following tasks:

? GOAL 1: To help stabilize the economy of Ukraine; and

? OBJECTIVE 2: To support the sustainable development of micro, small and medium-sized enterprises (MSMEs) in Ukraine.

In this way, the economy of the eastern and frontline regions of Ukraine will be able to withstand the challenges associated with the invasion of Russia and the destruction of critical infrastructure. Individuals, businesses and state authorities will be able to resume their lives and work in these regions, thereby improving the economic stability of the region.

In addition to the program "Stabilization and revival of business" in the eastern and frontline regions, the USAID project continues implement related projects:

· GRAIN EXPORT LOGISTICS "AGRI-UKRAINE"; The USAID project "Economic Support of Ukraine" is one of the key partners of USAID implementing the "Agricultural Sustainability Initiative in Ukraine" (AGRI) with a total budget of 350 million US dollars. This initiative was launched in 2022 to increase the export of agricultural products from Ukraineand overcoming the global food crisis exacerbated by the war. As part of this initiative, the USAID Project cooperates with public organizations and private companies in order to supplement and attract urgently needed investments in grain transportation and transshipment.

· DEVELOPMENT OF BORDER PASSING POINTS (BCP); The USAID project "Economic Support of Ukraine" is directly supported by the Government of Ukraine, including the State Agency for Reconstruction and Development of Infrastructure of Ukraine, the State Customs Service of Ukraine and Ukrzaliznytsia. As part of this support, the USAID Project is improving 42 crossing points across the state border. Modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, which will allow Ukraine to increase trade volumes and advance on the path to EU integration.

· ENERGY EMERGENCY RESPONSE PROGRAM; This is one of USAID's most flexible programs. Its purpose is to solve urgent and sudden needs. The USAID project "Economic Support of Ukraine" (USAID Project) will provide support to Ukrainian communities, state and private enterprises in solving energy supply problems in the fall and winter (September 2024 - December 2025). The goal of the program is to minimize the impact of electricity shortages on the population and economy of Ukraine. This is an adaptive component. The USAID project may respond to other emergency needs in the context of ongoing Russian aggression and attacks on Ukraine's critical infrastructure.

ABOUT THE POSITION

Specialist in stabilization and small infrastructure will ensure coordination and implementation of activities within the stabilization and small infrastructure team under the leadership of the senior coordinator. The specialist will contribute to the preparation of project documentation, implement management tools, and also ensure data entry and communication.

RESPONSIBILITIES

  • Operational support of all aspects of implementation work plan within the framework of ERA activities under Objective 1.
  • Development and updating of databases and project management tools; participation in data analysis and preparation of regular project updates for USAID and senior management.
  • Supporting communication with DAI partners and subcontractors.
  • Organizing meetings and keeping minutes.
  • Tracking tasks in the field of procurement and grants; participation in the preparation of technical tasks for procurement, market research and evaluation of tender participants.
  • Participation in monitoring and evaluation activities.
  • Performance of other tasks as assigned by the manager, project manager (COP) or authorized by them persons.

QUALIFICATIONS

  • Bachelor's degree in economics, project management, international development or related fields.
  • Experience of working with post-crisis stabilization programs.
  • Knowledge of principles of conflict sensitivity, humanitarian principles and principles of sustainable development.
  • Analytical, communication skills, ability to form and submit reports; high level of Excel proficiency is welcome.
  • Experience with USAID or other international development organizations would be an advantagey.
  • Excellent communication and interpersonal skills.
  • Ability to work both independently and in a team.
  • Fluency in English and Ukrainian is a must .

Duration of the employment contract: 12 months with the possibility of extension.

Ukraine's efforts to win the future – emerging from Russia's full-scale war ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery.

STABILIZATION AND BUSINESS REVIVAL

ERA participates in developing a resilient, inclusive, and growth-oriented economy in severely damaged areas. ERA empowers Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other regions. ERA emphasizes the inclusion of internally displaced persons (IDPs), women, young adults, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region's economic success.

Starting in 2025, ERA is reviving its interventions around Stabilization and Business Revival and re-establishing a core focus on 4 eastern oblasts (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent oblasts (Kharkiv, Dnipropetrovsk, Mykolaiv); and, to a lesser extent, in 4 war-affected areas (Sumy, Poltava, Chernihiv, Odesa). This Stabilization and Business Revival intervention area aims to improve the economic resilience of eastern Ukraine by achieving the following goals:

? OBJECTIVE 1: Provide assistance to stabilize the economy of Ukraine; and

? OBJECTIVE 2: Support the sustainable development of micro, small and medium enterprises (SMEs) in Ukraine.

Consequently, the economy of eastern and frontline communities in Ukraine will be able to withstand and respond to the challenge presented by Russia’s invasion and destruction of critical infrastructure; and individuals, businesses and government partners will be able to rebuild their lives and operation in these regions, thereby improving the economic resilience of the region.

In addition to Stabilization and Business Revival in the east and frontline oblasts, ERA continues to support complementary intervention areas:

JOB OVERVIEW 

An Officer for Stabilization and Small-Scale Infrastructure will support the coordination and implementation of interventions under the Stabilization and Small-scale Infrastructure team under the supervision of a Senior Coordinator. The Officer supports the development of project documents, maintaining of management tools and supports data entry and communications. 

RESPONSIBILITIES:

  • Operational support with all aspects of work plan implementation under ERA interventions under Objective 1.
  • Development and updating of project management databases and tools; contributing to data analysis and routine project updates for USAID and senior management.
  • Communications support with DAI partners and subcontractors.
  • Meeting organization and note taking.
  • Tracking procurement and grant tasks; contributing to the development of technical inputs into procurement, market research and evaluation of bidders.
  • Contributions to monitoring and evaluation activities.
  • Other tasks as assigned by supervisor, COP or their designee.

QUALIFICATIONS

  • A Bachelor’s degree in economics, project management, international development, or a related field.  
  • Experience in working with post-crisis stabilization programs.
  • Knowledge of conflict sensitivity, humanitarian principles, and sustainable development.
  • Analytical, communication, and reporting skills; strong excel skill are preferred.
  • Experience working with USAID or other international development organizations is a plus.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.
