Office Coordinator / HR
1. Background
AVSI Foundation is an international humanitarian organization dedicated to providing sustainable solutions for vulnerable communities. In Ukraine, AVSI implements programs focused on protection, education, and community resilience.
The Office Coordinator / HR will play a pivotal role in ensuring efficient administrative operations at the Poltava office and facilitating effective communication between local teams, suppliers, and AVSI Headquarters (HQ), particularly the Human Resources (HR) department.
2. Objectives
The Office Coordinator / HR will ensure smooth day-to-day office operations by overseeing administrative processes, supporting human resources and procurement functions, and ensuring compliance with AVSI internal policies, donor requirements, and local regulations. The position is essential to maintaining efficient operations and supporting program implementation.
3. Key Responsibilities
Administrative Support
· Prepare, manage, and archive contracts for national personnel, ensuring accuracy and compliance with AVSI policies and Ukrainian labor legislation.
· Coordinate recruitment processes, including posting job vacancies, screening applications, organizing interviews, and supporting selection committees in coordination with relevant departments.
· Draft, review, and finalize Memorandums of Understanding (MoUs) with local authorities, partners, and other stakeholders.
Procurement Support
· Prepare and manage contracts with suppliers and service providers in line with AVSI procurement procedures and donor requirements.
· Maintain accurate and up-to-date records of procurement processes, contracts, and transactions.
· Support the Operations Manager in ensuring compliance with procurement policies and documentation standards.
HR Coordination
· Act as the primary focal point between the Poltava office and AVSI HQ HR Department for all HR-related matters.
· Ensure timely and accurate submission of HR documentation to HQ (contracts, staff files, onboarding documents, etc.).
· Support onboarding of new staff, including coordination of orientation sessions and required trainings.
General Office Management
· Maintain organized and updated physical and digital filing systems for contracts, MoUs, HR, and procurement documentation.
· Ensure compliance with AVSI operational, financial, and administrative guidelines across all assigned tasks.
· Provide regular updates and administrative reports to the Operations Manager and AVSI HQ, as required.
4. Requirements
Education
· Bachelor’s degree in Business Administration, Human Resources, Management, Law or a related field.
Experience
· Minimum of 1 year of experience in office administration, HR coordination, or procurement support.
· Familiarity with Ukrainian labor law and procurement regulations is considered an asset.
Skills
· Strong organizational and multitasking skills.
· Excellent communication and interpersonal abilities.
· Proficiency in Microsoft Office Suite and administrative tools.
· Fluency in English at B2 level or higher (written and spoken).

5. Reporting Line
The Office Coordinator / HR reports directly to the Operations Manager and provides regular updates on administrative, procurement, and HR-related activities.
6. Contract Conditions
· Duty Station: Poltava, Ukraine (with occasional travel to other regions as required).
· Working Hours: Full-time (40 hours per week).
· Contract Duration: 6 months, with the possibility of renewal subject to performance and availability of funding.
· Probation Period: 1 month.
· Salary: Net 800 EUR per month.

Фундація AVSI — міжнародна гуманітарна організація, яка прагне забезпечувати сталi рішення для вразливих спільнот. В Україні AVSI реалізує програми, спрямовані на захист, освіту та розвиток стійкості громад.
Координатор офісу / HR відіграватиме ключову роль у забезпеченні ефективної адміністративної роботи Полтавського офісу та сприятиме налагодженню комунікації між місцевими командами, постачальниками та штаб-квартирою AVSI (HQ), зокрема департаментом кадрів (HR).
2. Цілі
Координатор офісу / HR забезпечуватиме безперебійну щоденну роботу офісу шляхом контролю адміністративних процесів, підтримки функцій HR та закупівель, а також дотримання внутрішніх політик AVSI, вимог донорів та місцевого законодавства. Посада є важливою для підтримки ефективних операцій та реалізації програм.
3. Основні обов’язки
Адміністративна підтримка
Підготовка, ведення та архівування контрактів для національного персоналу, забезпечення їхньої точності та відповідності політикам AVSI і трудовому законодавству України.
Координація процесів набору персоналу: розміщення вакансій, відбір заявок, організація співбесід та підтримка комісій з відбору у співпраці з відповідними відділами.
Підготовка, перегляд та фіналізація Меморандумів про взаєморозуміння (MoU) з місцевими органами влади, партнерами та іншими зацікавленими сторонами.
Підтримка закупівель
Підготовка та ведення контрактів із постачальниками та надавачами послуг відповідно до процедур AVSI та вимог донорів.
Ведення точних та актуальних записів про процеси закупівель, контракти та транзакції.
Підтримка менеджера з операцій у забезпеченні дотримання політик закупівель та стандартів документації.
Координація HR
Виконання ролі основної контактної особи між Полтавським офісом та департаментом HR HQ AVSI з усіх кадрових питань.
Забезпечення своєчасного та точного подання HR-документації до HQ (контракти, особові справи співроbeatniks, documents for adaptation, etc.).
Supporting the process of adaptation of new employees, including the organization of familiarization sessions and necessary trainings.
General office management
Maintaining an organized and up-to-date system of physical and digital archiving of contracts, MoU, HR and procurement documentation.
Ensuring compliance with AVSI operational, financial and administrative policies in all assigned tasks.
Providing regular updates and administrative reports to Operations Manager and AVSI HQ as required.
4. Requirements
Education

Experience
Minimum 1 year experience in office administration, HR coordination or procurement support.
Knowledge Ukrainian labor legislation and procurement regulations will be an advantage.

Fluency in English at level B2 or higher (oral and written).

5. Line of Reporting
The Office Coordinator / HR reports directly to the Operations Manager and provides regular updates on administrative, procurement and HR activities.
6. Terms of contract
Place of work: Poltava, Ukraine (with possible travel to other regions if necessary).
Working hours: full-time (40 hours per week).
Duration of the contract: 6 months, with the possibility of extension depending on performance and availability of funding.
Probationary period: 1 month.
Salary: (net) 800 euros per month.
