2022 has significantly disrupted food security and livelihoods in Ukraine.
The Ukrainian Red Cross (URC), with technical support from the Spanish Red Cross, has developed a Livelihood Support Plan to help vulnerable individuals to gain access to employment and entrepreneurship opportunities in order to restore their livelihoods.
Within the framework of the REBOOT Program, which is implemented in the human capital integration sector of the socio-economic recovery unit, the TCHU organizes activities "REBOOT service points", which provide:
- consultations on employment issues, developing individual career pathways;
- connection between local employers and individuals;
- information on receiving compensation, employment and social assistance;
- facilitating access to short-term vocational and qualification training courses to improve employment opportunities;
- psychosocial support.
Also, REBOOT service points support micro-businesses through providing:
- small grants,
- skill development training,
- business consulting,
- digital marketing training,
- access to networks and markets.
The head of the human capital integration sector performs the functions of the coordinator of the REBOOT Program and is responsible for the overall coordination of the work of the sector, including with distribution of tasks and responsibilities among sector employees and monitoring of the performance of assigned tasks. Submits reports to senior management on the status of implementation of projects assigned to the sector and makes suggestions for improving the work of the sector.
Responsibilities:
- Coordinates The REBOOT program to promote employment and entrepreneurship of vulnerable persons.
- Manages the activities of the sector, organizes and coordinates the work of employeesof the sector.
- Participates in the development of documents that regulate the work of the NC of UCH on issues that belong to the competence of the sector.
- Develops proposals for the leadership of UCH and heads of regional organizations on issues that belong to the competence of the sector.
- Submits proposals on the structure, staffing of the sector, appointment, transfer and dismissal of employees, as well as incentives and disciplinary measures in accordance with internal documents of UCH.
- Determines the functions and responsibilities of sector employees.
- Ensures the creation of an appropriate psychological climate in the team and the necessary conditions for the performance of functions and responsibilities.
- Organizes work to improve the professional level of sector employees.
- Cooperates with heads of external organizations on issues of sector competence.
- Implements forms of monitoring the performance of sector functions.
- Controls distribution functions between sector employees and prevents conflicts of interest.
- Actively communicates and supervises the teams of UCH regional organizations to ensure effective and timely implementation of sector programs (in particular REBOOT).
- Provides consultation, support and regular updates information to local teams, helping them meet program goals, standards, and schedules.
Additional Responsibilities:
- Works with others departments (in particular, communications, housing and shelter, program monitoring and evaluation) and partners of the Red Cross movement to coordinate resources, exchange information, conduct joint initiatives and ensure the overall effectiveness of sector programs.
- Performs other tasks assigned head, related to the department's activities.
Requirements:
- Higher education in a relevant field (law, management, project management, international relations or related disciplines).
- Experience in the field of project management from 5 years.
- Excellent communication skills.
- High level of computer skills (Word, Excel, databases, e-mail).
- Experience in communicating with different categories of people, tact and diplomacy will be an advantage.
- Ability to work independently and in a team, quickly adapt.
- Ability to learn quickly, attentiveness.
- Ability to cope with stress and work under tight deadlines.
- Adherence to the principle of information confidentiality.
- Fluency in the Ukrainian language.
- English language — Intermediate level and above.

The escalation of conflict in Ukraine since the 24th of February 2022 has severely disrupted food security and livelihoods within Ukraine. URCS, with the technical support of the Spanish Red Cross, has developed a Livelihoods Plan to help vulnerable persons access employment and entrepreneurship opportunities to restore their livelihoods. As part of the REBOOT Program, under the Human Capital Integration Sector at the Socio-economic Recovery Unit, URCS runs 'REBOOT Service Points' to provide labor counseling tailored to a career pathway developed for each individual; connect local employers with individuals; provide information on access to compensation, employment, and social protection aid; facilitate access to rapid vocational and skills training itineraries to enhance access to employment; and provide psycho-social support. REBOOT Service Points also support micro-businesses through small grants, skills development, business support, training on digital marketing, and access to networks and markets.
The Head of the Human Capital Integration Sector acts as Coordinator of the REBOOT Programme and carries out the overall coordination of the sector's work, in particular, the distribution of tasks and responsibilities among the employees of the sector, the control of the implementation of tasks by the employees of the sector. Reports to senior management on the status of implementation of projects assigned to the sector. Makes suggestions for improving the work of the sector.
Duties:
- Acts as coordinator of the REBOOT Programme to help vulnerable Ukrainian individuals access employment and entrepreneurship opportunities.
- Manages the activities of the Sector, organizes and coordinates the activities of the Sector's employees.
- Participates in the development of documents that regulate the work of the NC URCS on issues that fall within the competence of the Sector.
- Participates in the development of proposals to the management of the URCS and heads of URCS branches on issues within the competence of the Sector.
- Submits proposals to the management of the NC URCS and heads of URCS branches regarding the structure, staffing and number of employees of the Sector, appointment, transfer and dismissal of employees, incentives and disciplinary sanctions in accordance with the requirements defined by the internal documents of the URCS.
- Defines the functions and responsibilities of the Sector's employees.
- Ensures the creation of an appropriate psychological climate in the team and the necessary conditions for the performance of functions and duties.
- Organizes work aimed at improving the professional level of employees of the Sector on issues that fall within their competence.
